News Items.
A despatch, dated Columbia, S. C., says that the
bill before the Senate to reduce tho Capital of the
Bank of Charleston to *1,000.000, was rejected by
vote of 28 to 11. Tho Judiciary Reform bill was also
laid on the table. Mr. McCrady’s municipal subscrip
tion bill boa passed the House. Both Houses have
passed the bill to amend the charter of the Fireman’s
Insurance Company of Charleston, and the Resolu
tion authorising the Governor to present a sword to
Capt. Ingraham.
In the U* 8. Senate ou Wednesday no business of
any importance was transacted. In the House of Re
presentatives the resolutions to purchase Mount Ver
non were warmly discussed, but no decision was or
rived at. The Senate resolution to change tho modo
of appointment of Assistant Secretary of the Treas
ury, eliolted considerable discussion, Mr. Presley Ew
ing, of Kentucky, regarding it as an indirect assault
on Mr. Guthrie, which Mr. Thomas H. Bayly, of Vs.,
and Mr. George S. Houston of Alabama, denied.

It is rumored in WMhington that an expedition!

should bo so generally satisfied with attempts ou their part
to render the use or dangerous materials popular rather
than occupy themselves with tho search lifter something

The Woman’s bill, which was not decided this morning,
wax, on motion of Hr. Miller, postponed till to-morrow,—
There were very few ladles in the gallery, and we suppose
that was the cause of the postponement. The champions
of the bill do not wish to speak In 1U defence, unless they
can have a full gallery, and they no doubt think tho pres-
sence of the ladles will have the eiTect of checking its op
ponents. It Is our opinion that most of the speeches made
on the bill, were made more lor tbelr eflect in the gallery,
than anything else.
The only bill passed this afternoon, was a bill to form a
county from the county of Stewart, to be called “ Klnchi-
foony.” This bill has already been passed In the House, so
the county to formed. *
We believe there was nothing done In tho House by the
afternoon session, but to form a new county from the coun
ties of Union and Gilmore.
We had the pleasure to-night, of attending the concert,
given io the Representative Hall, by the pupils of the Acad
emy for tba Blind. Their perftmnauce was admirable.—
The audience was very large, and a great many of the arti
cles which were exhibited, were bought up Immediately.—
This Academy is In Macon, and if properly patronized, bids
fair to be very useful, and productive of a gread deal of
good.

Sbmtx.—Mr. May moved to re-conslder so much of yes
terday’s Journal aa relatea to the bill to form a new county
from the county of 8tewart. This bill will not take effect
until after the second Monday In Janaary, and its re-
slnsideratlon to to make It take effect Immediately on its
passage.. The motion was lost—yeas 38, nays 42.
Among the bills to establish new election precincts in va
rions counties, there was ono passed to establish one In
Liberty county, In the house of Lew la Smith, Several local
bills were introduced, and the regular order (the Woman’s
bill) came np. The discussion was commenced by Mr.
Miller. He was opposed to the amendments offered by the
Senators from Untold and McIntosh, but was willing to al
low any amendment which would Improve the bill, and
have a tendency to enforce tho provision! cf the lrfll. Mr.
Ridley followed him. and spoke In favor of the passage of
the bilL
Mr. Cochran ssbl he was opposed to the bill, for It will
not serve the purpose for which It Is Intended. If the use
and management of the property, without being made ac
countable to any one for the proper management of it, be
given to the husband, he can spend the whole Income In
whatever way he may with, without giving bis family those
comforts which they may require.
Mt Collier thought that the opponents of the bill were
greatly mistaken In their views on the subject. That there
wtt no bill that eoold be passed that would bo more just,
and afford more protection to the property of married wo
men, than the one now under consideration.
The Senate adjourned, without any farther dlscassion, to
meet again at three o’clock P. M.
lx m Horn.—A bill was passed In the Unuse, to require
the treasurer of the Poor Bchool Fund, In Muscogee Coun
ty, to pay over certain sums of money to persons named
therein, tor teaching poor children.
The committee to whom was referred the bill to Incorpo
rate Banks in Savannah, reported them back to the House,
and asked for them the favorable consideration of that body.
The House passed a bill to allow the Ordinary of Tattnall
County to keep bis office at his house.
The special order for Saturdsy next is the bill to form a
new county from the eountles of Dooly and Irwin.
The bill to Uaia the State Road Is made the special order
for the 16th of next January, and the bill to amend the
several acts relative to State Printer, the special order for
the 17tb of next January.

fying indexes of the general Inventive industry of the coun
try. The one for 18521s fall of valuable and interesting in-
formation. There were 2^30 applications received for pa-

ing interesting reference to tho past:
'• To apeak, however, aeriouriy. it Is not without
some emotion that l find myself here. There aie

this House. Under its roof I have passed some of tho
happiest yeaw of my life. Under the old regime this
building was divided into separate houses, and I was,
with my family, the occupant of one of them for sev

hundred miles from Boston, we were as comfortable
as if at home, and 1 have no doubt that those who

I have been a good deal knocked about in the
world, to use rather a coarse phrase, and have spent
some years of my life in traveling iu different coun
