It Is very certain that Sjoott and McKibbon, Democrats, bavo boon elected to Congress from California. The former, It we believe, a native of Richmond, Ya., and ton of Robert O. 8cott of that city, Into American Consul at Rio. Uuchnnon hat probably beaten Fillmore five or six thousand, while Fillmore la believed to havo beaten Fremont badly* The oomplexlon of the Legislature, (having a Senator to eleot) is undecided* W.vi.kkr’s Envoy to Enoi.and^-A from Washington to the New York Timtt soys there is in that oity (Washington) “an Envoy Extraordinary from Walker on his way to Lon* don on a secret mission, who has received semiofficial information, since his arrival, that the British Government will receive him with open arms, and so fully recognise the Govern* ment de facto of Nicaragua. The fact that Walker designs a confederacy independent of the United States, and not annextion, will doubtless aid him much with Palmerston.” Colouel Wood reminds us of an eccentric sheriff* iu a county inEugland, of whom it Is said that he once got a jury together all of limping men; another time he brought togeth* er a lot who were all blind of an eye; and on a third occasion he found twelve good men and true who squinted. This lost effort of the ec* centric sheriff rendered it utterly impossible for the court to proceed or the lawyers to speak, the laughter was so excessive. The Colouel seeks, too, for what is strange and outre in humanity, and he has brought together specimens such as no one would ever believe bad existed before. To see them is to believe. "" ■ ia> i gei—* —-■ Cotton Culture In Algiers. A correspondent of the Liverpool Tima, gives arathcr discouraging report of the French effort to supply ihe markets of the world with cot- tou raised in Algeria. He writes: As to cotton, the utmost that the most en* thusia&tic Frenchman can say about it is, that it is uii expensive experiment. I have asked in vaiu for those cotton plantations which pro* duceii the tongue poie and the cotton jaioif utul the fine stockings which we saw at the Froueb Exposition, (Wold's Fair.) I have been told, as u fact quite decisive of the cotton question, that the prize of 20,000f; offered an nually by the Emperor for the best specimen of longue me cotton, bad been divided, in 1855, between a Freuobinau and an Arab. This fact suggests the conclusion that natives and colo nists are all striving against each other to pro duce cotton, and that all French Africa 1b cov ered with competing cotton plantations. The fortunate winner of the 10,000f. is the Gald All Ben Mohamed, whose plantation is near Guel- raa. As I bad asked in vain for cotton, wher ever I had been,I had made preparations to take a two days’journey ou mule back, in order to see this famous plantation, when 1 fortunately met with a distinguished Arab, who knew both tbe place and the Gaid, and who assured me that this cotton plantation amounted to about 15 acres. Subsequent inquiry confirmed this statement, and 1 came to the conclusion that the Guelma cotton plantation was not worth four days’Journey, and the further chance, if the rniu should come on, of being shut up in that country for a month.” With nil the forcing of the Government and its proposition to buy all tbe cotton produced there, at a favorable price, all the laud culti vated with cotton at the last published returns was 1,000 acres, and for the produced the Gov ernment paid 300,000 francs. The writer.addsi “Seeing that the cotton produce throughout the world, la, I believe, about 700,001 tons, whereof The steamer Illinois, with California mails of the 6th Inst., 304 passengers, and $1,840,220 In specie, aviived at New York Saturday morn ing. SUMMARY OF NEWS. Thu Alta California of the 6th, makes up tliu following summary of news for tho two weeks previous i The Presidential election in California is con Udcntly stated to itavo resulted for the Buchan- lettor an uud Breukluridge ticket, by a plurality of at least eight thousand. JTlie Commercial Advertiser of Saturduy even ing rays : The money market this week has shown few features of change, and the rates have remain ed without alteration Rom those of Saturday last. Thu regular rate on call is seven per cent, but contracts ure occasionally made at a lower tigure. The banks are in easy circumstances, and aro free lenders on demand.as well aa tak ing pretty much all the desirable papers offer ing by their customers. Prime endorsed paper may be quoted at 8 to 9 per cent, up to 10 to 12 pur cent, for names not so well known, with a good demand. Tbe Day Book of the same date, says The money market continues to gain greater ease, uud discounts are more readily obtained at current rates. Cotton has this week ndvanc ed to 124 for middling qualities of uplands. The sales have, in tbe same period, reached about 15,000 to 18,000 bales, including part in transitu. Tbe supply of cotton Is not likely to exceed, as we have previously stated three mil- lious of bales. With such a supply prices, with the present consumption, cannot fail to advance before the close of next spring. The Intoduc- tiouof such an immense supply of gold within the past few Fears, has tended greatly to en large powers of consumption on the part of the musses, und the time hasmeosueably gone by when tbe Bank of England, by turning her fluuuauciul screw, and raising the rates or dis count, can materially depress the price of cot ton. She ought also to consider that tbe grow ers of tne article have gained greater strength within a lew years past, and have greater con trol over tho urticlc, and moru ability to decid- wuethcr they will sell at prices dictated by En glish manufacturers, with the movements of the Bunk of England to aid them. The S.iu Francisco Bulletin, of the evening of the departure of tbe steamer, says it is impossible to give a correct return of the State in time for tuo sailing of tho steamer. SalUciunt, however, has been ascertained to give the State to Buchanan by at least eight thousand, Democrats will have a majority in the Legislature.
