Political.—The Queen of (keat Britain had an
nounced to Parliament the Csv’a refuaal to reply to
the ultimatum of France and Fhgland.
Markkts.—Bonded Flour h|d advanced la. Cot
ton wan in moderate demand but had decllnod j—
Holden were pressing on thomarket—which closed
flat.
Trade in tho Manufacturing Districts bad largely
decllnod.
The English Money market was tighter. Consols
had fallen to 80J a 8GJ.
Snntlcern Commercial Convention.
Charleston, Friday Evening.
At this afternoon’s session of the Convention, the
business committee reported resolutions on tbe sub
ject of the Pacific Railway. The flmt states that the
project is ono of vital necessity to tho prosperity of
the Southern States. Second, that the route should
commence on the Mississippi, between Bt. Louis and
New Orleans, and that it should ran through Texas
—connecting at its eastern terminus with all tho
northern and southern roads. Third, that tho Gads
den Treaty, so faros it relates to the right-of-way
through Mexico, ought to bo ratified. Fourth, re
commends a combination among the Southern Slates
for tho construction ol tho road, and the appointment
of a committee to prepare, a charter and procure its
passage by Virginia and other Southern States. All
these resolutions, except that relating to tho Treaty
were adopted by the Convention.
Col. Godsden addressed tho Convention, Intimating
iudirectly that tho treaty was prepared to secure a
route to the PaciQc for tho construction of a South
ern Rail way, without the aid o* tho General Govern
ment.
Tho fifth resolution recommended the Incorpora
tion of the road by the Legislature of Virginia, and
subsequently by those of ail the Southern States. The
sixth provided for tho appointment of a committee to
seek to obtain n right oi way from Mexico, it bciug
rumored that there was a combination among North
ern Senators to defeat that part of the Gadsden Trea
ty. Tho passage of this resolution being deprecated
by a portion of tho Convention, It was subsequently
withdrawn by the committee.
Resolutions were adopted recommending tho en
couragement of Direct Trade from Southern ports
witli Europe, by Legislative assistance of tho South
ern States—also recommending treaties to secure a
redaction of the duties levied by foreign governments
on Hemp and Tobacco. After which the Convention
adjourned until to-morrow.
Tho delegates are now departing on threo magnifi
cent steamers to take a view of tho harbor.
There will be a grand display of fire-works on the
battery to-night.
itnllroaa Meeting to Expedite tlie Malls.
Charleston. April 14.
At a meeting, held here to-day. by the l’rcsidents
of thu following railroads, to wit: Montgomery and
West Point, tho Muscogee, tho South-western, tho
Central, tho Waynesboro', thu South Carolina, tho
Wilmington and Manchester, and tlie Raleigh Hoads,
it was determined to ran double scfvico between
Washington and Now Orleans, thus expediting the
mails twolve hours. Tho arrangement is to take ef
fect as soon as practicable—probably on tlie first of
June.

sales amounted to 1,000 bales. Of Coffee, 750 bags
were sold at 11J for Rio, 94 for St. Domingo, and 14^
for Java. Flour was firm, with sales of 8,000 barrels
—State, (l 87; Ohio, 7. Southern Flour was active—
sale of 1,800 bbls. at 7 75 to 8 25. Corn was higher
—8,000 bushels sold at 74 to 77 cents. Spirits Tur-
pentiue easier—sales of 150 barrels at Go to GG. Crude
Turpentine is inactive. Rico dull.
A large New York Grain House is reported to have
failed for a quarter of a million of dollars.

Baltimore, April 13.
Bales of Flour amount to 1500 bbls. at *7,60 to 17,
G24. Grain is dull. Market unchanged. Rico 44.

freshet in consequence of heavy rains-- carrying
away bridges, mills and cattle. The British Govern
ment lias signified its intention to concede to New
Foundland the same system of civil administration
