is in this country A general demand for higher wages ;

TarnF. We say this not as the enemies of any branch
of American industry. We say it because wc believe,
and ever have believed, that the demand for “ pro
tection' 1 is, and has 'been, thoroughly sclllsh. Not
that the business of manufacturing cotton goods bos
been uniformly prosperous in the United States. Like
all oilier departments ot industry—like planting, Die
farm ug. like merchandizing—it lias its times of de
pression, in which tlio.se engaged in it, especially the
less sagacious and skilful, suffer losses. But in tin-
maiu it has been as remunerative as any other em
ployment. Abundant evidence of this is found in
the multiplication or factories, even during the very
years in which our tariff acts have been least
protective. When the planter finds hiinre-lf embar
rassed by a fall in the price of cotton, or the farmer,
that, owing to tho increased wages of Ids hirelings,
he is doing a losiug business, does he call on Govern
ment for relief? If he did, his claims would be hoot
ed out of the lulls of legislation. On the other hand,
the manufacturers, bo times prosperous or adverse,
their profits great or small, ore never, during the ses
sion* of Congress, without their agents ut Washing
ton lobbying iu behalf of laws to fill tlielr pockets at
other people's exircnac.
Why, even here In the South, inexperienced as we
are, nnd thriftless as we are charged with being, em
ploying, too, in some cases, awkward negro opera
tives, notion factories have for the most part paid
well.* The advantage of having the row material at
their doors, especially when the price of cotton is
low, and freight consequently a largo fraction of it-
cost to those competing with them abroad, enable-
them to conteud against all opposition.
Sncli, then, being some of the advantages for inarm
factoring enjoyed by this country, North and South,
England may well tremble lor her long continued
manufacturing supremacy. With or without tar
