The power of the State Government to tax without limit, all items of material wealth within her jurisdiction, la dear, unquestioned and unquestionable. The. Federal Courts have expressly and repeatedly affirmed it. A State cannot, unaer the Federal Constitu tion, lay duties on imports, but she can tax all imported commodities offered for sale within her limits. Not only every State in the Union, but oven every mu nicipal corporation, authorized to do so, by State legislation, has exercised this power from tho foundation of this Gor-j ernment to this day. It is at this mr ment exercised by some of the State greatly to bur disadvantage.
