Nkw York, Dec. 12. Tho British mall steamship Africa arrived at Liver pool on tho 27th nit. Little news of Interest has been received by thia ar rival. Nothing baa ocourrod along the Danube, heavy storms of rain and snow having interrupted opera tions. The rumors relative to an armistice are doubtful, and tho report that the TurkB had been defeated at Usikilaby the Servians was not credited—indeed, another report says that excellent terms existed be tween them. Tbe Turks are abandoning nearly all tho positions oil tho left bank of the Danube, and only* 6000 men havo been left at Kalafat. They are fortifying, how ever, their positions along the right bank. Tho Porte refuses to open direct negotiations with Russia. The condact of Omar P&cha had been approved by his government, and the Sultan had presented him with a hone. The conbined fleets were at Beyrout. Tlie Turkish fleet had gone to keep open the coast of Circassia. Tbe Russian fleet had left Sebastopol, and tbe com bined fleets had been ordered to drive them back. Two Russian vessels had been lost In the Black Sea. It is now reported that Dost Mahomed and all tbe Mahometans in India are opposed to Russia. Great excitement, iudeed, is said to pervade Afghanistan, and Dost Mahomed is stated to have expressed a de termination to attack the Russians in tne direction of Chervan, and to march through Persia with or with, out tho consent of the Shah. There is a rumor that some dilflulty has occurred between Turkey and Greece. England and Franco have concluded a treaty to maintain the integrity of Turkey and Austria, and Prussia has been invited to join therein. Prussia, however, reserves her right to act according to her interest, and Austria, it is said, has actually sent large forces to concenttytc in Croatia. In Hungary a difficulty bos occurred between tbe clergy and the government. Tlie British Parliament has been prorogued until the 3d of January. Iu China the insurgents continue to be successful everywhere. There is some talk of n Tartar invasion The son of the Hon. P. Soule, at a ball given by the French Minister at Madrid, made an assault upon the Duke Aiva, brother-in-law to the French Empress, on account of his having uttered disparaging remarks relative to the dress of Mm. Soule. Mr. 8oulc, Minister, interfered in tho matter, which created con. siderable excitement. Young Soule afterwords chal lenged tho Duke, who declined tho invitation. New York, Dec. 12.
