And be it farther ordained, That a tax of four per centum shall be levied, uiwesa- ed and paid, on the gross receipts of all pre miums received by Insurance Companies or Agents of Inouronce Companies located within toe city during the pant year, whether such corapunlea be incorporated uero or eUewbere, and by each aud every agency for Individuals or company carrying ou the buaineas of insu rance, and whether incorporate or nut; uud every company or agent failiug to make the proper return, uhall be taxed iu the sum of one th .uaand dollars—the next return under tbui ecctiou to be made ou the 1st day of Jauuary next fur premium* received since the lut day of Jauuary laat, uud on tho iui day of January in each aud every year there after. And be it further ordained that a tax of flve dollars shall be levied, asseaoed aud paid on every hone or mule with in the city (except one boasetoeaobmem* her of the Georgia Human, the officers or the city police, city Mamba! and Deputy Mumbai, and home* or mules used tor loading and unload iug veaael*;) aud that every person and inha bitant or resident of said city, engaged in bu sbies* or labor, not returning any property and uot eutitled to a registry ticket, Shull pay a tax of three dollar* ou or belore the lint day or Feuruaryiu each aud every year, under a penalty of five dollar*, to be a**e**ed : by the Mayor on information beiore the Police Court uguinst a defaulter, one-half ui such penalty to the informer.
