when not otherwise specified for assorting th* malls.

for each of such omissions not satisfactorily explained,
three time* the psv of the trip may be deducted. For ar
rivals so far belilnd time as to break connection with de
pending mail*, and not safficiently excused, one-fourth of
the compensation for the trip is subject to forfeiture. Re
duction will also be ordered for a grade of performance in
terior to that specified in tho contract Eor repeated delin
quencies of the kind herein specified, enlarged penalties,
proportioned to the nature thereof and tho importance of
the mail, may be made.
3. For leaving behind, or throwing off. tho mails or any

out the assent of the Postmaster General ; for running an
express as aforesaid ; or for transporting persons or packa
ges conveying mailing matter nut of the mail.
0. The Postmaster General may order an increase of ser
vice on a route by allowing therefor a pro rata increase on
tlie rnntrac* pay. He may change the schedule of arrival'
and departure*, without increase of pay. provided he does
not curtail the amount of running time. He may sLso or
der an Increase of speed, he allowing, within the restric
tions of tho law, n pro rata Increase of pay for the addi
tional slock of carriers. If any. Tlie contractor may. how
ever. In the case of Increare of speed, relinquish the con
tract by giving prompt notice to the de|>nrtnient that he
prefers doing so to carrying the order into effect. The
Postmaster General may also curtail or discontinue tlie
service, nt pro rata decrcaso of pay, allowing one month's
extra compensation on the amount dispensed with when

16. Section 18 of an act of Congress, approved March 3.
1854. provides that contracts for the transportation of the
maiUhall be let, •• in every case, to the highest bidder ten
dering sufficient guarantee* for faithful performance, with
out other reference to the mode of such transportation
than may be nrcessary to provide for the due celerity, cer-
talnty. and securitv of such transportions ” Under this
law a new description of bids has been received. It does
not specify a mode of conveyance, but engages to take tho
entire mall each trip with celerity, certainty and security,
using Hie terms of the law. These hid# are styled, from
the manner in which they are designated on the books of

as providing for the entire mall, however large, and what
ever may be the mode of conveyance necessary to insure
