The Liverpool correspondent of tbe New York As
sociated Tress says that money is easier, though the
rates of Interest continuo unchanged. Ho quotes

On the day of tho departure of the Europa.from
Liverpool, tho Cotton market had assumed a better
appearance. The transactions of the 10th were to tbe
extent of 8,000 bales, 2,000 of which were taken by
speculators and exporters. Tho market closed steady.

The Cotton market closed firm to-day, with soles of
2000 hales. Rio Codec Is firm—sales to-day 600 sacks
at 1H cents. Rico is easier, though the market shows
no change in quotations ; 300 casks were sold to-day
at 94.87}. Inspirits Turpentine 160 casks changed
hands at 08 cents ; Crudo, 1000 hbls. sold for $5.75.
Common Rosin, 3000 bhls. sold at $l-87i ; aud 1000
No. 2 nt 91.90. Flour is stifler, though without quo-
table cliunge in price—sales of tlie day foot up 8000
bids; Htuto brands closing nt $8.37; Ohio $8.75, and

Sec. 1. That the owner or owners of all buildings over
one story high, within the jurisdiction of this city, tlmtare
now deficient of ladders and scuttles, shall, before the ex
piration of thirty day* from the date of this ordinance,
cause said building to be provided with a scuttle or open
ing in the roof, close to the ridge thereof, of not less than
twenty-six by thirty six inches, with step* up to it on tho
Inside, so that a person cun pass up and through a|*i|fc4he
ridge of the roof with safely and facility. And the owner
or owners of such building as shall not be provided in the
time above mentioned, shall tie fined In a sum not exceed
ing twenty dollars, for every thirty dav* which inch build-
log shall remain so unprovided thereafter.

limits of this city.of whatever material, being over onfc sto
