1. Seven minutes are allowed to each intermediate office,
when nut otherwise specified for assorting the mail*.
2 No pay will be made for the trip* not performed ^ and
for each of such omission* not satisfactorily explained,
three timos the pay of the trip mny bo deducted. For ar
rivals so fur behind time as to break connection with de
pending mails, and not sufficiently excused, one-fourth of
the cnm|ien*atlun for the trip is subject to forfeiture. De
duction will also i-e ordered for a grade of performance in
ferior to that specified in the contract. Eor repeated delin
quencies of the kind herein specified, enlarged penalties,
proportioned to the nature thereof aud the importance of
the mail, may be made.
3. For leaving behind, or throwing off. the mall* or any
portiou of them, for the admission or passengers, or for be
ing concerned in setting up or running an express convey
ing commercial intelligence ahead of the mail, a quarter's
pay may be deducted.
4. Vines will bo imposed, unless the delinquency be
promptly and satisfactorily explained by certificate* of post-
master*, or the affidavit* of other creditable persons, for
failing to arrive in contract time ; for neglecting to take the
mail from, or deliver Into, a post office ; for suffering it
(owing either to the umultAhlcness of tho nlnoa or mnnner
of carrying It) to be injured, destroyed, roboed. or lost; and
for refusing, alter demand, to convey the mail os freqeutly
as the contractor run* for other purposes.
6. The BostmaaterGenoral may annul the contract for
repeated failure* to run agreeably to contract; for disobey
ing the Post Office laws. for the instruction of the depart
ment ; for refusing to discharge a carrier when required hy
the department to do so ; for assigning the contract with-
out the assent of the Bostmastcr General ; for running an
express as aforesaid ; or for transporting persons or packa
ges conveying mailing matter out of the mail.
6. 77i« Postmaster General may order nn Cncresso of ser
vice on a route by allowing therefor a pro rata increase on
the contract pay. He mny change the schedule of arrivals
and departure*, without increase of pay. provided he does
not curtail the amount of running time. He may also or
der an increase of speed, he allowing, within the restric
tion# of the taw. a pro rata increase of pay for tho addi
tional stock of carriers. If any. The contractor may. how
ever. In the ease of increase of speed, relinquish the con
tract hy giving prompt notice to the department that he
prefer* doing so to carrying the order into effect. The
Postmaster General may also curtail or discontinue the
service- st pm rata decrease of pay, allowing one month’s
extra compensation on the amount dispensed with when
ever. in hi" opinion, tho public interests do not require the
snme. or in wise ho desires to sujicrsede it by a different
grad*-of transportation.
7. Payments will be made for the service by collections
from, or drafts on. postmasters, or otherwise, aftot the ex
piration )d each quarter—say iu February, May, August,
and November.
8. Tim dirtancea are given according to the best informa
tion ; but no increased pay will be allowed should they be
greater than advertised if the points to be supplied be
correctly stated. Bidders roust inform themselves on this

9. The Postmaster General Is prohibited by law from
know ingly making a contract for the transportation of tho
mail* with any person who ahall hare entered Into, or pro
posed to enter into, any combination to prevent the mak
ing of any bill for a mail contract by any other person or
persons, or who shall have made any agreement, or shall
imvo given or performed, or promised to give or perform,
nr.y consideration whatever, or to do. or not to do. any
thing whatever, in order to induce any other person or
persons not to hid for a mail contract. ' Particular atten
tion Is called to the 28th section of the act of 1636, pro
hibiting combination* to prevent bidding.
10. A bid received nfter time, viz: 0 n. m. on the 70th of
April. 1864. or without the guarantee required hy law. or
that combines several routes in one sum of compensation,
cannot be considered in competition with a regular pro
posal reasonable in amount.
17. Binders should, in all cases, first propose for service
strictly according to the advertisement, and then, if they
desire, separately for different service; nnd if the regular
bid be the lowest offered for the advertised service, the
other bid" may be considered, if the alterations proimsed
ate recommended by the postmaster* aud citizen* interest
ed. or if they shsllappcar manifestly right and proper.
12. There should be but one route bid for in a proposal.
13. Tho route, the service, the yearly pay. the name and
residence of the bidder, nnd those of each member of a
firm, where a company offers, should be distinctly stated ;
also, the mode of conveyam e, if a higher mode than horse
back be intended: The wonts ’* with due celerity, certain
ty and security.” inserted to indicate the mode of convey
ance, will constitute a •• star bid.”
14. The bid should lie aent under seal, addressed to the
Second Assistant Postmaster General, superscribed *• Mail
Proposals in the State of — ." It should be guarantied,
and the sufficiency of the guarantors certified, (scefoims.)

fore 9 a. m. of tho 10th of April, 1864.
16 The contracts are to be executed and returned to the
department by or before the lat of July, 1844.
16. Section 18 of an act of Congress, approved March 3.
1854. provide* that contracts for the transportation of the
mail shall be let, •• in every case, to tho highest bidder ten
dering-sufficient guarantees for faithful performance, with
out other reference to the mode of such transportation
than may ho necessary to provide for the due celerity, cer
tainty, and security of such transportions." Under this
law anew description of bid* lias been received. It does
not specify a mode of conveyance, but engages to take the
entire mail each trip with celerity, certainty and security,
using tho term* of tho law. These hid* are styled, from
tho mnnner in which they are designated on the book* of
the department*. " *<ar Mdi," and they will be construed
as providing for the entire mall, however large, and what
ever may be the mode of conveyance necessary to Insure
Its ••celerity, certainly and security ”
Such bids will therefore be accepted in preference to
higher bids for apeclfic moles of conveyance on routes
where tho lowest mole of conveyance (that Is, on horse
back) Is known to be Insufficient.
In all rases where the lowest grade of service is believed
to be sufficient, the lowest bid will be accepted, if duly
guaranteed, tn preference to a “ star" or apeclfic b'd.
When tho lowest bid Is not a star bid. and specifies either
no mode or an inadapiatc mode of conveyance. It will not
be accepted, but set aside for a specific bid proposing the
necessary service.
When the bid does not specify a modeof conveyance .also
when it proposes to carry-according to the advertisement."
but without such specification, it will be conaidored a* a
proposal for horseback service.
18. A modification of a hid. in any of its essential terms,
l* tantamount to a new bid. and cannot be received, so as
to interfere with regular competition, after the last hour
set for receiving bids.
21. Postmaster* are to bo careful not to certify tho suf
ficiency of guarantors or sureties without knowing that
they are persona of aufllclcut responsibility ; and all
