Cotton estimate.. Wright's New York Circular of last Wednes day yather checks the late tendency to exagera ted estimates of the cotton crop. Be says: In my last circular, I ventured upon tbe opinion that the crop for this smsou would not reach 3,000,000 boles. I have nothing since Itom tbe South to induce me to enlarge it; on the contrary, I me more and more reason to reiterate it. Some parties in New Orleans, In fluenced by heavy receipts, aro disposed to name a largo figure. Let the receipts be light for a few weeks and the aame gentlemen would drop at once to 2,800,000 to 2,900,000 as the maximum; the receipts this season If relied upon as the indication of probable crop, ut least before March next, will only tend to mislead and cause disappointment. From LeNord. We cannot avoid mentioning a fact which n our opinion, is a most important One. Russia U the object of an accusation Ikom the Cabinet of London, and probably also from that of Vien na, whloh, in this question, goes hand in band || with England. And on what does the accu sation bear I It cannot be the affair of Bolgrad, for Art 20, of the treaty of Paris, la formal on that bead. It can, therefore, only be the ques tion ofthe Isle of Serpents. But tho declara tions of the Cabinet of St. Petersburg hare bwn so clear and categorical on the subject of that isle, that it would be really an Insult to our readers to recur to them. We may, neverthe less, remark that thia Cabinet has repeated to satiety that that islet could never become the subject of any dispute, since Russia had alwavs bad possession of it without the slightest ob jection on the part of Turkey, since it could never become a strategical point of any Impor tance, and Its only value to Russia was that, lying on the road to Odessa, it served to keep up a light-house which was Indispensable to the numerous vessels going to that port. Russia besides has declared, and it is the irlncipal point of tbe whole afikir, that she re- I irred the question to the Congress of Purls. Since therefore Russia only sentner six soldiers there because foreigners bad come to take pos session of a light-house which belonged to her, was it not more natural, supposing both parties to be animated with equally conciliatory feel ings, that things should bo allowed to remalu InBtatu quo until the decision of tbe Congress, the authority of which, when once admitted by all for the settlement of questions arising out of the late war, could not be disputed? What, however, do we now see? Scarcely has Russia declared that ahe will accept in good faith the decision that may be come to in common by all, than England and Austria refuse to submit to that decision, and, by so doing, deny tbe com petence ol the Congress. In other words, the cabinets of London and Vienna, for reasons which we will not at present examine, arrogate to themselves the right of deciding by them selves questions whicb properly belong to ell the powers that signed the treaty of Pari-, and in which they are, strictly speaking, both judges and parties. Dr. Robert Collins Wo Intend publishing the letter, fram the Georgian & Journal, written by a citizen of Thomas ftvoring the election of Dr. Robert Col Una as President of the Main Truuk Company, but the paper containing it has been mislaid. We have not the least objection to Dr. Col lins, and would favor his election If it was just and right that he should be elected, but we de not consider any one entitled to the office ex cept he who represents the largest amount of stock, and In whose hands the destinies of the road would as safely lie trusted as In the hands of any other.
