that the Nebraska bill has been ddoalcd In the II.*uso

present policy of England nnd France in relation to

to their power, the sole obstacle to their ascendancy
in Europe and Asia, they will, so long as Frem-linmii

There will then be no obstacle* to their doing the

in Europe and Asia that will enable them to c-hi.mi in
mate those great schemes now every day developing
in various parts of the New World 1
This la tue great point to which l de-ire to call
their attention. From the acquisitions ot Uu—i.i in !
the East we have nothing to fear ; from the ulliatmn j
of England and France we have much to fear, since
they have openly avowed that one great object is that
of establishing "it balance of power not merely in
Europe, but America. The latter can only be necoiii-
plished by arresting the progress of the United
mutes on one hand, and acquiring new possessions on
the other, new protectorates, new republics of tlm j
isles, and new dependencies in North and ,South
America, that but for the United States will probably 1
at no distant period rclap.sc into their original state
of colonial dependence.

merely to observe that he is only pursuing u course ;

However the two systems of government may dif
fer, the United States and Russia, it seems to me,
should always maintain tiro most friendly relations.
There are many points of similarity between them.
They are tho two great progressive powers ol th-
world, ami their progress does not in the least inter
fere with each other. Tho United States have noth
ing to fear from Russia, and Russia has nothing to
fear from the United States. Tlu-y me both march
ing onward to the same destiny in different quarters
of the globe, and do not cross each other's track.—
They occupy the same position with respect to neu
tral rights und tho freedom of the seas, and Russia
was once at tlio head of what was called “ tne armed
neutrality,” which had these fur its objects. In some
distant age. and amid these revolutions of time which
produce miracles, those giants of the two worlds may
possibly meet somewhere and shako hands, or bullet
each other ; hut whoever anticipates tills must dive
so deep into futurity that in all probability he will
never come up again.
