We are not surprised, thoreforo. to find that tho visit
of a Committee of tho Legislature to tho Young La
dies’ Boarding School iu ltoxbury, on Monday lost,
has attracted unusual indignation. As the Scnalo
and House have concurred lu the appoiutmout of a
Special Committee, charged with an investigation of
tho affair, wo shall not at present speak of those par
ticulars, the rumor ot which has reached us. Wo arc
told that mcmbers.of the Committco'were coarse,
rado and irreverent, and it requires no great stretch
of credulity to believe the report.
When tho Committee on Convents and Nunneries
was appointed, several gentleman declined the un
gracious office, aud the reader can form bis own idea
of the character or those who accepted It. In visiting
this little Roman Catholic school, in conversation
with tho religious ladies who govern it, in cross-ex
amining the girls who composo it,-the honorable
? antlemen may tbiuk they exhibited the politeness of
hesterfleld, and the elegance of D’Orsey. Perhaps
they did. We do not proposo to make this a question
of manners; but we do propose to say something in
tho plainest terms of tho narrow bigotry, the idle cu
riosity, aud omnivorous credulity in which this Com
mittee had its origin. In tho very beginning there
was cowardice. Mr. Pillsburyaud bis companions
were authorized to examine “Theological Seminaries,
Boarding Schools, Acadomlcs, Nunneries and Con-

Monk’s book, and they believe in it; they have
pentsed the thrilling pages of Hogan, and have swal
lowed his disclosures without coughing, while with
erect ears and eyes starting from their sockets, they
have listened to the harrowing eloquence of Ned
Bantllne. They believe a convent is no better than
a bagnio, that the Bishop is a Grank Turk, that the
Lady Superior Is a Messalina, and that tho nans pass
their days and nights in one continued ronnd oi levi
ty and unhallowed pleasure. Waa it strange that the
members of the committee anticipated strange sights
in the Roxbury Boarding School, and so took their
frienda to Bharo the extraordinary spectacle ? Onr
only wonder is, that they did not specially employ
a coroner then and there to bold au immediate iu-

ciously buried in tbo cellar. Wo can imagine their
look of blank disappointment when they found only
primers and pinafores, meek and gentlo women

We have received tram Vienna Count Nesselrode's
note to tho ministers of Russia nt foreign courts. It
professes to be tt manifesto to Europe of the inten
tions entertained by tho new Emperor, and is the Urst
official paper which has appeared on tho subject.
The tollowiog is its Important part, relating to Alex
ander Second's policy:

employment of all the power which the will of God

completion of that work of peace, the buses of which
were sanctioned by the Emperor Nicholas.

If we regard the appointment of this Committee as
a piece of gross impertinence iu tho beginning, its

barrel for choice brands,nnd twelve to twolvo and a
half for good ordinary flour such as bakers use. This
la higher than flour has rated in Now York for many
years. In 1837, when the flour warehouse of Eli
Hart ec Co. was broken/open by the crowd, and a
Dumber of flour barrels spilt Into the Rtrect on the
foolish pretext that Hart and other merchants had
been concerned in forestalling the markets nnd thus
raising the price of flour, it sold atfrora $11.87 to 112
a barrel. In 1844, during tho temporary paralysis
of trade which occurred that year, flour Bold at from
$44)3 to $5 n barrel. These may bo considered as
the extremes of the price; and as can costly bo un*
derstood, the distress was nbout equal on both occa*
slons,on the one from tho want of money, on tho
other from the want of breadstufls.
In 1837. the distress was bo great ns to lead to ri
ots; iu 1844, people deserted tbo city in great num
bers and mercantile nnd industrial enterprises were
severely checked. Last winter flour again reached
*0 high a price that great suffering ensued. Daring
the winter,work being Bcnrce, hundreds nnd hundreds
would have Htorvod had it not been for charity. As
the winter wore on people began to expect that the
evil days were passed, and that better times were at
hand. But between the winter and spring thcro is
always a gap, during which the new supplies of bread*
stalls wait for the opening or navigation, and tho old
are generally consumed. Wo are in that gap nt the
present time, and the consequence is that flour Is $13
a barrel.
As a general rale, provisions and fuel are consid
erably cheaper at present than they were in 1837.—

by some of those very bills, aud which mustof neces

fore its adjournment. These were the circumstances
under which these two bills were presented. Upon
reuding the bill fnr the removal of obstructions in the
Savannah river, lie saw upon tbo lace of it the evi
dence tlmt the obstructions were placed there during
the revolutionary war for tho common defence, and
therefore in his judgment proper to be removed at
tho charge i f the United States. Having bad occa
sion, upon the passage of the Capo Fear bill nt the
former ression. to examine tho constitutional ques
tion involved. lie was prepared nt once to approve
tho Savannah river hill, for (lie Ham.* reason that lie
Imd approved tiie Cape Fear river bill.
An examination of the bifl for Ht. Clair flats and
St. Mary's river not only .showed that the Miggeslion
contained in the President's special message of
December 3ft, 1834, in regard lo passing separate bills
for each improvement, imd been disregarded, but
that, independent ufibis objection, the question ns to
the constitutionality of the appropriation in the bill
was presented in a manner that called for nn investi
gation of facts and principhs which it was impossible
to make under the circumstances. The St. Mary’s
river appropriation was not only for n new work, but
(or one lor which no estimate had been recommended
by the Executive. We have already referred to the
pressure ol official business, under which ull the time
and energies of the President were employed. Thus
situated, a bill is presented involving a grave consti
tutional question, which it was morally and physi
cally Inipo.s iblo fnr the President to examine nnd
decide satisfactorily.
The d-mocratii: convention which nominated him
had declared, as one of its principles, that Congress
has no constitutional power lo enact a general sys
tem of internal Improvements. In accepting the
nomination, lie had pledged himself to carry out this
principle. The approval or disapproval of the bill
necessarily pionpposcssucli an examination as was
necossaiy lod-.-tei mine the true import of the pledge
so given, and to make such a derision upon the con
stitutional questions as would accord with his pledge.
