Tills report we bavo reason to believe, ou tho authority of tho Chicago Times, is false. That paper states that Hull, Democrat, 1ms certainly been chosen in ouo District. It gives the returns from eleven coutitios, in which ho gniua 838 ns compared with tho vote two years since. The Times says : There are thirty-six counties iu the District, but those reinaiuiug to bo hoard from are, with the exception of Bulk, Warrou, Dallas, uud Jasper, very small uud are Democratic. Hall had 179 mujonty in tho District in 1854. When it is lemcmbcred that these was a thorough coalition between tho Know Noth ings and Black Republicans iu lovra, theso re turns will be considered highly favorable for the Democrats. Nbw Orleans, Aug. 15.—Purtiul returns from Texas indicate au increased Democratic majori ty* [Sam Houston may begiu to prepare for the repose of private life.] North Carolina Election—13000 Demo cratic majority. The Wilmington Journal of the 15th lust, says t We are just uow in the receipt of a letter from a distinguished friend,which puts us in pas- icssiou of therosull iu 72 counties leaving but 10 counties to be heard from. Gov. majority, so far, is, after u careful addition, li ,- 750. We bavo licuid lYora ono of tho remain- rag counties, which gives n considerable gain. The counties still to be heard from are Cher okee, Macou, Jackson, Watauga, Davie, Curri tuck, Tyrrel, Hyde nne Gaston. Iu tho ten counties not counted in the summing up which places Gov. Bragg’s majority at 11,750, Mont gomery was included. These tun counties gave 624 majority for Dockery. Bragg's gain in three counties will be at least one thousand, making his majority in tho State 12,128, from which it will not vary more than ono hundred votes. I will not undertake to re- tended to express. 1 proposed to consider tho claim which was asserted by tho Democratic party at the South to the peculiar guardiuuship of Southern interests, and to examine its valid ity. I asked if this claim was based upon tho •'Kansas and Nebraska bill.” 1 said that Die alti tude of that party upon tho principles of tlmt Bill did not present any such claim to Southern support. 6 lsaid that in the *‘frco States” that Bill was maintained u^on tho ground* of “Squatter Sovereignty” and “Aliou Sullruge," and I u*k- cd if the SkmtU could support it upou those grounds. I pointed out the source of these con structions iu the ambiguous provisions of the Bill, and showed the ddfercucu between it and the Utah Bill, and I said that this Northem construction was cotemporaneou* with the passage of tho Bill aud had been asserted by Uen. Gass and others, that ever siuce thou the Kansas and Nebraska Act had been used and presented by the Democratic party with a Janus face, iutended to deceive and defraud both sections of the country. That it was pre sented by that parly with two facet—a North ern and a Southern one—tho former of which exhibited it as a “bill for freedom,” the latter a bill for slavery; that the Ciuoiuuati Conven tion had not settled this controversy, but hid left Its northern and southern tupporters free S to it their own construction; which ? they wcio freely using. One Hundred and Thirty-Seven Lives Lost, We are informed by a correspondent at Bor wick's Bay that John Davis, an oystermun, reached tlmt Place In a small sail-boat yester day, nod reported that all the houses on Last Island were swept ofl* by tho storm of Sunday night. Our correspondent also informs u* that as faros could be hurriedly useertaiued one hun dred and thirty-seven lives were supposed to bo lost. Tho steamer Major Aubrey was scot imme diately to tlio relief or the suffering survivois, who were sticking to the hull of the stcomboat Star, which was driven upon the Island by the storm. It i* said tlmt tho wator enme up with such rapidity, under the effect* of tho wind, that it rose live feet in two minute*, entirely submerg ing the whole island. Let us see whether it will have the same effect iu the South : Washington City, Juue 13. My Dear Sir:—I congratulate you on the nomination of your favorite candidate for the Presidency. If the nomination ot Mr. Buchanan was ac ceptable to me ut iirst, it is still more so now— since 1 have seen him aud heard him speak. The Commlttcec, of which I was one, waited ou him at his rcsideucc to give him formal and olliciul notice of hi* nomination, uud intiie mime of tho Nutiouul Democracy, to request his ucccptuucc of it. We fouud him open, frank, aud wholly undisguised iu tlio expression of his scutimcut*. Mr. Bacbauan said,iqthc presence of all who had assembled, and they were from tlio North uud the South, the East und the West, that he slnod upon the Cincinnati platform and endors ed every part of it. He was explicit in hit re marks on Us slavery features, saying that the slavery issue was tne absorbing element in the canvass. Herccoguized to it* tallest exteut the overshudowiug importance of that issue, and if elected lie would mukejt the great aim in his udministrutionto settle, the questiunupon such terms as should give peace uud safety to the Union, aud security to the South. He spoke in terms of decided commendation of the Kansas bitl, aud as piintedly deprecated tho unworthy effort* of sectional ugitution to get up a national conflagration on that question. Al ter the passage of tho compiomise measure of I860, the Kuusus bill was, lie suid, necessary to hunnouizo our legislation in reference to the territories, and he expressed his suiprise that there should uppear anywhere nil organized- opposition to the Kansas bill, after the geueral ucquiescouco which the whole ci.untry hud ex pressed iu tlio measure of 1850. After thus speukiug of Kansas and the slave ry issues, Mr. Buchanan passed to our foreign policy. He approved, tn general terms of the Cincinnati resolutions on this subject. But said that while cuforcijgour owu policy, we must at uil time* scrupulously regard the just rights uud proper policy of other nations. He was uut opposed to territorial extension. AU our acqui sitions had been fairly und honorably made. Our necessities might require us to make other acquisitions. He regarded the acquisition of Cuba ai very desirable nous, audit was likely to become a national necessity. Whenever we could obtain the island ou fair, honorable terms, he was for taking it. But he added, it would lie a terrible necessity that would induce me to sanction uny movement, tbut would briug reproach upon us, or tarnish tho houor und glo ry of our bclived cauutcy. After tlw formal ^interview was over, Mr. Bn- chiuiun said playfully, but in the procuco of the wholo audience, "If / can be instrumental in settling the slavery question upon the terms / have named, and then add Cuba to the Union, I shall, if President, be willing to give up the ghost, and let Breckinridge take the Govern ment.” Could there be a more noble ambition ? The bill was considered, appropriating the fbnd3 for various civil services. A bill appropriating nearly k million to pay certain bond holders the amount expended hy California, in the suppression of Indian liostili*- ties was passed. An amendment was uuopted, authoriz ing the Secretary of the Treaaiiry to purchase three stores at the Atlantic dock; and an ap propriation of $100,000 was made for that pur pose. , Tho bill establishing u lurge number of post routes was tabled by 32 majority. Stephens.—'This gentleman in reply to a letter written him by a number of rentietnan in tills county os to hfs views on the Presidential election, states that their letter reached him at the same time with one an nouncing his brother's death, that under such melancholy circumstances ho docs not feci able to writo a long political letter, but says as follows: “Please say to all who wisli to know my opinions, that I am decidedly for Buchanan. I do uot think Mr. Fillmore stand* the slightest chance to get tho vote of n single Northern State—Bucnanau I feel assured will get enough with the united South to elect him. Why then should the South by running Fillmore hazard tho election of the people, and perchance throw it iuto tho Black Republican House? Could a greater evil befall us” ? According to the Chronicle & Sentinel, Mr. Stephens i.ke Senators, I’earcp, Pratt, Jones, Toombs, Ben jamin and Clayton, is small fry. Governor Cobb’s Speech.—Tho Portland Argus, of Monday last, contains a full report of the powerful speech delivered by Hon. Howell Cobb, of Georgia) at the great Demo cratic meeting which was held in that city a few days ago. The Argus says: > “We crowd out a great deal of matter to day in order to make room for the speech delivered in Deering Hall, on^ Thursday afternoon, by Hon. Howell Cobb. Mr. (Cobb is ono of tho ablest men of onr country And be is well known for his conservative views, and bis love for tho Union,as he is for his distinguished ability. His speech will make its own way with our readers, aud needs no culoginm from us. It was re ceived, In its delivery, with most enthu siastic applause. In the evening Mr. Cobb mrde a second speech, which was devoted chief ly to the know nothings, and was one of tho most triumphant pieces of successful argmdeut and ridicule that we ever heard. Any member of the'secret order,’ who listened to it, most have lelt extremely uneasy and extremely mean. We ought to add that the speech which we publish to day has not been revised by its au thor; but our renders will agree with ns that i* sufficiently good without revision. Mr. Benja min, alio, made a second speech in tho evening which was both ablo and eloquent. But tho even ing speeches we shall not huvo space to publish in full.” - * Worm*!
