Conditions to bt incorporated m the contracts to the
extent the department may deem proper.
1. Seven minutes are allowed ta each Intermediate of
fice, when not otherwise specified, for aatorting the malls;
but on railroad and ateamboat routes there is to be
no more delay than l« sufficient for an exchange of the
mailbags.
2. On rentes where tho mode of conveyance admits of
it, the special agents of tho department, also post office
blanks, mall btgs, lock* and keys, are to be convoyed wlth-
out extra charge.
3 On railroad and steamboat line*, British and Canada
maili, when offered, are to beconveyed without addition
al pay ; also, theroate agent*ofthe department, for whoso
exclusive use. while travelling with the malls, a commodL
pus car, or apartment in the centre of a car, properly
lighted, warmed and furnished, and adapted to tho con
venient ossortm ent and due security of tho malls
U to be provided by the contractor, under the direction of
the department.
4. No pay will be made for trips not performed ; and
ror each of such omissions not satifaotorilv explained
three times the pay of the trip may be deducted. For
arrivals so for behind time as to break connexion with de-
pending malls, and not auffloIenUj exouaed, one-fonrth of
the compensation for tho trip la aubject to forfeiture. De-
dnotion will also be ordered for a grado of performance in
ferior to that specified In the contract. For repeated do-

6. For leaving behind, er throwing off tho mails, or any
portion of them, for the admission of passengers, or for
being concerned in setting up or running an express con
veying commercial intelligence ahead of the mall, a quar

7. The Post Master General may annul the contract
for repeated .failures to run agreeably to contraet;
for disobeying the Post Office laws, or the instructions of
the department; for refuting to discharge a carrier wbtn
requited by tho department to do so ; for assigning the
contract without the assent of the Postmaster General;
for running an express as aforetaid : or for transporting
persona or packages ennveying mailable matter out ofthe
mall.
B The Postmaster General may order an Increase of
servico ou a routo by allowing therefor a pro rata inerease
on tho contract pay'. He may change the schedule of ar
rival* and departure*, without Increase of pay, provided
lie doe* not curtail llio amount of running time. He may
also order an Incresso of speed, he allowing, within the
re-trictions ofthe law. a pro rata increase of pay forth#
additional stock or carriers. If any. The contractor may,
however, in the case ol incre*so ot speed, relinquish the
contract by giving prompt notice ta the department that
he prefers doing so to carrying tho order Into effect. The
Postmaster General may alio curtail or discontinue the
lervico, at pro rata decrease of pay. allowing one month’#
extra compensation on tho amount dispensed with when
ever, In his opinion, tho public Interest* do not require the
same, or In case ho desire* to supersede it by a different
grade of transportation.
9. Payment will be made for tho service by collections
from, or drafts on, porimastor*. or otherwise, after the
expiration of each quarter—say in February, May. August
ami November.
10. Tho distances are given according to the best infbr-
formation; but no increased pay wlllbe allowed should
they bo greater than advertised, if the points to be supplied
be correctly stated. Bidders must inform themselves on
tht* point.
11. The Poelmtsti r General is prohibited by law from
knowingly making a contract for the transportation ofthe
mails with any per on who shall h^yo.entered Into, or pro-

12. A bid received after time—viz: 8 p.m. of the 10th
ol April 1866—or without tbo guarantee required by law^
or thatcombines several routes lo ono sum of compensa
tion, cannot be considered in competition with a regular
proposal reasonable in amount,
13. Bidders should, in all cases first proposo for service
strictly according to the advertisement, and then, If
they desire, separately for different servico ; and if the
regular bid be the lowest oflered for the advertised service
the other bids may be considered, if the alterations pro
posed are recommended by the jiorimasters and citizens
interested nr If they shall appear manifestly right and
proper.
14. There should he but ono route bid for in a pro
posal.
16. The route, the service, tho yearly pay, the nnme and
residence of the bidder, and those of each member of a
firm, where a company offers, should be distinctly stated ;
also, the mode of conveyance, If a higher mode than horse
back be intended. The words ‘-with due celerity, certainty,
nnd security.” inserted to Indicate the mode nl conveyance,
will constliute a "Mar bid."
10. Bidders are requested to use ob far as practicable,
the printed form of proposals furnished by the deportment,
ta write out in full the sum of their bidi, and toretain
copies of thorn.

mitted can be withdrawn.
Each bid must be guaranteed by two responsible persona,
fipneral guarantees cannot be admitted.

18. Thu contraats are to be executed aud returned to
tho department by or beforo the 1st of July, I860, but the
servico must be comtrenced on the mall day next after
tlmt date, whether the contracts be executed or not. No
proposition for transfers will be considered until the. con
tracts areexecutcd In duo form and received at the de
partment; nnd then no transfers will be allowed uniess
goad and sufficient reasons therefor ore given, to be deter
mined by the department.

20. Section 18 of ati act of Congress approved March 3.
I 1*46, provides that contractors tor the transportation of
llio mail shall be let, “ In every case, to the lowest biddet

■ unco, without other reference to the mode of such trens
> porlation, than may be necessary to provide for the due
celerity, certainty, and security of such transportation*."
Under this law a now description of bid* lias beenrecelved.
It does not specify a mode of conveyance, fcstt engages to
take tlm entire mail each trip with celerity, certainty and
security using the terms ofthe law. These bids are styled,
from the manner in whioh they are designated on the
books of tiie department “ star bids," and they will be con
structed as providing for the entire mall, Aoumvr large, and
whatever may be the mode rf conveyance necessary to insure its
‘•celerity, certainty and security.”
In t.11 cases where tho lowest grade of servjpeis be
lieved to be sufficient, the lowest bid. will be accepted,
If duly guarantied, in preference to a "star” or specific .

When the lowest bid Is not a star bid, and apeolflea'
either no mode or inadequate mode of conveyance, It will
not bo accepted, bnt set aside for a specific bid proposing
the necessary service.
When the bid does notspocify a raodo of conveyance, else
when it proposes to carry -according to the advertlae-
ment,” but without suen specification, It will bo consider
ed as n proposal for horseback service.
21. A modification of a bid, in any oflts essentlalterms
is tantamount to a new bid.and cannot be received, so as
to interfere with regular competition, ffter the last hour
set for receiving bids
22. Fustmasicra are to bo careful not to certify tho auffl-
ciency of guarantors or sureties without knowing that they
are persons of sufficient responsibility; and all bidders,
guarantor'.and sureties are distinctly |uotlbed that, on a
failure to enter into or perform the contracts for the ser
vice proposed for in the accepted bids, their legal liabilities
will boenforccd against them.
23. The contracts will bo substantially in tho forma
heretofore used in this department, except in the re
spect * particularly mentioned in these instructions:

at tho ends of the route* nnd in all tho intermediate

partment, must, equally with others, procure guarantor*'
and certificates of their sufficiency substantially in the
forms above prescribed. Tbo certificate* of sufficiency
mustbosignodby : postmaster at onoot tbo places be
fore named, or a judge of a courtof record.
Postmasters at the ends of routes on which they think
the present mode of conveyauce Inadequate, will waijjh
tnc present mode or conveyauce Inadequate, will weigh
tho mall each trip for six successive week* on weekly
routes, und three weeks on other routes, and report the
result by the 10th April, 1865.
