for each of such omissions not satisfactorily explained,
three times the pay of the trip may bo deducted. For ar
rivals so for behind time ns to break connection with de
pending mails, and not sufficiently excused, one-fourth of
the compensation for the trip is subject to forfeiture. De

6. Tlie 1’ostmasterGeneral may annul tlie contract for
repeated failures to run agreeably to contract; for disobey
ing the Post Office tows, for the instruction of the depart
ment : for icfusing to discharge a carrier when required by
ttie department to do so ; for assigning tho contract with
out the assent of tlie Postmaster General ; for running nn
express a* aforesaid ; or for transporting persons or packa
ges conveying mailing matter out of the mail.
fl. Tlie Postmaster General may order an Increase of ser
vice on a route by allowing therefor h pro rata increase on
the contract pay. He max change tlie schedule, of arrival-,
and departures, without Increase of pay. provided he does
not curtail the amount of running time. Ho may nlso or
der an increase of speed, he allowing, within the restric
tions of tlie Isw. a pro rata increase of pay for the addi
tional stock of carriers, if any. The contractor may. how
ever. in tho case of increase of speed, relinquish tlie con
tract by giving prompt notice to tlie dc|sirtment that ho
prefer* lining so to carrying the order into effect. The
Postmaster General may also curtail or discontinue tlie
service, at pro rata decrease of pay. nllowing one month's
extra compensation on the amount dispensed with when
ever. in his opinion; the public interests do not require tlie
snme. or in case ho desires to supersedo it by a different
grade of transportation.
7. Payments will be made for the service by collections
from, or drafts on. postmnr.ter*. or otherwise, after the ex-
pi rat ion of each quarter—say in February, May, August,
and November.
8. The distances nre given according to tho best informa
tion ; but no innronsed nny will be allowed should they bo
greater than advertised if the points to be supplied he
correctly stated. Bidders must inform themselves on this
point. •
9. Tlie postmaster General 1* prohibited by law from
knowingly .unking a contract for the transportation of tho
mails with nny |/crson who shall have entered into, or pro
posed to enter into, any combination to prevent tho mak
ing of nny bid for a mail contract by nny other person or

dering sufficient guarantee* for faithful performance, with
out other reference to the mode of sucli transportation
than may be necessary to provide for the due celerity, cer
tainty, ami security of such trnnsportinns.” Under this
tow a now description of bids lias been received. It does
not specify a mode of conveyance, but engages to take the
entire mail each trip with celerity, certainty and security,
using the term* of ttie lsw. These bids are styled, from
tlie manner in which they are designated on the books of
tho departments, "star bids." and they will be construed
ns providing for the entire mail, however large, and what
ever may be the mode of conveyance necessary to insure

Such bids will therefore be accepted in preference to
higher hid* for apecifie inodes ol conveyance on routes
where the lowest mode of conveyance (that is. on horse
back) is known to be insufficient

ficiency of guarantors or sureties without knowing that

street, north of Gwinnett street, and east of Tattnall

Sec. 1. Be It ordained by the Mayor and Aldermen of the
city of Savannah and the hamlets thereof, in Council as
seinbled. and it is hereby ordained by Hie authority of ttie
same, that nil that part of tho city domain lying south of
Gaston street, west of Barnard street, north of Uwtnnett
street, and east of Tattnall street, be laid off into lots by
tbe City Surveyor, under the superintendence of the Com
mittee on Public Hales and City Lots, and be called Charl
ton Ward.
Sec. 2. Be it further ordained by the authority aforesaid,

ces.” approved March 3. 1853. ft Is hereby declared and
made known, that the land Office for the sale ofthe public
lands lu the Hparta district, Alabama, will he removed from
the town of Bpartn. its present location, to Elba, la Coffee
County in said State, on the first day of April next.
