1. Seven minutes are allowed to each intermediate office,
when not otherwise specified for nssorting tlie mails.
2 No pay will he made for the trips not performed ; nnd
for each of such omissions not satisfactorily explained,
three times the pay or the trip mny ho deducted. For ar
rivals so far behind time ns to break connection with de
pending mails, nnd not sufficiently excused, one-fourth of
the compensation for tlie trip is subject to forfeiture. De
duction will also be ordered for a grade of |ierformance in

3. For leaving behind, or throwing off. the malls or nny
portion of them, for the admission of passengers, or for be
ing concerned in setting up or running an express convey
ing commercial intelligence ahead of the mail, a quarter s
pay may be deducted.
4. Flues will be imposed, unless Ihe delinquency be
promptly and satisfactorily explained by certificates of post-
masters, or the affidavit* ol other creditable persons, for
failing to arrive In contract time ; for neglecting to take the
malt from, or deliver Into, n post office; for suffering It
(owing either to the iin>uitab]eness of the place or mnnner
of carrying it) to be injured, destroyed, robbed, or lost; and
for refusing, after demand, to convey the mail *s freqeutly
ns the contractor runs for other purposes.
6. Tin- Postmaster General may nnnul the contract for
repeated failures to run agreeably to contract ; for disobey
ing the Post Office laws, for the instruction of the depart
ment ; f»r refusing lo discharge a carrier when required by
the department to do so : for assigning tho contract with
out the assent of tlie Postmaster General ; for running an
express ns aforesaid ; or for transporting persons or packa
ges conveying mailing matter out of the mail.
6 Tho Postmaster General may order an increase of ser
vice on n route by allowing therefor a pro rata increase on
the rnntrac.' pay. He may change the schodule of nriivnls
ami departure#, without increase of pay, provided ho does
not curtail the amount of running timo. Ho may also or
der an increase of s|«ed. he allowing, within the restric
tions of the law. a pro rata increase nf p«y for *he aiUll-
t tonal stuck of- carriers. If nny. Tlie contractor may. how
ever. in the case of increase of speed, relinquish the con
tract by giving prompt notice to the de|untiiu-nt tluit ho

service, nt pro rata decrease of pay, allowing one month’s
•?xtra compensation on the nmount dispensed with when

grade of transportation.
7. Payment# will l>e made for the service by collections
from, or drafts on. postmasters, or otherwise, after the ex
piration of each quarter—say in February, Mny, August,
*nd November.
8. The distances are given according to ihe best Informa
tion ; but no increased nav will be allowed should they bo
greater than advertised if the points to bo supplied be
correctly dated. Bidders must Inform themselves on this
point.
9. Tlie Postn>Afl|er General Is prohibited by law from
knowingly making n contract for the transportation of the
mails with nny person who shall have entered into, or pro
posed to enter into, any combination to prevent the mak
ing of any bid for a mail contract by any other person or
persons, or who shall have made nny agreement, or shall

1S54, provide# that contracts for the transportation of the
mail shall be let. •• in every case, to the highest bidder ten
dering sufficient guarantees for faithful performance, with
out other reference to the mode of such transportation
than may be necessary to provide for tlie due celerity, cer
tainty, nnd security of such transportions.” Under tliis
law n new description of bid# lias been received. It does
not specify a mode of conveyance, but engages to take the
entire mail each trip with celerity, certainty nnd security,
using tho terms of tlie law. These bids are styled, from
tlie manner in which they are designated on the hooks of

ficiency of guarantor* or sureties wiihout knowing that
they are person* of sufficient responsibility ; nnd all bid
ders. guarantors,and sureties me distinctly notified that

service proposed for in the accepted bida, their legal liabili
