AN ORDINANCE, to compel certain persons to take out 1
badges :
Sec 1. Be it ordained by tht Mayor and Aldermen of the
city of Savannah and the hamlet* thereof, fa Council arzrm-
bltd. and it is hereby ordained by the authority of the tame. '
That from and alter the first day of January next and eve
ry January thereafter, nil colored person residing in the
city and tbs extended limit* thereof, before exposing any ,
vegetables or grist for sate In the market, shall take out a ,
badge for which they shall pay th* same sum as venders :
of small ware.
Sec 2. And be itfurther ordained, That said person* afore- 1
said, having hedges, shall not entitle them to rail any kinds '
of poultry, but their having those articles in possession ,
"hall be taken a* proof that they have purchased the same .
for the again, and it la hereby made tho duty of the j
clerk of the market to seize and sell the samo as pointed 1
oul by the market ordinance, an-i any person violating
this ordinance, shall bo lined opt exceeding thirty dollars, i
to be whipped not oxcooding thirty lashes,at the discretion !

negro or other slaves, to lot. or hire, or permit to be em
ployed or hire out of their respective families or houses,
any such negro or other slave, except slaves not mechanics
owned by any resident of the oily, nnd hired out by the
month, within the limits i f the city without a badge, be

obtaining such a badge shall be frilly registered,and where
the samo is for a negro or other slave, his or her

of Savannah but If tho owner or owners of said slave be
non-resident* of the cite of Savannah, the sum of twenty
dollars shall be paid for a badge for each and every me
chanic slave as aforoaaid.and for all other slaves l elng
mechanics or handcraft tradesmen, or hire ss also for
pilots, fishermen, boats, and grass cutters, and hucksters,
the sum of eight dollars, if tlio said slave he owned by a
person or persons resident, or fifteen dollars if owned by a
person or persons non-resident In theclty : and for every
female slave being a porter or any other daily labor
er for hire the sum of two dollars and fifty cent*, and for
every male slave being a porter or other daily laborer, the
sum of four dollars if the said slave be owned by a resi
dent. or ten dollars if said slave bo owned by a non-resi
dent of the city. And the said badge shall be suspended
and be exposed to public view on th* breast of the said
slave whilst at work or vending; and if any slave for
whom a badge has been taken out. be found working or
vending without having his or her badge *0 suspended,
such slave shall, by order of the Mayor. Chairman, or any
two Aldermen, recetee not exceeding thirty-nine lashes on
the bare back, to be carried into execution by any city
officer: Provided, that if any person having charge of any
slave *0 offending, shall pay the sum of three dollars, such
tluTe shall be exempt from corporal punishment.
8eo. 3. And be it further ordained. That if any owner or
other person having charge of negro or other slave*, shall
let out to hire or euffer any slave to work out or to sell
fruit, garden stuff*, grass, or other commodities of any na
ture or kind whatsoever, without having first takeu out a
badge, as aforesaid, he, she or they shall be liable to a One
not exceeding fifty dollar! ; and said slave may be com
mitted to jail, there to remain until said fine and expenses
are paid : Provided, that nothing herein contained shall
be held tu extend to plantation or oouotry negroes, who
may sell any articles produced or rained in the country,on
•'reducing a ticket from their owners or other persons
raving charge of them, which ticket shall particularly
specify the artlole* so to be sold. On failure to produce
suebti cket. such country slave shall be liable to be dealt
within the same rnnnner as slave* belonging to the city
without a badge, as aforesaid
Sec. 4 And be it further ordained. That any free negro,
mulatto, or mestisoe. who shall sell, or offer for sale, in this
city, any small wares of any description, shall be obliged
to take out a badge for the same, for which ho 01 she shall
pay to the treasurer the sum of eight dollars, and If any
free negro, mulatto cr mestizos, shall sell, or offer for sale,
any small ware*, as aforesaid, without having token out a
badge, as aforenald.be or she shall be liable to a fine not ex -
ceedlug twenty dollars, or to whipping, at the discretion of
the Mayor, Chairman, or any Alderman.

An Ordinance relative to Drays, Wagons, Ac.
Section 1. He if ordained. That no parson shall let. or
drive, for hire, any o*rt, dray, wagon, or other carriage,
within th# city, without having obtained a llcenao for so
doing from the City Treasurer, for th* time being, who
■hall number tb* same, and register th* same, and for
whloli license the sum of 67 for ouch one-horse dray, 610
for each two-horse dray. 66 for eaeh one-horse cert or
wagon. 610 for each two-norae cart or wagon, as prescrib
ed by ordinanco passed 20th Decembor. 1840, s« intended
for hire, shall be paid for the nse of the corporation ; and
In case any cart, wagon, dray, or other carriage, shall be
let or driven for hire, Within the city, wlthouthavlng first
obtained such license, and without having the number of
such license, nnd no other, stamped on a tin plate, not less
than three inches long, in some conspicuous place on said
cart, wagon, dray, or other carriage, so intended to be let
or driven for hire ; tho owner or owner# thereof shall, for
every such offence, forfeit and pay a fine not exceeding
thirty dollars.
8eo 2. Aiui be itfurther ordained. Thatsnaah dray, cart,
wagon, or other carriage, so Intended for hire shall b« dri
ven and managed by s sober, discreet, and able person,
not less than sixteen.and not over sixty years of ago; and
for a violation of tho previsions of this section, tho owners
of such dray, cart, wagon, or other carriage, shall forfeit
and pay a sum not exceeding thirty dollars.
Hoc. 7. And be it further ordained, Thst if any driver of
a dray, cart or wagon, shall bo convicted of oxtortiou.or
charging moie than the rates prescribed by this ordinance,
the owner of the same shall be finod in a sum not exceed
ing thirty dollars, to bo collected nnd enforced In tho samo
manner as Is prescribed in the fourth section of this ordi
nance, and the driver uf said dray, cert or wagon, may be
discharged and incapacitated from driving, and the liconee
cancelled.

slaves, and licenses for dray* and other vehicles, during
this and the next month, will be Issued for half-price, ex
clusive of foes.
