The lora amounts to half a million of dollar*. The tnpren : Court and the Right of Secession. From an article of the New York Evening Port it would seem that the Judges of the U. E- Supreme Court have taken it into their wise noddles to declare against the right ot secession- That they shoald be strongly in favor of the perpetuation of the government to which they owe their living is reasonable enough. And far be It from os to set op our poor judgment in opposition to the profound learning which adorns that Ulostrioas bench. Still, when they assert “that anything which may be done unauthorized by it (the Constitution) is unlawful,”we hare to confess our amazement We had not before supposed that the people or the States had to go to the Constitution for permission to do or not to do. We had been weak enough to imagine that the “States" or the “people" had the right to do, Constitutionally, even, whatever the Constitution does not expressly forbid their doing. We had been foolish enough to think that “The powers not delegated to the United States by the Consti tution pur prohibited by it to the States, art re* served to the States respectively, or to the peo ple? and that “The enumeration in the Consti tution of eertain rights shall not be construed to deny or disparage others retained by the people." (See 10th and 9tb articles in amend ment of the Constitution.) And as the right of secession had been no where delegated (or relinquished) to the United States by the Con. etitutum, we bad taken it for granted that tu&t right>till remained with the States. So foolish wen we! Batit matters very little what may be the dictum of federal Judges of the Federal Court, as to the right of secession, w hen any of the States, the creators of that Court, see tit to ex ercise that right,they will not goto their crea ture ! tor the permission so to do. The Abolition Evening Post chuckles con. aiderably over this “first judicial declaration which the Supreme Court has ever made against what tho Nullifies term the sovereign and unalienable right of secession." According to the Post— The members of the court who united in denying the right of secession, and hold that secMtion is practically revolution, were Roger B. Taney, of Maryland, the Chief Justice of theCoort, John McLean, of Ohio, James M. Wayne,of Georgia, Samuel Nelson, of New Tork, Robert 0, Grier, of Pennsylvania, and Benjamin R. Curtis, of Massachusetts, associate justices. Seven to three—two from the slave States and four from the free States. The dis sentients are all from the slave States—Camp bell, as we have already stated, from Alabama, Daniel, from Virginia, and Catron, from Ten nessee. Mon. John C. It does not appear to me unrea sonable to believe that the friendships of this life are perpetuated in heaven. Flesh and blood, indeed, cannot inherit the kingdom of God; but 1 know not why that which constitutes a pore source of happiness on earth, individual affection and love, may not survive the tomb, Indeed, Is not the principle of happiness to the sentient being essentially the same in heaven and on earth? The love of God and of tho good beings whom he has created, and the admira tion of the material universe which he has form ed, can there be other sources of happiness than these to the human mind, unless it Is to alter the whole structure and character? Details of Uie Washington’s Sews The following details of accounts brought by the City of Washington are contained in the Philadelphia Enquirer : ENGLAND. The West India mail steamer Parana has arrived, with one million and a half of dollars. The Times* city article of Nov. 5th says: “The English fond* here been less buoyant to-day, but the market still has a favorable ap pearance. The final quotations of the 3 per cents on the Bourse this evening were 60 cents for money, and 96 for 85 cents for account, showing a decline of about 4 per cent Private lettere from Paris indicate no decided change in the money market, and although the j tionof the Bank of France fa supposed to slightly improved, there is as yet scarcely ten dency to return of general confidence.” The Anglo-Saxon, from Quebec, and W.8. Lindsay, from New York, arrived ar Liverpool 5th November. THE TROUBLES OF THE ALLIES. The British fleet is formally announced to remain in the Black Sea until Russia fulfils her obligations: that Great Britain, Austria and Turkey claim to be firmly united in this policy; that these three powers are making strenuous efforts toj withdraw Louis Napoleon from co quetting with Russia, and that Rassia is mak ing equal efforts to secure his alliance. The Times’ correspondent writes on the 31st ult. that the influence of Rassia in the Dan ubian Principalities increased from day to da and the Russian Consul General was aga master of the situation at Servia. The same writer says that England is quite as inclined to the yroposed conference as Austria. Admiral Lyons lias formally notified the Russian Minister that he will remain with his fleet in the Black Sea. THE NEAPOLITAN TROUBLE. Till! Neapolitan affair remains as before. The recalled French and Fngiish Ambassadors have landed at Marseilles, and a ship or two from the fleet will occasionally visit Naples to see that all goes on quietly. The Neapolitan Minister had not left Paris, and he held language as if he intended to re main. The same writer remarks that the ad vent of Rcdacbic Pasha secures a Minister not likely to be influenced by Hessian intrigue. The Times’ Paris correspondent writes on Mondayjcvening tiiatM.Bremier had'arrived from Naples. A dispatch irom Toulon says the Neapolitan squadron doe3 not stir; nevertheless it Is taking on board provisions and ammunitions of war for six months, FRANCE. Count Kisseleff would proceed to Compiegne on Tuesday, to deliver to the Emperor an auto graph letter from the Czar, A good deal of discontent is prevailing in the manufacturing districts of France, owing to apprehensions of commercial reform, even without the immediate agency of legisla tion. The Times (Paris) correspondent says that the tariff question is likely to add to the diffi culties of the Imperial Government, and the manufacturers express their dissatisfaction, and affirm that the Emperor initiated the pro hibitive system, for which they voted him for the Presidency as well as the Empire. Carn was falling, but there would lie no marked difference until next year's crop was sown. At Toilon, Bordeaux, and Marseilles, the average price was maintained at the latest dates. The Morning Herald (Paris) correspondent states that commercial accounts agree in ad mitting a greater abundance of money, and the certainty that no money crisis Is to be feared through Inability to meet engagements. In the Paris Corn Market little done « the past week. Louis Napoleon continues at Compeigne, where he has had lengthened Interviews with Baron Hurancr, Austrian Plenipotentiary. The Morning Post correspondent writes __ Monday evening that Mr. recre bad arrived from Naples, and would leave on Tuesday for London. Lord Granville was in Paris, and would visit Compeigne. The Neapolitan Min ister had not left Paris. Tbo funds show some flatness, and closed quiet at scarcely ont-eighth per cent, below those of yesterday. It is satisfactory to witness the stability with which the trade of the country bears the pres sure of the enormous rates of discount now current in the discount market. A good de mand for money at foil rates, bat no pres sure. GERMANY. A Committee of the Germanic Diet hav< . ported in favor of Prussia's claims upon Neuf- chatel, but England has offered, in conjunction with France, to arbitrate the matter. - The Free Trade Association of Hambar have voted in favor of taking steps to abolis the Hanoverian State dues. The balance sheet of the Austrian Bank for October shows furthor improvement*. TURKEY. The change in the Turkish Ministry is con firmed; Rcdschid Pacha is now Vizier. The Bessarabian frontier survey has been com pleted. • The day fixed for investing tho Sultan with the Garter, was that on which Redschid Pacha entered on his functions as Grand Vizier. It fa reported in the Beaton Traveller that ooe of the crew of the barque Adriatic states that Capt. Durham and the second mate were on deck at the time, and aaw the steamer's ligb-s 20 minutes before the colifafon; they also put up lights, which did uot appear to be noticed. After tbe shock, the steamer waa seen for a few minutes. Tbe first published report of this matter appears in tbe Belfast Journal, and states that the steamer ran into the barque which Is evidently absurd from the manner of her sinking. The report that tbe barque fa but little injured is not generally credited at Glou cester. GLOUCEsm, Nov. 17,1856. TO the Editor of the Boston Journal The report of tbe lom of tbe French steamer Lyonnais in Saturday's papers, stales that the vessel which ran into her probably saak with all on board. This fa undoubtedly not the case. The torque Adriatic, Capt. Durham, of and from Belfast for Savannah, arrived at this port oa Tuesday, 4th last, in distress, having been in contact with a steamer, and had her bow badly stove. Tbe captain reparts that on Son* day night, 2d lost, be was off Nantucket, in a thick fog, when be discovered a steamer aboat a quarter of a mile distant, coining toward him, and from her coarse judged that she would pass under his stern. In tbe excitement of the moment the light on board the barque got put out, and by the time it was re-lighted, be found that the steamer had changed her course and was coming direct ly towards the barque and would strike about midships. He immediately ordered tbe helm to be put down,which caused her to strike the steamer, as he thought, near the paddle box —The steamer kept on, as be supposed, with out stopping to inquire the damage, and was almost immediately out of sight in the fog. From these facts, the Adriatic fa undoubtedly the vessel which struck the Lyonnais. The torqne had her bowsprit ripped up, and her stem and many of her head timber* broken. She fa a new vessel, and was on her first voyage in ballast. She fa still in port, not having •amileted her repair*. It fa most singular that Capt. Durham did not made a report until the news came from New York. Tbe Rev. John B. Cocagne, who was a pas senger on board tbe Lyonnais, was tbe French mtarinnary, employed by tbe Methodist Mis sionary Society Jor a time In that city, and sab- sequentiy in Detroit, where he succeeded the Bev. Thomas Carter. He was going to visit hfa relatives in France. [From the Boston Transcript.] We are requested to say that tbe statement in some of the papers, that among the passen gers in the Lyonnais were T. G. Gibson and wife, fa incorrect in two particulars. Tbe gen tleman referred to fa Mr. John Gardiner Gibson, of this city, and fa unmarried. It fa a singular coincidence that Mr. Albert Sumner, just wrecked in the ill-fated French steamer Lyonnafa, had a brother who was lost by shipwreck a few years since with the Coun tess Ossoli. A nd Mrs. Sumner also had a sister, (Mrs Ball,) who, with her husband, was lost In tbe packet ship Home, bonnd from New York, to Charleston, several years ago. This disaster led to an amicable law suit. She was wealthy, being a daughter of the late Walter Channing, a merchant or this city. By the Code Napoleon, it fa provided in any such catastrophe a young child shall be presnmed to die before its parents, and a wife before tbe hatband; bat it was in evidence that Mrs. Ball had been heard to call wildly upon her husband, who made no reply— thus creating a probability that be perished I rat. Mr. Gibson wu a grandson of the late Samuel Hammond. Mucli sympathy fa felt in this community for tbe relatives who are suf fering such an agonizing suspense as to the fate of those dear to them. The Evening Post, of last Tuesday, says: The money market has reassnmed a cheerful tone. Tbe bank returns show a re-accumula tion of western deposits in bank, and of specie, upon which the banks have re-commenced ex panding; as an immediate consequence, the rates or first class six months paper has declined to nine per cent. Tbe specie in bank most be fully thirteen millions. Since October, the banks heve in creased over two millions of dollars, and are likely to increase all this and the next month The proportion of specie to the demand liabili- ties fa now eighteen percent., which fa an Un provement of two per cent, in tbe last fourteen days. Beware of Man Traps—A fellow by the name of Harris, who used to publish a scurril ous sheet iu this city called tbe “Broadway Belle," has been setting a trap in the shape of a woman to catch and bleed “a wealthy mer» chant of Baltimore," (Mr. Tifbny.) The par ticulars are not for our columns; but the result of the affair fa that the biter got badly bitten. After demanding $100,000 to heal hfa wounded “honor,” he finally settled for $5,000; three notes at three, six and nine months for $1,000 each, and a draft for $2,000 on Baltimore. Tbe latter he confided to the hands of a broker for collection, taking in exchange a receipt for the amount. The broker forwarded the draft, bat knowledge of the fact coming to the ears of tbo police, the payment was stopped. On Saturday officer Ham, of Boston, pro ceeded] to Lowell and took charge of the guilty couple. Immediately alter hfa arrest, Harris threw away the three notes and the receipt he had taken from the broker: but the evidence against the rascal of conspiracy to defraud fa sufficient to place him under treatment at the expense of the State.— N. Dr. Gadsden, brother of tbo Minister, en ronte home per Isabel this morning. Tbe Mexican war steamer Iturblde, which ran away from her allegiance, will be detained here on the application of the Mexi can Consul and Almonte, until the orders or the Mexican Government can be received. A Mammoth Sheep.—The St. Lawrence American, of Ogdensburg, says: “The largest sheen we ever saw was on board the steamer Northerner, on her passage from Kingston to this port. He was two years old, and weighed 315 pound*. He wo* an imported sheep, and was exhibited at the Provincial Fair at Kings ton. A gentleman from Vermont has purchased him, and was taking him home. The price paid was $315—a dollar a pound for mutton l Converted to Papacy—Considerable ex citement has been recently caused In foreign circles by Mme. Henri Rodrigues, the wife of one of the richest Israelitish exchange brokers of Paris, publicly adjuring Judaism and em bracing the Rrman Catholic religion. There fa a report that the wife of Baron Rothschild contemplates a similar apostacy. Flush Tikes.—In tEe case of Merick vs. Sunderland, recently decided by the Supreme Court of California, in favor or the plautUb, involving the title to one third of the city of Sacramento,valued at $300,000, Joseph G. Bald win, Esq., author of “Flash Times in Ala bama," got a contingent fee of upwards of one hundred thousand dollars. “Served him right." Montgomery Advertiser. Libel Suit—Major Hnffington of Wilming ton, Delaware, has entered suit for $2,500 dama ges against the editor of the Delaware Republi can, for libel, in the publication of an artiole in his paper supposed to reflect upon the authori ties.
