mutes for the ensuing year have been laid be
fore Congress. The appropriations asked for
amount In the agmgate to seventy one and n
qoaiter millions. Of this snm one million and
a quarter are required to meet the deficiencies
of the current year.
The death of Senator Clayton was announced
in both Houses. The final vote on tho case of
Whitfield, Delegate from Kansas has not yet
been taken. He will eventually be admitted.

now $413,683 67-100. This fund is subject, on
the first day of April next, to the payment of
$28,000, rent of line from Gordoftto Mintont
and also to such depreciation iis may exiwt in
the stock and bond assets of tho Oompuuy. It
la kept at a considerable ligurc to cover any
such' depreciation. All the stocks and lionds
pay interest, except the stock of the Montgom
ery Road, of tho Eatonton Roadjf and of the
Augusts & Waynesboro’ Road—and these are
expected 4 to pay lioreafter un uvornge of five
per centum.
The foregoing statement—the exact accu
racy of which may be implicitly relied upon—
carries with It its own comment.
We believe that it was Mr. .Speaker Hanks
wh& made and unnounood the discovery that
the railroad enterprises oi the South are alt
ruinous Investments. And yet it may be doubt
ed whether even ho would object to the “ruin
ation” of owning a_ few thousand shores of the
"Central” stock.

A utile more than a wockugo, Gen. Vidnurri
was In possession of the frontier aglow down
the line as Cittnargo. His possession was but
momentary, however. Learning that a large
force of Government troops, under Gansa, was
marching upon his strong-hold of Monterey, ho
hastily abandoned bis positions here on the
river, und put back by forced marches to meet
tills new enemy in his rear.
He proved too lute, however, by a day or two.
Ilia enemy bud got ahead of him, driven his
forces from Uadeireta and Monterey, Vidaurri’*
forces fulling hack from the latter city to the
llluck Fort or citadel, which commands the
entrauceto tho city. In tho meant! mo Vida unfa
vacated positions on the river arc all rcoccupied
by the troops under Gen. Gariza. Against them
oarae from the vicinity of Victoria, one of
Vidaurrl’s colonels, Martin Sayaa, with a large
force, and in attempting to recapture Gamargo,
got himself badly beaten, and woa repulsed with
a heavy loss. Nothing daunted, Vidaurri pushes
ahead, presents himself bofore Monterey, is
joined by his allies in the Bluck Fort, divides
his forces in two columns, commences the on
slaught, and after an hour and a half hard
fighting finds himBelt again in possession of the
city-
Simultaneous with the news of Vidaurri’s
new successes comes the intelligence of n re
volt against the Government in Tampico and
Victoria; both of which places, it is said, have
“pronounced,” and imprisoned the officers of
the Government.
From this it ig seen that the whole frontier
is indulging in the dclicato luxury of a “freo
fight,” and the interior, judging from tho latest
intelligence, is fait following «uit.
We have also received trom un esteemed
frieud nt Brownsville, the following extract
from a letter, dated Monterey, November litb,
giving an account of the fight between Gen a
Vidaurri’s command and the Government troops
under Gar/a, which resulted in tho total defeat
of the latter:
I arrived here yesterday. Alter an eight
days march from Gamargo,Garza entered Mon
terey, without any opposition, four days ago.
Tho row troops of Vidaurri retired to the cita
del, which they dofended with success. The
troops to whicli I was attached entered the
town in two divisions, and for one hour and a
half fought like devils. Garza’s men at length
;avo way, aud ran like good fellows, one par-
y retiring towards the Saltillo,the other toward
/ictoria. We took all of their amunition,
about 150 pack mules, and four pieces of artil
lery. Four hundred of our men followed them
fomeveral leagues, but, as our horses were
broken down, wo could net overtake them.
To day our men are bringing in prisoners. We
lost two men killed and about thirty wounded.
Everybody is wild frith joy, aud who revor
Vidaurri appears, they send up wild huzzas.
The foreigners here tell mo that Garza was
certain of success, and he publicly proclaim
ed, tho day before our arrival, that be would
breakfast in the citadl the next duy,(yesterday)
I regret that the governor lost his breakfast,
poor fellow—but tnon he should not havo been
so ambitious us to select an occupied fortress
for his saloou. I am not ablo to inform you
as to our future movements J wc will, on all
irubttbility, remain hero some time. I learu to
Jay that a largo body of men are advancing
from Sun Luis to attack us. 1 donotpiaco
much faith in the report. .Just at this moment

Garza's officers, prisoners; they havo just beeu

There was a very fall attendance of members
of tho Houso this morning, and the first question
that arose wob upon the Kansas laws. So the
Houso began where they left off at tho late ses
sion of Congress.
Mr. Whitfield’s credentials, us delegate from
the territory of Kansas, were presented, and ho
was about to be qualified and take his scut,
when Mr. Grow, the chairman of tbo committee
on territories, otjected and went into an argu
ment to show that tho clcotiou law of Kansas
was illegal and void.
The House virtually decided at the first Besdon
of the present Congress that there could be no
legal election of a delegate from Kansas—that
Gen. Whitfield’s election was void, on account
of the illegality of Us source, and that Gen.
Reeder’s election was void because without the
authority of law. Thus, according to the de
cision or the House.no delegate can bo elected
to Congress with law or without law.
Tho character of other laws of tho legisla
ture of Kansas was also brought into discussion
by Mr. Grow, and the House have thus a sub
ject for some nine weeks of discussion, if they
cliooso to avail thcmsolves of it, even to tbo
exclusion of all business whatever. When the
question shall be taken in a fall House it may
be found that the majority of the House is re
versed on this question, aud tho decision of the
last year may also be reversed. But the House,
not being full to-day, the motion, that Gen.
Whitfield bo sworn was lost-yeas 07, nays HU
There were, therefore, twenty-one members
absent or not voting. Mr. Phelps voted with
the majority in order to move a reconsideration.
One member who would have voted in the af*
firmattve was out. Mr. Scott Harrison did not
voto, but if iu his seat, ho would have voted in
the affirmative. Mr. Haven undone or two
other Northern Americans voted against the
reception of Gen. Whitfield.
Although the vote is very close, yet I still
think that when all the member* shall be pres
ent Goneral Whitfield will be allowed bis
seat.
Ills plaiu that the Republicans have uot
given up their election yet, and have come
here to continue the contest upon all the issues
as presented in Mr. Grow’s speech.
Mr. Morse has not yet received his instruc
tions for New Granada, inasmuch as the ad*
migration has been engaged with other mat
ters. But he will have them in time to go oat
iu the steamer of the Otli.
The messago will bo communicated at twelve
o'clock to-morrow.
The House will employvthte day in staying
off a decision upon the Whitfield case, In the
hope that some Southern absentees will arrive
