Hec. 2 Bo it furtlier ordained. That no tradesman, labor
er. or other person whatsoever, shall do or exercise any la
bor or busiuessol their ordinary calling on the Lord's Day,
(works of necessity, charity and the absolute and necessa
ry avocations iff the family excepted.) and every |ier.-on ol
the age of discretion, or fifteen years and upwards, offend
ing herein, shall for every such offence be liable to a fine
not exceeding thirty dollars.
Hec 4. Be it further ordained, that no wagoner, curtor,
draymen, butcher or drover, or their servant, servants, or
other persons whatsoever, shall ply about tlft-city or ham

unload any goods, wures. merchandize or produce, except

or pastimes, ns bear-bating, bull-bating, horso-rncimr. rid
ing race horses through tlie streets of the city, or for ex
ercise from stables, foot-ball, shooting, hunting or fishing,
interludes or plays, dancing, siuging. fiddling, or other
music for tlie sake of meriment, or nnv other sports or pas
times or disorderly conduct whatsoever, shall lie used on
the Irfirds day. and all and every person or persons unend
ing in the prlmis-s, shall forfeit for every such offence a
mi not exceeding thirty dollars.
Sec. 8. Be it further ordained for the better preservation
of decency and good order on the I.urds day. the City Mar
shal attended by two or more City Constables. Is hereby
required on every Sunday during divine service, to walk or
ride through the city and Immluts, to observe, suppress,
and apprehend a 11 offenders wlmtsover. w ho shall be found
acting contrary to the Intent and meaning of this ordi
nance. and to enter into any public house, tippling house,
dramshop, negro cook shop, or other house or enclosure
wherein they heir any riot, noise, or indecent behavior,
wherein they suspect any assembly of disorderly persons
_ negroes for the purpose of suppressing the name, and
apprehendingtho offenders, and in case admittance or en
trance be refused, then tho said Marshall and Coustables

Sec. 9. Be it further ordained. If there shall he found in
the shop or enclosure of any retailer of spirituous liquors,
or any negro cook shop within the jurisdictional limits of
the city, on tlie lord’s Day. any negro or negroes not tiie
property of tho owner of said cook shop or retailer of li
quors, the marshal or constables may outer the premises
and take such negroes to jail, and the person or persons
■a harboring or entertaining such negroes, shall be lined
a sum not exceeding thirty dollars.
Sec. 11. Be it furtlier ordained, That no person shall be
prosecuted or molested for any offence contained in this
ordinance, unless such prosecution is commenced within
thirty days after the offence was committed.

struction of steam machinery nud appendages, nnd plac
ing it on board of live auxiliary screw steam frigates, to
be nt least 255 feet in length, and 3.000 tuns mensuretneut.
one of which is building at each of the United States navy
yards a*. Roston. New York, and Philadelphia, nnd two at
Norfolk.
Each offer must be for a specific sum. and ncludu all
patent fees for any arrangement that may be proposed.and
must state tho period in which the work can be completed
Tho boilers are to be of iron, with telescope chimneys;
the propeller, with tlie connexions for hoisting up. of com
position. Tlie fresh water condensers, machinery for hoist
ing. ventilating, pumps. Ac., with appurtennnee* ,ff all
kinds, must be those most approved for marine engines.
The tools and duplicate pieces necessary lor an efficient
cruising ship-of-war. a list of which must accompany tlie
pronosal. und also the coal bunkers, must be included.
All tho wood and carpenter work necessary to adapt the
vessel for the reception of the engines, boilers propellers.
&c.. will be at the expense of the Navy Department.and it
will furnish the usual facilities nnd labor for hoisting tlie
machinery on board.
For the nccominodutiou of tlie entire steam machinery
with fuel lor ten day s’ :onaum|ff ion. at the average speed, at
11 load draft of water of 23 feet including tlie keel, a length
not exceeding (10 feet can be allowed in the body of the
ship, including tlie entire space under the berth-dock. The
greatest breadth of this space under the I earn will be -C,
feet.and the height from the timbers to the bottom of the
beam 17 feet; the nrea of the section being 602 square
Tlie weight of nil tlie steam machinery, water iu tli
boilers and coal within the space given, and including tli
propeller and shaft, with appendages of nil kinds nud spare
pieces, has been estimated at 735 tons, of.2.240 pounds, of
which 350 tons is for coal.
Tlie distance between the main stern jiost and the rud
der-post may be six feet, if that length is necessary for the
propeller in a fore and-aft direction, and the depth from
tlie load water line to tho top of tlie keel under tlie propell-
er will be 21 feet. Tin- length from tlie mainmast to the
stern-jiost will be about 112 Tcet. The area of tlie greatest
immersed trnnsveraed section to the deep load line will bo
865 square feet.
As auxiliary steam frigates the spars and rigging will be

of the work provided for by the contract shall have been
comjdeted to the aatistaetion of the department, there
shall be a payment of one-fifth of the whole amount of
the contract; when two-thirds of the work shall, in like
inanner.be completed, there shall bo a further payment of
one fifth ; when the ship shall have made a trial trip, sat
isfactory to the department, ol not less than one week at
sea. there shall bo a further payment of ono lifth ; Hnd
when the ship shall have been in tiie possession o^the de
partment. nnd performed satisfactorily for six mouths, the
remaining sum shall be paid ; the repairs necessary during
this period, from defective workmanship nnd material, be
ing at the expense of tho contractor.
Each proposal must specify the ship for which tho offer
Is made, and must be accompanied by full und complete
specifications and drawings, which, if desired, will bo re
turned to those whose offers may not be accepted. It must
also be stated at whot establishment the work is to be
done.
Each proposal must bo accompanied by a guarantee Hint
the contract, when awarded, will bo faithfully performed 1
and tho successful bidders will be required to enter into
security for that purpose in the sum of three-fourths the
