'‘Tho principles there asserted by him are thoso or tho highway robber, when he asserts it a duty, if Spain refuses to soli Cuba, that wo must tako possession, because uocessury to our self-preservation.'' Rather than accept Mr. Barney's version of tho Ostend manifesto, let us quote tho preciso words ot that instrument upon the tutyeefc in Juvtew. They aro as follows s "After we shall have offered Spain u price for Cuba far beyond its preseut value, and this shall have boon refused, it will theu bo time to consider the question: l>oes Cuba in the pos session of Spam seriously endanger our inter nal pcuce and tho existence of our cherished Uuion? Should this question bo answered in tho affirmatlvo, then,by every law, human aud divine, wo shall bo justified lu wresting it from Spain, if we possess the power; and this, up on the very same principle that would justify au individual in' tearing down tho burning houso of his neighbor, if there wore no other means of preventing tho Humes from destroy ing his own home, under such circumstances, wo ought neither to count tho cost nor regard the ouds which Spain* might enlist against us.’’ Now, let us learn whether this seutimeut is peculiar to Mr. Bucliuunu aud his associates in the promulgation of that manifesto,or whctlr er thoy aro notthe sentiments of great states men in both the great political parties into which the republic has been for many years di vided on political subjects. In tho "Life and Speeches of Henry Clay,” by Mallory, volume tint, pages 207 and 208, may be found tho fol lowing passage ffrom Mr. Clay's defence of President Madison’s seizure of West Florida ; "It cuunot be too often repented, that if Cu ba on the ono baud, aud Florida on the other, are in tho possession of a foreign maritime pow er, the immeuso extent of couutry belonging to the United States, and watered by streams dis charging themselves in the Gulf of Mexico,Ac., lb0.,areplacedat the morey of that power. I have no hesitation in saying, that if a pa rent country will not or caunol maintain its au thority in a colony adjacent to us, aud there exists in it a state of misrulo and disorder, me nacing our peace; and if, moreover, such colo ny, by passing into the hands of auy other power, would become daugeious to the integri ty of the Union, and manifestly tond to the subversion of our laws, we have a right, upon the eternal principle of self-preservation, to lay hold upon It. We remarked tho other day that "the Sa vannah UBepnblican is out in defence or the Fremont and Fillmore coalition ^Pennsylvania in behalf of tho same State ticket.” This our neighbor denies—whether wisely or uot, wo jeave the public to judgeJrom his own previous language. Speaking of the coalition ticket, ho said last Wednesday: "The ticket timply amounts to this: The an ti administration men of Pennsylvania havo nominated an anti administration ticket, to be ran against the administration ticket, aud to be ■upportedby people without regard to their predilections upon tho Presidential question.” Now If that be not "in defence of tho Fremont and Fillmore coalition in Pennsylvania,” wc do not know the meaning of words. It is true tha 1 the Republican did not express a distinct ap proval oftho coalition. That is more than tho advocate is' ever required to do with reference to the crime of tho culprit, whom he is defend ing. His language, like that of the Republican, uinally is; "Tho crimo of my client is simply hto,” Ac. Bead again the brief extract which wc have above given and say whether it is not tho lan guage of palliation, excuse and defence? "Simply this.” In other words a very trifling matter. The Black Republicans aud Araerictm know that if Pennsylvania goes for the Buchan an ticket at the State election in October, tho defeat of FTbmont and the election of Buchan an in November cannot be prevented. To ward off such a disaster, thoy have "simply” united their forces for the October conflict If the Democracy are defeated in that conflict, it will at once be proclaimed that os regards tho 5th •f November, the day is already lost to Buch anan, and that Fremont his ouly real competi tor Is victorious. Now we ask, is a coalition which is likely to bo followed by such results a fit matter cither for palliation, excuse or defence by a South ern paper? Tins Fever In James Street.—The Journal of Commerce furnishes the following informa tion relative to tho cases of sickness aud deaths in James street, mentioned yesterday About tho middle of last week, an elderly lady, residing in that street, uear Madison, died ofavorjr malignant fever. Two other persons, a daguerrean and a policeman, living iu the same premises, were taken sick about the samo time. The resident physician, Dr. Rockwell,was called In to examine them, and found the pa tients suffering uuder a high grado of fever, which he could uot positively pronounce to be "Yellow,” but would class under the head of "suspicious.” Both cases terminated fatally after a brief illness. A fourth person also died in the same house towards the close of the week with the symptoms of delirium tremens. The matter was brought to tho notice of the Health Commissioners, who requested tho City Inspec tor to give the bonso aud precincts a thorough cleansiug. The houso and the yard wore im mediately purifled by tbe usual processes, aud tho bedding, upon which tho deceased persons slept, and tho clothes lagt worn by them, wero burned. The Inspector haa invariably adopted those sanitary measures iu every building where a death inis occurred by yellow fever, nud in no instance has the dlseaso spread into tho neigh borhood. Qnito a number of fatal yellow fever eases, as our readers aro aware, have been re ported in this city, during the summer, but every ouo of them was directly traceable to communication with infected shipping, bed ding or goods. With reference to the James street deaths, it is said that the daguerrean, who was the vitiin, visited Staten Island, not long ago,and took the portrait of a person who lmd died of yellow fever. If tho coses wero really yellow fever, this alleged fact might account tor tho appearance of the malady iu James street. But, whatever the sickness was, tho public need feel no appre hension of its spreading. No new case has ot! enrred In the house during the present wepk.
