of Its pussiug- Many of the muiutor* are “affiu”
all appropriations to College*, believing it tube lost
legislation, other* will not vote one dime for endorse
ment, until sumutniug Is first done for Common
School*. And *till another and strong reason for
this opinion is, that tbe House refused lu pass yes
terday, by a majority of 24, tbe bill giving $5,009
lo each of thu Atlanta and Bavannah Medical Col-

than thi* “little rout couccru,” as It.was not in

already been a onccessful beggar at tbe door* or the

Tbe House then took upas tbe special order of tbe

color from inis Htate. ibis bill provides that all
free persons of color, found within the limits of
this State, after December next, shall be sold into
servitude.
Dr. I'uiLLfi’s, of Habersham, offered a substitute
assessing an ud cajiitum tax upon all free negroes
within tnls State, between tbe ages of 10 and 60, to
to sst apart ae fund to to expended in tbe voluntary
removal ut aucb free negroes as may wish to emi
grate beyond tbe limits of tbe United States, and
for tbeir support for tix months after snob removal.
There was some vary eloquent speaking upon this
bill.
Mr. Jostx, of Muscogee, first took the floor. He
waa decidedly opposed to the measure, aud com
batted It with much fervor aod pointed argument,
Ttoearutstntsa cf hla manner had Its effect, and
for lb« present home of the poor negro ha pleaded
with aa eloquent pathos that made not a few con
verts Vj hi* ud*.
Mr. 'IttvsitfON, of Columbus, also opposed the
bill, sod spoke *griv*t it with bl* accustomed case,

was supported by Messrs, (honk aud Flifllipi, but
aa all their argornr-nU have been recapitulated, and
in my judgunent related, J save spar* by umUliog
them.
(Our correspondent here pro teed* to repor t tire re
marks of some opponent of the bill, but omit* bis
frame.]
1 admit that there are evil* arising from the pre*
■once of thi*class of our population, but not of sacb
a character **, in my judgment, authorize* * resort
to ao harsh aud luhuruau a remedy aa is contemplated
by thla bill* I am fully prepared to advocate any
law which will enable u« more effectually to enforce
uur police regulation*, with regard to tbe free negro
population ot till* Htate, but 1 do not think it nccers
sary for us, pi a ipport of the institution uf sis very,
to resort to a system ut legislation, whose severe
operation oppresses alone tbuso who are feeble and
defenceless; whose position is treated by our own
laws, and wbo have tbe tm/dinf faith and pledgoof
those very lawn for the continuance of that position,
and tin protection of all tbe rights incident to it.
do not believe, Hlr, that tbe Inconvenience* and (may
to) positive evils arising from the presenco of this
free negro population among us, requires, or could
Justify, a resort to so horrible a remedy for its remo
val, as that of by violence transporting them to this
Van Deman’* Land, this Siberia.
It has been urged that this system of compulsory
immigration or expatriation Is one of tbe ways in
tbe providence of God intended to christianize the
benighted sons ot Africa. I do not profess, Mr.
Speaker, to bo particularly anxious to be instrnmen
tal in bringing aboat this glorious result, for I am
willing to leave them to the good Lord who made
them, iu the utmost confidence that be has the abil
ity to take care of them; bat were I a firm believer
in thin method of saving souls, I should never send
on such a mission such a class as my friend Irom
Chattooga has described. Why, air, send “thieves,
and robbers aud murderers, the exciters jf rebellion
aod treason and insurrection, the advocates of all
kinds or social diaonjer and lawlessness," to teach
the docrinea of the meek and lowly Jesas to tbe
*• benighted sons or Africa." It seems to ma that
from such instructions the Christian and tbe philan
thropist would exclaim, “ May the good Lord de
liver them 1”
But, Sir, the main objection which I have to this
bill la, that it gives aid and comfort, encouragement
and countenance, to an association, which. In ay
judgment, It highly prejudicial to oar Atercst, tad
of il'ioduro*, she proceeded directly to tbii port.
