Embracing conditions to be incorporated in the contracts to the
extent the Department may deem proper.
1. Seven minutes are allowed to each intermediate office,
when not otherwise nperlfled for assorting the malls.
2 No pny will bo made for the trip* not performed ; and
for each of such omissions not satisfactorily explained,
three times Ihe |iay of the trip may be deducted. For ar
rivals so far behind time as to tmak connection with de
pending mall*, and not sufficiently excused, one-fourth of
the coni|ieniaUun for tho trip Is subject to forfeiture. De
duction will also bo ordered for a grade of performance in
ferior to that specified In tho contract. For re|K.-atcd delin
quencies of tbe kind herein specified, enlarged penalties,
proportioned to the nature thereof and the importance of
the mail, may be made.
3. For leaving behind, nr throwing off. tho malls or any
portion of 1 hem. for the admission of passengers, or for be
ing concerned in setting up or running an express convey
ing commercial intelligence ahead of the mail, a quarter’s
pay may be deducted.
4. Fine* will be Imposed, unless tbe delinquency be
promptly and satisfactorily explained by certificates ol post
master*. or tho affidavits ol other creditable persons, for
failing to arrive in contract time ; for neglecting to take the
mail from, or deliver Into, a post office ; for suffering it
(owing either tn the un’Uitahleness of the place or manner
of carrying il) to be Injured, destroyed, robbed, or lost; and
for refusing, alter demand, to convey tho mail as freqently
as the contractor runs for other purposes.
6. The Postmaster General may annul the contract for
repeated failures to run agreeably to contract ; for disobey
ing the Dost Office laws, for the instruction of the depart
ment ; for refusing to dlschirge a carrier when required by
tbe department to do »o : for assigning the contract with
out the assent of the Postmaster General ; for running* an
express as aforesaid ; or for transporting persons or packa
ges conveying mailing matter out of the mail.
6. Tho Postmaster General may order an Increase of ser
vice on a route by allowing therefor a pro rata Increase on
the runtrsc' pay. He may change the schedule of arrivals
and departures, without Increase of pay, provided he does
not curtail the nniount of running tirno. He may also or
der an Increase of speed, be allowing, within the restric
tion* of the law. a pro rata increase of pay for the addi
tional stock of carriers. If any. The contractor mar. how
ever. in the case of Increase of speed, relinquish the con
tract hy giving prompt notice to the department that he
nrelcra doing so to carrying tho order Into effect. The
Postmaster General may also curtail or discontinue the
service, at pro rata decrease of pay, allowing one month's
extra com|<eiiMtinn on the amount dispensed with when
ever. in his opinion, the public interests do not require the
same, or In ease lie desires to supersede it by a different
grad'* of transportation.
7. Payments will be mad© for the service by collections
from, or drafts on. postmasters, or otherwise, after the ex-
(•(ration r f e*ch quarter—ray in February, May, August,
and November.
8. The distances are given according to the hestlnforma-
tion ; but no increased liar will he allowed should they be
greater than advertised If the point* to ho supplied be
correctly stated. Bidders must Inform themselves on this
point.
9. The Postmaster General is prohibited by law from
knowingly making a contract for the transportation of tlio
mails with any person who shall have entered Into, or pro
posed to enter Into, any combination to prevent the mak
ing of any bid for a mall contract by any other person or
!>eraonH. or who shall have made any agreement, or shall
nave given nr performed, or promised to give or perform,
any consideration whatever, or to drt. or not tu do. any
thing whatever, in order tn induce any other licrjion or
persons not to bid for a mall contract. Particular atten
tion Is called to the 28th section of the act of 1036, pro-
hibiting combinations to proveut bidding.
10. A Idd received after time, viz: 9 a. m. on the 10th of
April, 1864. or without the guarantee required hy law. or
that combines several routes in one sum of coin pe neat ion,
cannot bo considered In competition with a regular pro
posal reasonable in amount. •
11. Bidders should. In all cases, first propose for service
strictly according to th© advertisement, and thro. If they
desire, separately for different service; and If tbe regular
bid be the lowest offered for the advertised service, the
other bids may be considered, if the alterations proposed
nro recommended by the |iostmnst©r* nnd citizens Interest
ed. or If they shall jppear manifestly right and proper.
12. There should be hut one route bid for in a projmsal.
13. The route, the service, the yearly pay. the name and
residence of th© bidder, and those of each member of a
firm, where a company offers, should be distinctly stated ;
