Washington, Dec. 1.—Congress assembled to day, ut 12 o'clock. The galleries were crowded, and there was x large attendance of the members, of both Bouses. After tho usual preliminary business, a Joint committee was appointed to wait on the Presi dent and inform him of the organization of Congress, and it! readiness to receive any mes sage. The .Senate adjourned at an early hour. In the House, Mr. Phelps of Mo., presented the credentials of Gen. Whitfield, the delegate from Kinsius, asking that be be aworn in. Mr. Grow of Pennsylvania,objected,contend ing that tha Kansas election was illegal, it beiug i'i violation ot the Constitution and organic law. air. Phelps contended that Gen. Whitfield wm entitled to admission, as he presented pri<* nm facie evidence of his election, and there were none here to contest it. The credentials would oe referred to the Committee on Elec tions, whose report the House could not act with Justice. The question was then put on the admission of Geu. W. f uua decided in the negative by seven mnjority, Mr. Grow moved to reconsider bis vote, aud then to table ills motion. The friends of Whitfield then commenced a parliamentary struggle to stave off a vote until the arrival of absentees. Unsuccessful motions to adjourn, &c„ were decided by yeas and nays. The House adjourned pending Mr. Grow's motion. In each House it was announced through the committee appointed to wait on the President, thut he would transmit his message at noon to morrow. The Raleigh correspondent of the Wilming ton Herald in a letter of November 28th writes: Judgo Wayne, of tho Federal Court, was taken this morning with a severe attack of paralysis. Ho has not yet recovered. Of course, no more business will be done in the Court. Two boys from the Western part of the State have been tried and convicted for rob ing the mail. It is doubtful whether the Judge will bo able to pronounce sentence on them at this terra. Tnis Georgia Conference.—The Annual Conference of the Methodist Episcopal Church or this Stato, commences in,this place, to-day Mjftereuce will be opened this morning at 10 o dock at the Methodist Church, Bishop Andrews is expected to preside. Gentlemen Your communication of the 24th November, setting forth the proceedings of the Georgia Hussars, at a meeting held by that corps on the 17th ultimo, and a letter to the Secretary oi the Charleston Light Dragoons^ under date of the 27th November, the whole accompanied by a note, under cover, to Capt. Paine, of the Dragoons, have been received and disposed of, as will presently appear. Be as sured, gentlemen, that with the ready and wel come wit of a Dawson, and the stirring and ef fective eloquence of a Hartridge, still as it were ringing in my ear,that I enter upon the discharge duty now assigned me with no ordinary degree of acceptance and interest. Your kind invitation, as you will perceive by one of the resolutions which follow these remarks, has been accepted by the corps that 1 have the honor to represent. Tbe Dragoons will visit Savannah on the oc casion of the celebration of the next birth day of the immortal Washington, and, as you have assigned them "a place In the picture," at that time, they will occupy it. For the very cordial and fluttering manner in which you have been pleased to couch the invitation from the Hus-* sars to the Dragoons, as tbe official or gan of the latter, you will permit me to return you their unqualified acknowledgments. Communication will he kept up with you by a committee appointed by the dragoons for that purpose. Iu conclusion, 1 have the pleasure and honor to transmit to you the (ollowing copy of a series of resolutions, which were, with great unanimity, passed ata meeting of the Charleston Light Dragoons on the 1st inst., and with every assurance on the part of my corps of the lively interest they feel in the success, welfare and happiness or the Hussars, beg that you will believe me, with sentiments of the highest esteem, Your very obedient servaut, James H. Resolved, That the Secretary convey to the Hussars the proceedings of this meeting, with suitable expressions in regard to the feel ings of the Dragoons, in anticipating a renew al of tbe pleasant intercourse so happily begun on tbe recent visit of the Hussars to Charleston in April last. Serious Railroad Accident.—Washington, Dec. L—A serious accident occurred on the Manassas Railroad, Saturday uight, at the Gap rivor station iu Warren county. The ,bridge over the Shenandoah gave way under the weight of the train, which, consisting of the engine and five cam, was precipitated forty-flvo feet iuto the river. Horrible Death prom Hydrophobia.—At Allentown, Pa., last week, Henry Brotzman, a young man, died of Hydrophobia. He was bitten about six weeks since, but the dog was instantly killed. A horse was also blttop and died. In skinning it tho young mau received a wound, uud agulu his whole system was re-poisoned. Several days alter, be complain ed of dullness and pain in the head and 1 mbs, which, with the bewildered appearanco of the eyes and dread of tho sight of wafer, were the first symptoms of tho horrible disease. APALACHICOLA, Nov 29—Cotton— 1 The receipts during the post week amount to 1,674 bales, and tbe exports to — bales, leaving the stock on hand, including all on shipboard not cleared, 7,788, against 6,677 bales at the same time last year. At the cioso of our last weekly report we left the market with vory little doing, buyers waiting for a hotter supply which the rise in tbe rivor was bound to bring out. This state or things continued throughout Saturday and Monday. On Tuesday the umrkei opened with sales of 550 bales, at about tho prices quoted in our laBt review. Wed nesday the demand increased, tbe sales ot tho day fuming up 1,625 bates. Factors woro ratter less stringent Iu their terms on Monday, but only a few buyers came for ward and barmy 6000 bales were disposed of, pri ces generally being easier but without any quotes- bio change.
