tion of his confirmation. Is it not strange that a per

SENATE.
Washington, Fed. 15.
Mr. Rnsk introduced a bill to provide for tbe survi
ving officer* of the late Tex a* Navy.
The French Spoliation Bill was then taken up and
passed—yea* 27, nays 15.
A bill establishing a new land district in Florida,
to be called Tampa, was passed.
A i.111 constituting Sun Pedro, in California, a port
of entry, was taken up and passed.
The Nebraska bill was then taken up, nnd Mr.
Houston proceeded with bis remarks in opposition to
the bill.
Alter he had concluded, the amendment to the
I Hit section was adopted by yeas 35 to nays 15.
Mr. Chase moved to amend the section as it now
stood so as to al'ow the people of the Territories to
prohibit slavery if they choose.
Mr. Pratt thought the Senjtor should also in his
amendment have allowed the people to introduce
slavery.
Mr. Badger said the effect of the amendment was
to deprive the section of one half of its force. He
announced bis intention to speak to-morrow in sup
port of the bill.
Mr. Brown said he was one of those who did not
beli'-ve the people of the territories had any right to
legislate to the exclusion of slavery.
Mr.Cu-a said the amendment presented an impor
tant question, which would have to 1* met, tb.it was
the power of tho people to legislate for themselves.
This bill gave them that power, provided the consti
tution allowed it. if the constitution did not alio*
it, the bill was nugatory.
Mr. Butler said if Congress had no power to Icgi
late on the subject, Congress could not grant that
power to the people of the territories.
Mr. Cass said he differed from the Senator in tola.
After some conversation !»-tween Messrs. Dougins
and Weller, Mr. Badger got the tloor, and the Senate
adjourned.

A Bill to be entitled an act to levy nnd collect a tax
for each of the political years 1854 aud 1855, and
thereafter until repealed:
Be it enacted by the Senate and House of Roprcsen-
totivesofthc Slate of Georgia in General Aa-«mbly
met, 0hd it is hereby enacted by the authority of the
same. That tho 1st, 2d. 3d. 4th, 5tb, Gth. 7th, 8th,
9th, 10th, 11th, I3th, 14th, lGth,17tli,l8ih,19tIi f 20th.
21st, und 22d sections of an act, entitled an act to
levy and collect a tax lor each of the political years
Ih52 and 1853, and thereafter until repealed, approv
ed January 9th, 1852, and the 12th and 15th sections
thereof, os hereinafter altered and amended, be and
the same are hereby continued iu full force until re
pealed.
Sec. 2. Be it further enacted. That the 12th section
of said recited net, be so altered as to read as follows :
That the receivers of tax returns throughout the
State, shall administer to each and every person giv
ing in his or her taxable property, the following oath,
to wit:
You do solemnly swnnr or affirm, (as the case may
be.) that the account which you now give in as a ju.-’t
and true account of all the taxable property which
you were possessed of, held or claimed, on tho first
day of March last, or were interested in or entitled to
either in your own right, or in the right of any other
person or persons whatsoever, as parent, guardian,
executor, agent, administrator, or trustee, or in any
other manner whatever; and that the valuation
