Imports and Exports.—The value of Import* aur- log the flacal year ending Juno 30th, 1653, la $207, 978,647, and of export* $330,453,250. Excess or Im port!, $37,526,317. This is tho largest excess or Im ports that has occurred lu any year slnco 1836. But, up the Secretary, « a fair estimate for profits on our exports and tho freight of our vessels, would cast tbo balance of this account In our favor, without es timating the money brought In by emigrants, of which no account is taken.” Thx TAi»irF<—It la proposed to remove tho duties •ntlrely from certain artlclos of import, which now yield a revenue of about $8,000,000. Also to arrango the articles which still continue to pay duty, into two classes, the one class to pay 100 per cent, duty, and tho other class 25 por cent. It Is calculated that these modifications of tho Tariff (to go into effect 1st of January, 1855,) will reduco the revenue to about $45,000,000 from Customs, below which it is not pro posed to go until the public debt is paid. Among the articles recommended to bo thrown into tl>o free list, are tho raw materials used in our manufactories. Al so salt, on which tho averago revenuo for tho last five years has amounted to only $232,284, while the an nual fishing bounties, for which tho salt duty is ruado a pretext, amount to $289,413. With tho duty on ■alt it is proposed to repeal also the fishing bounties. The total tonnage of tho United States now amounts to 4,407,010 tons, being an lncreaso upon tho last year of 268,000 tons. Tub Mint.- -The entire coinage at tbo United States Mint irora its origin to tho Slat of October last, was $370,008,102 50. The gold coinago from first of Jan uary last to the 1st of October, was $10,998,915 50 ; and the silver coinago $7,990,225. Within four years, $135,872,095 73 has been added totlio gold and silver cola of the country, over and above what has been exported, without including what has been brought by Immigrants. A branch mint bus been contracted for at San Francisco, and will bo in working order by tho first of February next. It will bo capable of coin ing $30,000,000 per annum. It Is officially staled that tho property in Wall-at., adjoining the Custom House, and lately occupied by the Bank of the State and the Bank of Commerce, has been leased by the Goverumtnt as an Assay Office at $53,000 per aunum lor two years, with the privilego of purcaslng within two years at 530,000, with interest from the date of the lease, tho payments made for rent to be deducted from (he amount. Tub Navy.—We have received the Annual Report of tho Secretary ol tho Navy. After a review of na val operations for the past year, it devotes several paragraphs to tho Naval Academy at Annapolis, which ho highly commends—reviews the condition of the Navy Yards and Docks—and then proceeds to re commend an increase of tho Navy, os necessary to the maintenance of our proper and elevated rauk among the great powers of tho world, protection of oar widespread and growing commerce, and tho de fence of our thousands of miles of coast. Hepropo* bos to add to our present force two first class sailing frigates and seven first class steam frigates, capabie of mounting 50 guns each. Ho also recommends a re-organization of the Navy,—the adoption of a retli* ed list, on reduced pay, for the faithful who have be come infirm—the discharge oi the inefficient who have no claim upon tlw bounty of the government for ser vices rendered—promotion regulated by capacity, merit, and not by mere seniority of commission—pay to some extent controlled by sea-service. Ttio lion. Secretary urges with much nbility tho adoption of tbeso changes, as well as the lncreaso or the Navy above mentioned, and wo have great hopes that bis recommendations will be substantially adopted.— Without thorn our Navy can never bo wbat it ought to be. It cannot Uve upon the past, but must gird it- aelf for new achievements when the exigencies of the country shall require them. The Hon. Secretary proposes such a modification of onrsystem in regard to seamen, as will encourage more permanent enlistments—identify seamen more thoroughly with the Navy, and elevate their charac ter by a plan of rewords as well as punishments.— Several regulations appropriate to tlieso ends, lie •pacifies and advocates. The estimates for the support of tho Navy and Marino corps for tho yearlending June 30th, 1853, and for all objects coming within tho control of the Navy Department, amount to $11,731,615, including (3,- 879,344 for special objects, such ns tho transportation of the mails by steamships, Ac. From Havana and Key West. The steamship Isabel, Captain Rollins, with Ha vana and Key West dates of the 8th, touched of! this port on Sunday morning, by which wo are in receipt ofourtuual files and correspondence. An interest log letter from our Key West correspondent will be found in another column. Tho newly appointed Captain-General, Pezpela, arrived in Havana on the 3d, in whose appointment, it is asserted in respecta ble quarters, England exercised almost a cootroling Influence, la conseqaeaco of his arlstocr&tla position and opposition to slavery. Affairs throughout the Island were generally in a peaceful condition ; while In Havana the usual courtesies were being extended to the out-going and in-coming authorities in a, quiet and orderly manner. Several passongera were seriously injured and two locomotives smashed up on the New York and Erie Railroad, on tbo 8th, by a collision of passenger trains, No lives are reported lost. The brig E. A. Reed,and Augusta, and the schooner P. R. Burton, have cleared from New York for Savan nah. Correspondence of the Savannah Georgian. From Key West. Arrived—Nov. 22.—Propeller Pennsylvania, Bay- moon, from Norfolk and Charleston. This vessel was chartered to take Major Arnold’s command of fonr companies of U. B. Artillery from Old Point Comfort and Obristtan Harbor to Forts Mead and Myers, near Tampa Bay, and to transport the com ponies that b&ve been stationed at tbs latter garrisons to the former. Major Arnold detained the propeller iutU the norther that was blowing on his arrival bad eeased. The floe bond attached to the gallant 2nd aerenaded some of onr citizens while here, and crea ted an immense sensation among the lovers of music, and great crowds followed them shoot the streets, to bear the first military band that ever played in Key West. All the offloers and men .composing this com mand were In most excellent health. 25tb—Schooner Lizzie Wall, Lowe, from Manatee, Fla., with piles for Fort Taylor. 37th—Brig Samson, Marray, from New York, with cargo for this city and 8t* Marks. C., with a cargo of pitch, tar, and rosin, arrived In distress, leaking 1500 strokes per hour. Had very violent galea on tho passage, and on the 34th was obliged to throw overboard a portion of the dsck-Ioad to relieve the vessel. Has bad a survey, and been discharged. Millmxikvillk, Dec. 8,1663; The Senate did not convene this afternoon, and the Home pasted the evening iu reading bills the second time. December 9. Mr. Moseley, of Spaulding, moved to rt-coniddcr so much of tho journal of yesterday, as relates to the rejection of the kill to repeal tho law concerning tho Importation of slaves into this Stato. Messrs. Moseley, Dunnagan, Col lier,Stovall, and Clark supported the motion, and Messrs Hull, Dun woody, Stephens, Jones, and Williamson opposed It. Tho principal argument used by those who spoke in favor of repealing the present law, was that it puts men in the interior of the State to much inconvenience to go over into other States to purchase slaved; that it discrimi nates betweaa tho rich and the poor. Mr. Moseley said that os long os negroes wore considered property, men should bo permitted to traffic in them wherever they wish. That we hare no more authority to stop the importation of slaves into the State than we have to prereut men from bringing in horses, ftc. Mr. Clark, of Baker, ndvocale 1 the bill to ropoul tho law, because, he said, it was not in accordance with public »en- timont to hare such a law as the present. Hut tho law has a tendency to lncreaso tho demand for slaves, aud thus luoreaao their value; and was only imposing an oner ous tax upon the citizens of Georgia. Mr. Hull, of Clark, said that the public feeling and sen timent was In favor of the cxistenco of the present law; that this was clearly shown by the fact, that when the law waa not in existence, calls from every part of tho 8tnte were recoived to revivo the law. Mr Dunwoody thought that the law should rattier be mado more atringont than be repealed. That it waa often evsdod as it now stands. Mr. Stephens opposed tho motion to reconsider; thought thogoutlemen in favor of it were mistaken in tboir opin ions on the subject. That the law was founded on human ity. and tends to disarm the Northern abolitionists of every thing with which they may assail our institutions. Sir. Jones, of Liberty, opposed tho reconsideration of the bill, on tho ground tbut our legislation, upon the delicate institution of slavery, should always throw around that Institution those high moral safeguards, upon which alone can successfully disarm tho abolitionists of all argu ment against the justice and tbo humanity of tho institu tion. That our legislation, and the Impression proceeding too generally from the legislation of Southern States, had given occasion for such lampoons against us, as that which ‘ Uncle Tom’s Cabin,” of Mrs. Stowe, had launched into every parlor in the country. That tho nan-importation act did not discriminate in favor of some negro purchasers or against others, any more than tho retail law, or the State interest statute discriminated against sonio In favor of others. That, (as the Senator from ClaTk had said.) public opinion was in favor of prohibiting tbo general importa tion of slaves, and argued in favor of the policy and good results of tho act, ns compared with the opposite condi tion of things, while ho contended that the tendency of such a law was to strengthen the institution ol slavery at the South. The bill to change tho Tax laws, was postponed and made the special order for next Tuosday night. Mr. Pickett introduced a leiolution to bring on tho elec tion for U. S. Senator on Monday next. This resolution was not taken up. Bill* reported: A bill to authorize tho Tax Collector of Burke county to pay to tho Justices of the Peace $3,000 for certain pur pose!. A bill to authorize Justices of thePeaco In Liberty coun ty to grant licenses to retail liquors. A bill to allow the Governor to draw on the Treasury, in favor of D. W. Taylor. A bill for tho relief of Clerk* of the Superior Court, in certain cases. A bill to prevent the circulation of Bank notes under the amount of five dollars. A bill more effectually to prevent trading with slaves. A bill to alter certain portions of the Judiciary of this State. A bill to emend tho Insolvent laws. Tho Inclemency of tho weather provented the session of tho Legislature on yesterday, and we will only bare for our report such business as woe dono this morning. There were a great many reports made by the different committees. The Judiary Committee, to whom was refer- ed the bill to extend the term of office oi Judges of the 8upreme Court, report In favor of the passage of the same, after making an amendment thereto. The select Committee on Courts, recommend the passage of the bill to alter and amend the Constitution so far as re lates to the time and places of bolding the Supreme Court, and to fix the same at MllledgevlUe. The Judiciary Committee reported a bl l relative to F.xe- entors, Administrator* and Guard’ans, and for the better protection of the estates of deceased persons. The Commltttee on Banks recommend to the Senate to pose the bill to establish a bank in Griffin, to be called the - Interior Bank of Georgia.” Senate paiaed a bill to appropriate money to improve the navigation of the Altamaha, Oconee and Ooroulgee Rivers. There was a very tiresome discussion on a bill which came up for passage, relallvo to the measurement of timber In the State ; the whole was very uninteresting, and occu pied much time unnecessarily. Ado. Florida Items. During the post week we have bad several killing frosts. There are two cases of yellow fever iu town yet.— Upon inquiry this raornlug, we fiud one of tho pa tients nearly woll; the other caso does not seem to yield so readily to medical treatment. Thoao casus had, we presume, the seeds of the tils- easo in their system previous to tho setting in of the late cold weather and heavy frpsta.and others, in the same condition, may yet be attacked. But we feel confident that the disease bus ceased as an epidemic, and that our country friouds can now visit us with pcrfuut safety. Our cotton receipts at this port are much larger this than last year, the principal increase being nt St. Marks ; though tho receipts at Now Port are 100 bales more than at samo date last year, notwithstand ing the prevalence of a dreadful disease here which caused a largo number of our friends to carry their produce to ot|>er markets. Tho Cotton Factory, which has been in processor erection for several months near Monticello, la now completed, and only wunts operatives to enable tbo company to commence work. The steamer James L. Day, which arrived at this port on Wednesday, brings a report tbut tbo yellow ‘over waa provalingat Key West, and that n number of deaths Imd taken place. Wo have Been several private letters, which do not mako mention of the dis ease existing there.— Wakulla Times, 1th. Wo hesitate to hope for his re-election only beeauso wo apprehended that the position of Mr. Guthrie in the Cabinet might operate to exclude tire choice of aotber Democrat from that State, to a dis tinguished position. But Congress in the choice of Mr. Boyd, bus also undoubtedly puidtbe highest com pliment to Mr. Guthrie, aud to the Democracy of the uoblo Statu they both represent.—Buffalo Republic. Female Convicted op Murder.—Tiro Hunting don, l J a., Runner, of Saturday, gives an account of tho trial, conviction and sentence of Mrs. Elizabeth Harlter, for poisoning her sister. Tho evidence in the cose, it is said, was very plain, and disclosed a transaction fiendish enough to make humanity shud der] It appears that tho woman poisoned her own sister, for tho purpose of becoming her successor in tho household 1—at a time, too, when she waa verging or sixty years of age 1 The Judge sentenced her to be hung ; and the public opinion is so much against her, that probably no cflort will be mudo to have her reprieved. Rodolph, late commander of tho stcumer Montreal, arrived at Quebec on Friday evening, with the intelligence that the Montreal is a total wreck.— A sheet of Ice struck the ill-fated boat with such force as to cut her In two as far down as the engines, an 1 at same time it drove the steamer Point Levi hard ashore. The latter had been sent to the relief ol the Montreal, which was a very fine boat, certainly equal to any on tho St. Iouvreiicu.
