ascertained that Brazil has positively refused to rat*

It is not my intention to allude to this country in
such a manner as to be considered taking a partisan
view of tbe existing state of its affair*. I am an
American by birth and in feeling, and shall always
be with my country, right or wrong; but I cannot
help tbe expression of a feeling oi regret for tbe
position wbicb a portion of oar American brethren
deem it expedient to occupy with reference to those
who come to os from foreign and far distant lands—
those wbo feel in tbe inmoet recesses ol tbeir hearts
tbat, when they bave landed upon our aborea, there
is still left them a home, a country, and a peopla
among whom they can repose in safety, ana to whom
they have Bed for relief from tyranny and oppress
aiou.
Irishmen can never (cel towards this country and
its government other than tbe profouodest feelings
of reap* t, esteem and allegiance. They come with
outstretched arms, and say to ns in tbe language of
holy writ—"Your country shall bo our country,
your .people shall be our people, and your God shall
be our God.”
From the earliest history of this country to
tbe present period, Irishmen bave always exhibited
their devotion to it, and hate always beeu ready,
wbsn tbe occasion baa demanded it, to lay down
tbeir lives, if necessary, in defence of it and its in
stitutions; und if tbe time should ever arrive—which
may God.io bis mercy, avert—that tbe people of
this country shall bo called to arms to resist tbe
ag*re*riau of a foreign foe—

CHy Watch to receive on* half of the fine* imposed upon
any person* against whom they may bave lodged infena-

Sec. 1. Be it ordained by the mayor and ulJermeo of the
City ot Savannah and hamlets thereof, in Council met,
and It Is hereby ordained br the authority of the same,
that from and after the passing of this ordinance, to much
of each ordinanace or part or parts cf ordinances, now cf
force in the city of Savannah, that authorize tb* police of
the city, whether mounted or footmen, or nicht watch
men er day watchmen, to receive one half the fine im
posed upon any person against whom they may have
lodgedlu.ormation.be and fe hereby rep-ale-1; and that
from and after the pasting of this ordinance, any 8n* in-
pot-dbyhfe Honor th* Mayor, or fee or lev* exacted at
tbe Guard House in any case whatsoever, shall be wholly
