Prospects of the Gadsden Treaty.
It is thought by the outside knowing ones that yea-
■tetday'a secret session of the Senate was devoted, for
■the most part, to the consideration of tho amendment
nproposinH to add tho Concklin treaty to thu Gadsden.
jThe former, it will be recollected, waa aent in to tho
■Senate for information, according to the general un-
Iderstaudlng at tlic time. Tha impression prevails
Itlmt the Senate will amend the present treaty before
■them for tho consideration, ho as to allow about ten
■millions of dollars and a sum sufficient to pay the
■ Mexican claims actually due to American citizens—
■perhaps a million and u half of dollars—and will oak
■ In icturn, the relinquishment of Mexico’s claim on
■the Mesilla Valley territory sufficient to cover a mere
■right of way for a railroad and its appurtenances
■through the Mexican Republic, and a relinquishment
lof all Mexican claims against the United Stales for
■indemnity, under any pretext whatever. It seems to
w thought by the best informed persons, with whom
re have conversed on this subject, that auch action
will go fortli in tho shape of a recommendation to the
JPresident to negotiate biioIi treaty with Santa Anna
|oii the basis above described.
We can hardly see how tho President will feel au
thorized to acton any Senatorial recommendation us
to the terms or a treaty in advance of its negotiation,
■a the Constitution confers on him alone t he duty of
■determining the terms on which wo shall negotiate
■treaties, and on the Senate that of ratifying or reject
fog them as negotiated by hitn.— Wash. Star. 14/A.
