W, Aloxunder, Esq, He says: My connexion with the Savnmmh Republican ceased the morning or the 1st instunt—nil my Interest in the coucorn lim ing been transferred to Mr. F. W. Sims, and Mr. J. R. Bnectl, my late associate. 1 havo been induced to take this step by the udvico of my physician, and a desire to resume the profession for which 1 was educated—the l>aw. So far as wo may, we would heartily jolu in the tribute, so handsomely puid by Mr. Sneed, to his retiring partner nud associate. As edi- tors, for several years, of journals politically autagouistic, our coutrovorsies have been ire* quent and sometimes sharp—blows vigorously given and vigorously returned. It allbrds usuo little pleasure now that they arc ended, to bear witness to the courtesy and uduii ruble temper, in which they were conduct* ed, on his partand to rcmumtier no occasion in which they disturbed our friendly personal relations towards each other. Says Mr. Sneed: While we cordially welcome Mr. F. W. Sims to the deck oftho good old Republican ship, we cannot but feel a sincere regret in parting from ono who lias stood bo long at her helm, und steered her with safety through many a storm. Our friend, und into associate, Mr. Alexander, has been connected with this journal for some eight or ten years post, and without depreciat ing his former associates nud predecessors, we can contidcutly say that for whutever of strength, character and usefulness it may have attained to, it is largely iudehted to his own talents nud untiriug zeal tor its success. The period, km, has been un eventful one iu our country, and well calculated to test tiie abilities and virtue of those to whom was intrusted, in uny degree, the direction of public sentiment aud the con trol of public affairs. On every occasion his course has bceu upright, virtuous and honor able, seeking to kuow the right, aud never ■hrinkiug from a fearless performance of duty. In the retirement to which he has beea com pelled to resort for strength to his body aud re pose to his mlud, we earnestly wish him all of success aud liuppidess that it is possible to at tain. Mr. Sima, in whom we recognize a gentleman of the “first water,” we give a hearty wolcome to the pleasures aud profits of journalism.—May he eqjoy both to the full measure of his highest pectatious 1 (Correspondence or the Richmond Dispatch.) From Kamos* Quiet Restored—Another u Crisis” at hand— The crop*—Generosity qj' the Missourians, $'C, Lkcomuton, June 25,1850. • It gives me great pleasure to write that our Territory is iu a state of partial quietude, und that our hearts are gladdened, temporarily at least,to see the “ploughman homeward plod his weary way" from his tiekls of agriculture, in lieu of seeing regularly organised bauds of guerillas reaming over mu* prairies, with the •word aud llre-hraud in hand, butchering many, and burning out all who were found iu un un protected state. 1 lmvc beeu commissioned by Gov. Shiinuou, lu uccompany Col. Sumuer of Fort Leavenworth, as a civil nflicer, to disband mil organised parties, uud have invariably track ed the uhohtionists to their den, by the smould ering ruins of cabins, belonging to the law and order party, which were contiguous to their route to aud from camp, and we have watched with indignatiou, the “nail fellow well met” greeting of Col. Sunnier and the lenders of the outlaws. But, upon my returning to Ixscompton aud reporting facts, the Government issued orders of a more determined aud striugent character to Sumuer, and os above stated, they have Bad a salutary ellect, and our poople are quiet ly tilling their claims; though in rifling around to where their coats hang upon the fence, you Willalwareliud n title or double barrel shotgun ready for any exigencies whicli may arise. But this lull of excitement und apparent peace till inclination, is apprehended to Iw only the calm which denotes a storm. If you remember, the free State party elect ed their bogus legislators, und they convened in Topeka. the capital qf the free State of-Kan sas, sometime last March. They adjourned, to meet again on the 4th of July, to blight the patriotic assoMations of that (fay, by their dis loyalty to our Union. Governor Shannon says that tney shall not assemble, and they swear that they will; in consequence, Governor Shan non lias ordered two companies of Dragoons to Station themselves at Topeka. It is rumored that between two aud three thousand abolition ists are on their way, via. Iowa and Nebraska, to maintain these plans. Governor Shannon has upou the receipt of this news, ordered Col. Cook, of Fort Riley, with his commuud, to the Northern frontier, to check tills aggressive horde of fanatics, and induce them by oiiy peculiar Kansas mode of moral suasion- force of arms—to return to their Northern homes. Col. Sumner, in the meantime, is ordered to the Southern frontier to check the gallant aud generous Missourians from entering the Terri tory—so that if we should havo a light, it will be between the U. 8. dragoons, with the bona fide Knusus militia us allies, and this maguet- ized compost of fanaticism, which has disturb ed the peace und welfare of tho Territory since it has been opened to settlers. The above ad ministration plans were given to mo by Gov. Shannon. " Tbe agricultural aspects of Kansas are of a most lumen*able character. Our furmers have been so often called from tho ploughshare for the purpose of forwarding tho ends of law and Justice, uud nave lieeu driven away so often in other cases, that what would have lieeu beauti ful fields of grain cun only be recognised as weeds and prairie gross; and were it not for the generous people of Lafayette county, and Missouri generally, wo would prescut tho same appearance of starva tion and wunt which has called the syinsathies Of our people to Ireland during its potato rots. Blair and Martin Van Burnt, The passage of certain Improvement bills by the 8onate, In disregard oftho President’s veto* is a subject of general congratulations; hut not because It is in disregard thereof, for uo just man could exult in a rebuke of that high ofllcer for his steadfast adhereuco to his own consistency aud integrity. It is true, as stated by General Cass, that tho President had do* olured that coses might ariBo in which he could approve of such appropriations; but the Gene ral has not demonstrated these to bo of them. The President alone is capaldo of deciding that point. “ Nono knowetb tho things of a mau save tho spirit of a man which is iu him.” Tho deepening of the St. Clair Flats, or the chuuncl of the St. Mary’s River, In Michigan and the improvements of navigation at the mouth of the Mississippi River, will as soon us tho House shall act upon the subject, be now and heucefurth under the supervision and patronage of the general Government; aud .Savannah will of course have cause to appro heud no louger tho neglect of a barrier to her navigation lor which the general Government 1b In uny sense responsible. The. resolution yesterday adopted by .the House giving to its members such books us were voted to the members of tho last House; comprehends the whole list I have heretofore presented to your readers. Home members place iu their homo libraries the whole set, and give to libra ries in their districts the duplicates; but there are others who here turn neurlyull into cash; or, in point of fact, never sec me volumes, but sell their orders for them. Mr. Rives, of tho Globe, is often supposed to be realizing a great fortune from his putrouuge. This is a mistake; his expenses uro most enorm ous. The fortuue for which he is toiling cun only accrue to his successors. He already pos sesses a fortune, uud can allbrd to live without present income ; but ho is setting aside the stereotyped plute of every page of tne Congres sional Globe. Who is to compete with his chil dren and their children in the re-publication of tho delates aud proceedings of Congress? This is what he is working for. The House, or its majority, are laboring hard to avoid au issue upon the .Semite’s Kuitsus bill. The moment that Hill passes, the Republican party will cease to have a plea for its existence; the moment the House rejects it, thut moment will all just aud well informed men fix upon it the responsibility for tho continued troubles of the country. Mr. Campbell, of Ohio, yester day introduced some very adroit resolutions liuviug for their object the uivcrsioii of atten tion from tho Senate bill to a scheme of a new committee of thirteen for devising some means ofarruugemeiit. Thu trial of Mr. Brooks before the Criminal Court began and ended to-day. There was no great concourse and no grout excitement. All was quiet aud orderly. .Mr. Sumner hud left the city yesterday morning. I lately described his condition as i had learuefl’Tt Ip bo. ‘ More recent information has not iudiiccd any change in tho impressions 1 then had. I have learned from the lady of a Senator, und from a highly. respectable geutluman, both of whom have seeu him, that -.ins condition is pitiable in the ex treme—tlmt ho weeps without apparent occa sion, and seems totally unstrung, though im pressed with tho conviction that he should now go to tho Senate chamber and deliver a speech. We have tidings to-day thut Martin Vau Buren (who never loved a losing gume) is out for “Buck and Brock.”—This bus taken Mr. F. P. Blair all aback. Mr. Blair sacriliceil his po sition in the Democratic party for Mr. Van Jilt- ren’s sake, aud has ever since followed hint faithfully, and 1 thought he was doing recently when he managed the nomination of Fremont und Dayton; but lo, ho is deserted by his own tool. Johu Van Buren lung siuce gave up his rebellious sword aud fell into line, but no one seemed to anticipate that his father could con sent to do so. But straws are not the only things thut tell which way tho winds blow. Mr. Douglas has spoken eloquently aud ably to-day, oil reporting the Senate bill, already passed, as u substitute for the House or Tope ka bill. Both Houses are iu session while 1 write, while the clouds tlmt obscure the suu from view without, are pouring down an in cessant shower; “very good,” us a farmer would say, “at almost uny other time." Impartial. Internal Improvement—UUla in the Sen, ate. We copy the following from the Washington Union's report of the Senate’s proceedings last Monday: Tho Sonuto then resumed the consideration oftho bill muking au appropriation for the re moval of obstructions to navigation at the mouth of the Mississippi river, at the South west Pass and the Puss a i’Outre, which hud been returned by the President with Ills objec tions. Mr. Slidell addressed the Senate lu favor of tho bill, showing the importance of the pro posed improvement, nud replyiug to the objec tions of tue President. Mr. Cass said that iu tho remarks which ho proposed to make on this occasion ho should not udvert so much to the particular improvement specified iu the bill under consideration, tbe importance of which has lieeu so ably uud elo- quuiilly set lortli by the two senators from Louis iana, us to those improvements iu the North west at the St. Mary’s river und the Bt. Clair fiats, tho bills iu relation to which hud also bceu vetoed by the President. Ho believed that the President lmd chuugcd his views in relution to tliesuiject since he seut his first veto to Con gress oi the general river ami harbor bill. On taut occusiou the President hud declared thut while he could not give his signature to a gen eral bill, us it contained some appropriations for ffljeets which he could not approve, yet there were others which did nut meet his ap proval, und which, if presented iuseperutc bills, would bu sanctioned by him. PHILADELPHIA, July 7<—Cotton—Is held firm ly, ond tho slock is light. Flour.—Sales 1,200 bbls mixed and good brands at 6 50a$0 76, mostly at the latter rate; 800 bbls Western extra at 86 37K, and 100 bbls condemned at 84 60. Corn—Is scarce and wanted; tho only transac tion reported is a small lot In store at 60c. Wuisry—Continues scarco. Small soles of bbls at 31u32o. Railroad Accident.—Ou Monday afternoon the train from Washington for Baltimore, on the Washington branch of the Baltimore aud Ohio Railroad, was thrown from the track near Elk Ridge Landing, killing two persons and Wounding thirteen others. The Baltimore Sun •ays: The engine and tender, alter running some ten to llilteen yards down this sideling, were overturned by tho broken rails and thrown di rectly across the main track, when tho whole traiu was dashed upon them. Tho first car Which struck it, a baggage car, turned entire ly over it and was broken up, tho contents be ing strewn in every direction. The next also a baggage ear, was thrown entirely from the track and wrecked. Tho next, a mail and ex press car. Was thrown upon tho ton of the wreck of the others and broken Into fragments. The smoking car came next, uud this was cut in twain by a passenger car iu tbe rear, which ran directly through it. Both these enrs were Shivered to pieces the lutter being thrown di. rectly upon tho top of tho former. About one- third of the next prssengcr car was torn oil' by coming in contact, with those iu advance of It, while the end oftho next was stove in. The two remuiuiug cars in the rear were uninjured. Those wounded were, for the moat part in the fimoking and first passenger car. The engine and tender ore as perfect a wreck us could bu possibly made. James Gough, the engineer, was caught be neath a baggage car and killed, as was William A. Nunglb, u paper vender, of Baltimore, aged 30 years. The fatter was a volunteer lu the Mexican war.—William Bridges; of Baltimore; Jacob Groff, buggugo master ; G, W. Hoover, conductor, aud ten others, were slightly wound ed. A dispatch from Baltimore subsequent in date to the foregoing says the Jury ol inquest rendered a verdict that the train hud been thrown oil* by a displacement of the switch by borne persons unknown. The Compauy offer a reward of $2,000 for the arrest of the guilty party. River News.—The river is still rising, and is In fine boating condition. It Is seven feet by the mark. Guar dian thus describes Mr.’ Dallas, tbe American Minister, as lie appeared at the Queen’s Draw ing Room, June 30 : “Mr. Dallas moved iu the gay crowd bien djs- tingae, as was said of Lord Castlereagh, at tne Congress ot Vienna, by the simplicity of his attire. Mr. Dallas is the most venerable of all the Americuu ministers that 1 remember. If you saw him sitting upon the platform of a Wesleyan Conference, you would indistinctive- ly turn to him and declare that lie was the lit- tlest man to preside over''their deliberations.— indeed, his long hair of silver white, his sage yet amiable expression, his white neckcloth and black clerical looking dress, completely realise olio’s idea of the president of a religious couclttve. Tub Frkncii Mediation in tub Difficulty with Mexico.—Las Xoviades, after announc ing that the Queen’s government lmd accepted tho mediation of France for the settlement of tho diiVevences with Mexico, says: “M. Concha oilers at the same time to fit out a large force, if accessary, without the least danger tor the security or tranquility of tho island.” A Ciikehi.no Prospect.—The New York Ex- preps says the amount of money in tho course of disbursement for interest and dividends, which commenced and will bu continued throughout the next week, or two, mnouuts to soventl millions, all of which goes into circula tion und to lie reinvested. It is expeoted that the letters per the Canada will brlug large or ders for American securities, and for the re-in- vestment of dividends. Tho settlement of tho diplomatic difficulties with Engluud and tho United States removes the only impediment to a largo advance aud demand for this descrip tion of investment abroad. / Toombs, Toucey, uud Yulee—12. A long discussion ensued in reference to tbiR question, in the course of which Messrs. Seward, Beqjumiu, Thompson of Kentucky, Critteudeu, Hunter, und others, sustained the decision of the Chair, and Messrs. Butler, Clay, Toombs, und others, opposed it. Tub President hTsskd in Boston.—Tho usual corporation dinucr in Boston on the 4th of July took plucc iu Faueuil Hull, and among the regular toasts was the stereotyped one “The President of the United States.” This, however, it appears, was too much for some of the fuuntical spirits present^nd they commenced hissing, which was kept up until at length they were silenced by a pretty geucral outburst of applause on the part of the greut body of tiiose in attendance. The Bostou Ledger says : Perkins Cleveland, Esq., was called to respond to the toast, and administered to the hissing parties a proper and well merited rebuke for thus prostituting a day and un occasion such os the Fourth of July to the spirit of political sectionalism, which had no right to be there. His remarks were fully endorsed by the meet ing, whoso cheering was evidence that the “sol id men of Bostou” were above all such con temptible demonstrations. Mr. Cleveland con tinued to speak to the toast, and to make com plimentary reference to the character of Presi dent Pierce, independently of politics, und more especially iu regard to his private charac ter as au individual. The hissing was renewed several times while Mr. Cleveland was spenkiug, and upou his ex pressing tiie opinion that the disturbances upon the Western frontier were a source of us heart felt regret to the President of tiie Uuited States as to tiny of those present, the disturbers be came apparently frantic, and hissed and howl ed like madmen. Pleasants, tho former editor of the Penny Post, Richmond, to-day entered the executive chamber at, tho capltol, in a state’ of Intoxication, and Insulted Gov. Wiso, and when ho was ordered to leave ho attempted to strike tho Governor, Mr. Wiso then struck Mn Pleasants In tho eye, aud kicked him out of the room.
