the great interests of Georgia, they calmly disregard- i

Tho Petersburg Express holds tho following lan
guage in regard to tlie operation of tho system iu
Virginia:
The biennial session is a mere joke, it exists only
in name, and never will be really observed ; for every
succeeding Assembly will coutrive to consume the

drives tho’mumliers home. Certainly there is a screw
looso iu thin part of tho ricketty machine, or to speak
raoro properly there is a screw wanting which never
was in it ut ail.
We have always doubted tho wisdom of the pro
vision by which, in so large a State as Virginia, it
was designed that tho Legislature should meet only
once in two years- It is almost beyond the Imunds of
possibility that cases will not annually arise calling
tor immediate legislation. Hut assuredly the plan of
meeting biennialy i* not likely to be tried under our
present charter, so that its evils may not he demon
strated, though other evils as great if not greater,
those of wasteful extravagance of time nnd money,
have already been experienced to an almost cruel
extent.
Alnbiuiiu Unllronil Clinrtc-rn.
Ia tbo coarse of an article defending Georgia from
tho aspersions of the Alabama press, wo lately used
the following language :
Alabama, ia giving her charter to tlio Savannah amt Al
bany Company, has attached lo the grant a condition,
which in the mind* of many makes Die grant 110 better than
worthless. The Savannah and Albany Company are for
bidden to build to Mobile, unl-ss they will at tho same time
build from Eufaula to Montgomery. Now there is in ex
istence. or will be in a few month*, one railroad from .Sa
vannah to Montgomery, in which Savannah hns now in
vested probably more Ilian ono tialf it* cost. When she
ask* Alabama for liberty to run a road to Mnhiln. she is
told that she shall not do it unless she will build a second
road t,, Montgomery, competing with Jho first throughout
it* whole length.
The Albany Patriot, in terms which suit tlie taste
of its editor, denies the correctness of this statement.
Our authority for it, lor we had not tlio charter by
os, was the following extracts from a well written
communication which appeared several weeks since
in tlie Savannah Hc/mbtican. Speaking ol tho sug
gested road from Savannah to I-’ufaula, nnd from Kit-
faula to Mobile and to Montgomery—in nil 015 miles
of railway—tho Republican's contributor said:
“Tlio wholo of Dds Buo must tm completed before a c .,n-
naetlon can he made with Middle. «x the charter (Attaint'd
i,y tlm CoininisHioiierx contains the following paragraph .
Re it enacted—That tlio said Company shall complete
wry l,y
tlm said connection between Eufaula and Montg>
the lime the read is completed to Mobile.' "
The Albany Patriot quotes tlio 4th section of tho
Alabama charter, which, it says, ” settles the matter
beyond doubt":
ftc. it further enartnl—That tlm -aid Company shall
plutu Dm luinimction between Eufaula and Moiitgomc .
the time Dio road i* completed to Mobile, t’rm-iiUtt, that
said Company commence tho road connecting Montgomery
und Eufaula within two year* from the passage of Dili
act, and shall complete tho connection within live yeari
from the paxsago of tills act, otherwise any other Company
chartered by tho Legislature of Alabama may build tuiid
connecting road.
What this section, witli Ite very curious proviso,
means, wo do not pretend to say. Tlio matter at Ih-
buo now rests between tbo editor of tho Patriot and
the writer for tho Republican. Tlicro wo aro content
to leave it—having removed all responsibility from
onr own shoulders.
