Heretofore, they have been accustomed to treat the various ptaus proposed for securing Direct Trade to the South with ridicule. And ti e truth is but for tho hono»t purpose oi their advocates we would admit the most of them merited lit tle else—all being more or less mere messes of •moonshine. But here comes u practical sciiemo, this of Mr. Toombs’—full ot good, hard sense and valuable BUggeatbn—nmouutiug to a simple proposition to the Southern States to levy an, ad valorem tax upon all goods, wares and mer chandise offered lor sale within their limits, other thin those imported directly irorn loin elgn countries. This tax should be high enough (1st) to prevent all indirect importations of foreign goods, and (2d) high enough to raise Ruffle tent revenue lor all the imposition, upou the people, of any capitation or other direct tax whatever. Proceeding on the correct assumption that federal legislation has been employed to steal uway the trudo oft he South mid to destroy her commercial indep udencu, Mr. Toombs propo ses that constitutional State legislation shall now be invoked to get it buck. The Black Republican journals understand this—it is plain and sensible. The nostrils oi the Yankee always seusitivtly acute to any probability of peril to his purse, scent in this proposition an easy, practical, feusiblo aud constitutional method by which tho long con* feted boon of Direct trade and commercial freedom may bo .secured aud enjoyed by tbo Sooth. They huvo no words of ridicule to waste on this plan--it unnerves them, and they blanch while they contemplate it, at tl e prospect of haying to uubucklo aud surrender much of their iU-gotteu guilt. “It la a bungling utlerapt at nullification” •bouts the “New York HeraldSurely not of the constitution, tho courts have repeatedly ruled that it was competent for tho States to regulate their licemctaxinuny manuer that might occur to them us wise and proper. True it nal\flts Yankee commercial dutainion over the South, and this uulifluution will not be so “bungling” either, if the Southern States will only go to work aud act in the matter nui- todijr. Another Black Republican philosopher af fects to aoe in it numberless seeds of heart boning and jelously uud discord^own among too States. Huw patriotic! How considerate! Especially when the yelping hounds oi aboli tion led on by such us himself have hunted the 8outh down literally to boy, and huve forced her to calculate the value of her conucctloa with the Union. Mr. Toombs’ letter Ha read-hot chot fired in the right direction, it has hit our apolitlan philosophers uud political economists between wind and warier. A cougreve rocket thrown jntoaplle of combustible matter could not have ■timd up a wilder commotion than ha* this simple prescription for curlug tho ctmmoroial slokneas of tho South occasioned among the Black Republican held at tbo North. Let the recommendation bo followed up by prompt action in tho premisses* Let North OaroUna give her Southern sister* a lead. Why not?” The following paragraph from the Washing- ion Star, is in much the same spirit: Startled.-The letter of Senator Toombs, address to tbo Southern Convention, has for aouje days past been a the mo of very general conversation among the public men in this city.
