mall shall be let. “ In every case, to the highest bidder ten
tiering sufficient guarantees for faithful performance, with
out oilier reference to the inode of sucli transportation
than may lie necessary to provide for the due celerity, cor
tainty. aud security of such trnnsportiona.” Under thli
law a new description of bids has imen received. It does
not specify a mode of conveyance, but engage* to take the
entire mail each trip with celerity, certainty nnd security,
using the terms of tiie law. These bid* are styled, from
the mnnner in which they are designated on tiie books of
the department*. “ Mr bull,” nnd they will be construed
ns providing for the entire mall, however large, and what
ever may be the mode of conveyance necessary to insure
it* •• celerity, certainty and security ”
Such hid# will therefore be accepted in preference ti
higher bids for specific modes of conveyance on route#
where the lowest mode of conveyance (that Is, on horse,
hnck) Is known to he insufficient.
In all cases where the lowest grade of service Is believed
to be sufficient, the lowe-t hid will be accepted, if duly
guaranteed, in preference to a “ afar” or specific b!d
When the lowest bid is not a star bid.and specifies either
no mode ot an inadequate uvula nf conveyance. It will not
be accepted, but set aside for a specific bid proposing the
necessary aervlre.

ficiency of guarantors or sureties without knowing that
they nre persons of sufficient responsibility ; nnd all bid
der*. guarantors, and sureties nre distinctly notified that
r.n a failure to enter into nr perform the contracts lor the
service proposed for in the accepted bids, their legal liabili
ties will be enforced against them.
19. The contract* will he substantially in the form* here
tofore used In this department, except in the respects par
