Their schemes are.ho well arranged that Dame Fortune cannot tail to favor many who will risk the small sum ol two-and-a-half, five, or ten dollars, being the price of tickets. Two hundred thousand dollars in prizes of different amounts are ottered in this scheme— from the princely prize oi 150.000 to $00. The annua 1 report is very lengthy, and con tains minote statistics of all the missions estab lished by the Board. Kansas.—It is not pretended that at the late election in Kansas there was the slightest interference on the part of outsiders, or that any obstacle* were thrown in the way of the legal voters. There were no Border Ruffians, uo menace* or violences of any kind. Gover nor Geary, himself a Free-State man, had taken the wisest, moat prudent and officieut measures to Beoure order aud protect the settler* in the exercise of their suffrage. Thus far, not even the fruitful inventors py outrages for the Black Republicen press have oeen able to manufacture any incidents that would impeach the fair and peaceful character, of thatelectiou. But the mauagers of the Fremont conspiracy —the disturbers of the peace of the country the infamous political speculators in public tumult and civil war, are even more disgusted with the mode in which this election was con* ducted, thuu with the previous one, at which it is charged so much violence was perpetru- ted. A peaceful election in Kansas is uu event W) which they have looked with horror and despair. Hence, when they saw that Governor Geary wan pursuing the proper mode for se curing such a deplorable result, they set to work to provide themselves with a pretext, and offset against the effect of such an occurrence. ,p heir device was to keep all the Free-State men from the noils, and then declare that the elec* t on was illegally held under an act of the bogus Legislature.—Phil. Argue. Rich Political Ticket—We beard of a rich political trick, yesterday, which is too good to be lost. The parties who play the prominent E art, me both Germans, shd have long been nown as sterling Democrats. A sum, amoun ting to fifteen dollars, had been paid the pro prietor of a certain lager beer houae, in the unterrified Fourth Ward, as expenses to get up a political meeting in favor of the Fremont party. -The hour having passed, and there being none other present except the two allud ed to, the room door was locked, Mr. B— - occupying the chair, and Mr. B-_ perfor ming tho arduous duties of Secretary! This would give twelve milhoua fur the entire circuit of the heavens in a single telescopic zone; and this estimate was made under the assumption that tho nebulic were masses of luminous matter, not yet coudcuscd suns. But with the increase of instrumental power, espe cially under the mighty grasp of Lord Rosso's gigantic reflector and the great reflectors at Pulkovo and Cambridge, the mo3t irresolvable ot these nebula have given way; aud the bet ter opinion now la that every oue of them i* a galaxy, like our own milky way, composed or millions of suns. Gale at West Canso-Gloucester Fishing Vessels Wrecked.—We learn from G. H. Rog ers Esq., of Gloucester, that a severe gale oo cured m the Boy of St.Lawrence, Oct 18 dur ing which 12 vessels were driven ashore at Port Hood, ammong which were schooner* Evangeline and Forrest Queen, of Gloucester, which were wrecked. The port of Cbaticamp, where more disasters may have occurred, has not been heard from. The following Glou cester vessels were safe at Canso: Schoonere Leonard, McKcunie, Fearless, Maty Ellen, Lucy Clark and Golden Rule.— Horton True., Oct. 29. Southern Pacific Railroad.—The San An tonio Texas says that the compleate success of artesian wells, proved by the late expedition of Captain Pop ?, has removed the last vestige of an excuse for the enemies of the southern route for the Pacific Road. It is now well known that, with a trifling expense, crystal fountain* of the purest water may be procured over the short section of country that was thought to be destitute of water. The fact is also established that abundance of fuel can easily be procured in the same section of country. Two Husband*—A beautiful woman, about twenty-five yean of age, was arrested night before last, on a charge of bigamy. The charge was preferred against her by her hus band, who married her about tbreo weeks since in New York, after which they came to this city and took lodging* at a hotel in Fourth street The party remained there about ten days, when the female left and took room* at a house in Cbesnnt street. On Wednesday the husband heard of the whereabouts of his iaith- less spouse, aud called at the hotel to see her, when she very frankly told him that she was already married and had a husband iu Califor nia. He implored her to come with him, but was peremptorily refused, whereupon he pro cured a warrant for her arrest Alderman Eneu held her in $1500 bail, in default ol which a commitment was lodged agalust her, but she was soon released. It <s stated that the dashing young lady went ofl’for Euglanu yes terday morning in the steamer City of Balti more.—[Phila. Ledger.] Vermont Legislature.—In the Vermont Leg slature, on last Saturday, an order was passed instructing the select committee on Kansas affairs to inquire into the expediency of disbursing money from the public treasury for the relief of settlers in Kansas. A series of resolutions condemning the outrage upon Sen ator Sumner by Mr. Brooks, of South Carolina, were passed—ayes 160, nay* 16. A resolution approving the speech of Mr. Sumner in the Senate, in May fast, was adopted—ayes 152, nays 7. Resolutions offered by a democratic member, condemnatory of the coarse of Anson Burlingame, of Massachusetts, were rejected. Potato Crop in Ireland.—The Banner of Ulster, a reliable Irish paper, say* that the potato crop of Ireland, north and south, Is the best raised in the country since 1839. The average retail price is 4 to 4 1*2 pence per stone of fourteen pounds. Important Decision—It is stated the Sec retary of the Interior has decided against the ruling of the late Commissioner of Pension.*. making a discrimination between the volunteer and regular service. The soldiers of either semcc are, therefore, equally entitled to boun ty land. A large number ot cliims that have been suspended pending the decision of this question will now be satisfied. A Model Mayor—The Mayor of Port Lava ca, *o soon as he wa* elected, pulled of his coat and rolled up bin sleeves, and went to work at the repairing of one of the bridges, which was in so dilapidated acouditlou as to injure trans portation. The Lavaca Herald thinks that Mr. Clow will make an efficient Mayor. A Hoop Catastrophe—Sara: “Bob, what makes you limp so ?" Bob : ‘"Limp," l guess you’d limp if thou had walked between two rows of barrel houps as long as I have. Why, the outside of my leg* are as raw as a piece of beef; but I have got an invention to cure that difficulty. I'm going to take them military pants of mine, and tan a piece of bar steel right down through the stripes, and then if any hooped female, or walking coooper's shop,invites me out, I shan’t have ray leg saw'd off.
