The Charleston Standard of yesterday says (he weather here tor somn time past has been unusually cold for the season, during tlio lost week there was frost for two mornings as fu r down us Summerville, on the South Carolina Railroad, and yesterday and the day before fire* hero wero exceedingly comfortable; by refer ence to our telegraphic despatches, it will be seen that there was frost very generally through I he interior of the State; wo have heard of none within the city limits, but we would not havy been surprised at such announcement. The Fremont newspapers, however, are extremely grieved that tho intestine war is over; and this is natural, considering that tho blood of the shin in Kansas served the purpose of po litical capital. Tho wailings of such papers as the New York Tribune ure unmistakable evi dences that they wished for the continuance oi civil sti ijo, and even murder, for base and self ish purposes. Gov. Geary, it appears foui a letter in tho Baltimore Sun, had visited the famous town of Topeka, aud the inhabitants thereof, we aro informed, were remarbably fastidious and pro ' cbe, disposed to be quite intractable; aud one man, in a bold manner, gave the Governor to understand that lie might suppose himself to be the legal Governor, bat ho (the speaker,) considered Mr. Robinson as tho real Governor, and that ho conscientiously felt that he owed fealty to no other. Many others wished to in terrogate the Governor, and other desired to commit him to their own line of policy To all these pci-ions he had but oue reply : "Gentlemen, I come not to treat with, but to govern you. There Is now in this Territory no other Governor tbuu Johu W. Geary. I will protect the lives and property of every peace loving uud law abiding citizen with all the power comUted to me. Don’t talk to me about slavery or freedom—Free State men or proslavery men—until we have restored the benign influence of peace to this beautiful country—until we have punished tho murderer and driven out the bandit and and rabble, and returned tho industrious citizens to their homes and claims. Don t, I pmy you, embarrass me with these political questions. You shall oil, without ills* tinctiou of party, be protected. This Is not a time to talk about party, when men, women and children aro dally murdered and driven from their homes. In God’s name, rise for a moment above party and contemplate yourselves as men aud patriots. I am your friend, your fel low-citizen, moved by no other impulse than the good of the bona Qdn inhabitants of this Territory, and the protection of their lives and property. A vote was immediately passed to sustain the Governor, and when he left the town of Topeka the people assembled on masses and gave six enthusiastic cheers for Governor Geary. This was another great moral triumph, was delight ful to contemplate, and is a bright fedthcr in the Governors cap. What a change a week’s energetie impartial administration of affairs has produced here! lustead »f the reign of terror, with every man thirsting for the blood of his enemy, confidence is being restored, squatters aro returning to their claims, and hope is again dawning upon this country. Editors Gwrgiun «$• Journal: Gentlemen The cotton crop of the com. mercial year, which closed on ihu illst ultimo, Is estimated at B.627,845 bales; tho bulo weigh ing, according to the Liverpool standard, .31*5 pounds. This perhaps, is tho largest crop evor sent to market j tho nearest approach to It, nt least within tbo past few years, i» tbo crop oi 1R52, which amounted to 3,202,882 bules, louv. lug ill favor of the crop of 1855, over that of 1&32,204,003 halos. Tho crops u f tho past four years are stated thus: 1852—3,202,882; that o* 1853-2,030,027; thut of 1851-2,817,330; tlm 1 of 1855—3,627,845 bales; luukiug in the aggro gute 12,508,003 bales; dividing this aggregate by 4 would give us au average crop 3,142,023 bales. By tbis estimate tho crop of 1855 ex ceeded auuverage by 305,882 bales. The average orop heiug 8,142,023 bales, ac cording to tho foregoing basis of calculation, the question Is, how will the crop oi 1850 com pare with that average ? I am awaro that any answer that can bo made to tbis question) nt this time, must be more or less conjec tural; notwithstaudiug, certain facts may be collected which will render an answer ten amiable aud reliable, geuerally. My auswer to tbo above inquiry la, pouibly two-thirds,{2,QM, 082 bales,) certainly not more. Less, you will perceive, than Hie crop of 1855, by 1,433,103 bales. This la a large deficiency, so large that but few (buyers of cotton or sellers ol bagging) If any, will be disposed to admit it; however that may be, I tliiujt the causes that will bo as sigued for the deficiency will show that it is not unreasonably large. The first cause to which I shall refer was tho uufavorableness of the spring. The past win ter was one of unusual severity and duration; cousequcntly the spring was late, aud tho planting slow and backward. The cotton plant, whon young, Is very tender ; uothiugiu more injurious to it at that period than taw, unsettled weather, such ns we had last spring, flnch weather stuutsthe plant; consequently) much time, favorable seasons and careful cul ture are required in order to get the plant in thrifty, condition. This difficulty is not uir anrmountable. If an unfavorable spring is followed by a favorable summer, it may bo overcome altqgethi&; but should the summer be unfavorable, as the post was, as well as tho spriug, the difficulty alluded to becomes perma nent. The truth of this statement is «een in tlio fact, that weed which ordiuurily would average four, wifi not now average more thnn two feet in height. The principal cause, however, of the great deficiency in the present crop, was the long and severe drought. The most favorable sea son for the growth of the cotton plant is warm weather, with frequent Rhowers and suushluc— the cotton is a sun plant. The drought com- commenced early in tbo season, aud extended over the entire cotton region, with the excep. tiou of a few favored localities. The month of August is generally regarded as tho best in tbe growing season. It is certain that if a good crop 1b not secured by tbe last of that month, (minder favorable circumstances a few days la ter) it will not be realized at all. Now, according to the best information that I can get, and the closest examination I can make, there 1b no fruit—or very little, if any—that appeared af ter the 10th of August; so that frost, which ordinarily is a matter of anxiety with the far mcr at this season of the year, is now a matter of but little concern, for there is very little fruit to'mature—which little, perhaps, wifi not be affected by frost. Tho drought (which still continues) caused the bolls to open prematurely. I observed open bolls os early as the twelfth of July, and they opened very rapidly. On tho thirtieth of Au gust there coiumcuced a very severe storm of wind and rain, which continued lor some twen ty-four hours, sweeping over nearly tho eutiro cottou region. There was as much cotton.opcu at the time of the occurrence of this storm as there will be at any one time during the pick ing process. The storm heat out at least one half of the cotton then open, one half of which was lost. The picking season, so far, has been very favorable, and the farmers have pressed the picking with unusual energy. The consequence is, that during the month of October, the pick ing will be over. The boll is unusually small. 1 have boon told by farmers who have ascertained the fact, that it requires eighteen hundred pounds of cotton in the seed to produce the same amount iu lint that is ordinarily produced by iifteeu hundred pouuds of cotton iu the seed. Balletio, a neutral pa- ter, ilia letter dated Vinciuuos, Ind., August JDtb, suys that the Fusion State ticket of the Fillmore uud Fremont parties "is composed of abolitionists from head to bottom; there is not a Fillmore raau on the Congressional ticket, uud but fifteen Fillmore men in the State for either branch of the Legislature. Four-fifths of the Fillmore know nothiugs are supporting the abolition candidates for Stale offices, and for Cougresa aud tbe Legislature." ""Tun New State Road Administration- Premium for Sober Men.—Tho Atlanta Intel ligencer learns that the new Superintendent of the Western ft Atlantic Railroad with the ad vice aud consent of Gov. Johnson, has issued orders to the effect that a certain class of opera tives on the road, inclnding conductors and en- ginemen, shall, at tbe end of every three months, receive a handsome premium in cash, iu addi tion to their regular wages—provided, they have entirely abstained from the use of ardent spirits and from gambling, during tho past threo months. There is no compulsion used to prevent the men from indulging in these vIccb to a moderate ex tent, but a premium is offered them not to do it, and wo predict that the rule will work well, and that tho Road will make money under its opera tion. Let other roads iu the country follow the ex ample. Iu conclusion wo have to say that all things tossed off pleasantly and harmoniously, save he lamentable and lutal accident thut occurred at the Libel ly Pole, erected iu front of tbe Trout House. This was hor rible enough, but we know not that blame can at tach any one. On the other hand the Atlanta Examiner says the affitir was a failure. It remarks.
