following circular to the Capjain-Gcueral :
The Queen, our Sovereign, (whom may God pre
serve.) ordered on the 17th, Lieut. General Leopold
O’Donnell, Count de Lucena. to go to Santa Crux de
Teneriffe: but he lias not obeyed this sovereign reso
lution, and Ills family lias only been able to put forth
frivolous pretexts for his absence. Considering that
tbe said General has thereby violated article 25 of
chapter 17, of Hie royal ordinances, as appears from
the report of the Captain-General ol New Castille,
dated the 20th, and that he has thus eluded the obe
dience due to tbe orders of the Queen—her Majesty
directs that, if within the period of eight days Lieu
tenant-General Leopold O'Donnell shall present him
self in the district which you command, he shall be
immediately arrested and placed at the disposal of
the government. 1 also inform you that, in case he
shall not appear within the aforesaid period, such
other measures as may lie necessary will be adopted.

and attributes of her physical superiority. Shall not
literature, and science, and popular education—the
most precious of all possessions—without which all

our favored Commonwealth worthy to stand by her
«ister Republics? It is for this Legislature to say.
We have the heritage of all tho past to guide us—
the hopes of all the future are dependent upon our
action. Let os perform our duty, iu a full sense of
the responsibilities that are upon us, and in no nig
gard or narrow spirit.
How eloquently, how impressively said! Why,
we can't help asking, was there nut found in the late
Georgia Legislature some Judge Meek, endowed with
the power triumphantly to grapple with the monster
of popular ingnorance in this State? Could the
“ collected wisdom ” of Georgia devise no scheme
adapted to her wants? Why was not the future pro
ceeds of the State road, for all time, set apart its a
sacred fund for tho education of the children of the
State? It is too late to ask these questions. And
yet there was no use in asking them earlier.
