PLAN OF THE LOTTERY.
The numbers from 1 to 30,000, corresponding
with those numbers on the Tickets printed on sep
arate slips or paper, are encircled with small tin
tubes, and placed in one wheel.
The first 216 Prizes, similarly printed and on-
circled, are placed iu another wheel. Tho wheels
are then revolved, and a Number is drawn from
the wheel of Numbers, and at the same time a
Prize fa drawn from the other wheel. The number
and Prizes drawn out are opened and exhibited to
the audience, and registered by tbo Commissioners,
the Prise being placed against the numberdrawn.
This operation fa repeated until all the Prizes are
drawn out.

Florida,have exhibited their libel in the United»tatee
District Court for the Southern District or Georgia,
stating, alleging and propounding that on or about
the twenty first day ot June, in the present year, It
disagreed between the agents of the ship parlia
ment then In Liverpool, and tbe agante of the said
libellants, that the said ship Pailitment should pro
ceed to Cardiff, and thonoe convey • cargo of rail
road iron, not exceeding twelve hundred tons, to
Fernandina, Amelia island, Florida, and dcliverthe -
same, oa being paid freight; that, at the time of
making said agreement, lt was represented by the
agents of said ship, that with the said cargo she
would draw from eighteen to nineteen feet only:
that li was further agreed, iron arrival off Amelia
Island, it should be ascertained, from the pilot, that
there was not sufficient water to admit the ship so
that she could get up to Fernandina, the Captain
should havo the right, upon having the fact duly
oortitied by a licensed pilot, to proceed to St.
Maryc, Georgia, or, if the samo objection applied to
that port, thou to go to Savannah,or so near 'hereto
u she might solely get, and there deliver her cargo:

damages and expenses, lor wuioh they are justly
entitled to compensation from the sa>d ship: and
they therefore pray that process, itt due form of
law, may issue agaiu.t the said ship Parliament
her boats, teokle, apparel and furniture, and tha>

Judge of tbe Bald Court, has ordered and directed -
tho eleventh day or November next, for all persona
in genoral, who have or pretend to have any right,
title or Interest In tho said ship Parliament, her
boats, tackle, apparel and furniture, to be cited at
tbe premises, to appear before, tho Judge or said
IHitrlct Court, at tbe United States Court Room, in
the city of Savannah, at eleven o’clock in the fore
noon or said day, thero to show cause, If. any they
have, why judgtne t should not pass as prayed for.
You are, therefore, hereby authorised, empow- .
eredand strictly enjoined, peremptorily to cite all
porsons whomsoever, having or pretending to have
any right, title or Interest in the said ship Parlia
ment, her boat*, tackle, appatel and tormture, by
all lawful ways and means, whereby this momticct
may be made public, to be and appear at the time
and place aforesaid, before tbe Judge aforesaid,
and to attend upon every session and sessions of
■aid Court to be bold then and from thence, until a
definitive decree shall be promulgated In tbe premi
ses, ir any or them shall think fit to do so, to bear t
abide by aud perform all and singular that may be
decreed In tbe premise*, under piin of tbe law and
contempt thereof, /nd whatsoever yon shall do
