from a Russian, and hla purpose was served in
getting Gen. Caas thus prominently before the
publtceye. Since that time, letters have been
pouring In from the Western States upon Hr.
Buchsnan at Wheatland, urging upon him Gen.
Cassashls mo* popular man for Secretary
of State. The seal and thd quantities of then
Utters are surprising, and the petitioners are
backed up both by Hr. Douglas and Hr. Slldoll,
who desire to get the old General, under a
sense of obligation to'them, comfortably out
of the way.

Stats Department Hr. Cobb stands the be*

Legislative action, wise, straight-forward, ear
nest, legislation.

shall bo as well pleated at your continuing to
deserve, and continuing to hold It. As your
friend however, and as still mom the friend of
our gloriooa Georgia, I could And It lu my
heart, to deprive the Union or your services, for

Georgia assembly. There la work to be dono
in our own State, and by our own legislature,
which fow men can do, and still fewer, would
dan attempt to do, work which Is as necessary
to be done, and which wlUas distinctly mark a
new 'era; as the nonlmportaUon agreement or

undertake this work I fear me much, it will
never be done.
Granting then that legislative action is Im
peratlvcly demanded In the promises, tho ques
tion arises, what shall be the mode und form of
that action. Shall we secure the carriage of
our own exports, and the recepUon or our own
Imports amounting to well nigh three hundred
million by 'State aid to steamship line's;'by
'taxing Indirect (Northern) Importation’s’ or
by what other plan of State actlou. Were tho
most knowing of the Seraphim who know most
to vouch safe a plan for our extricatiou, Horn
our present subservience to Northern interests,
Innumerable difficulties, would occur to tho
demagogues, and the demagogued, and to all
and every the plans heretofore proposed there
havo been many objections and mere objections.
I myself would be well content to see any of
them fairly tried, but it seems to mo, that In
searching-fora means of securing to us our lu-
herenta commercial advantages, the simplest,
most certain and least objectionable plau has
been overlooked; entirely ignored.
It is universally known that our Southern
exports amount to very nearly ons hundred and
thirty millions; bringing back tho same amount
or Imports, and fernlshlng lucrative employ
ment to thousands of scamon and hundreds o f
thousands of tons of shipping. This trade ir
secured to ourselves would make us tho most
powcrfelof commercial nation, and the only
question with us, is not whether to secure, but
how to secure it.
l'would accomplish tills great object “by
laying a tax or (say) twenty-live per cent, upon
all produce exported from Southern ports, ex
cept It be carried In southern or foreign bot
toms, direct te foreign ports.’
It it shall be objected that a duty upon a
staple export Is directly contrary to every rule
of political economy, I reply that every article
of our exports is of prime necessity, and must
and will be sought on our own terms. Aside
from this, there is no duty paid upon exports,
If said exports be eleared for foreign countries.
If It be said that, by shutting olT northern
competition from our markets, we may reduce

attention of tho mercantile community (says
tho New Orleans Courier) to the report or de
cisions rendered by our Supreme Court last
Uonday. In the case of Keane vs. Brandon
and others, It was decided:
1, The insurance charged by a factor must
be at the same rate as that paid.
3. That be cannot lawlhlly charge It unleu
be does pay It, without the consent of his prin-
ctpal«
3. That if he does so charge it, he becomes
the Insurer, but without any claim against bis
principal for tbs premium of Insurance.
4. That any interest above the rate of 8 per
cent can be recovered back, even after acqul-
csence in an account, (or payment, we suppose,
on the principle of the decision.)
It has been heretofore often decided (which
has been re-afllrmed) that a written agreement
Is essential to support a claim for conventional
latere*, and that the charge for cash advances
Is viewed as supplementary Interest, and there
fore net legitimate.

If it be complained that, by thus doing we
shall do great injury to the north, I can only
answer, In the words of scripture, “ He who
provldeth not for his own household Is worse
than an InfldeL”
If any one Imagines that oar Legislature has
not the power to pass such an act, I must dlflhr
with him; believing that we have the power to
tax our own productions, and, on certain term*,
to remit thin tax,
If It be said that southern concert of action
Is not to be hoped for, I admit It; and claim
that, for this very reason, this plan has great
advantages over any other. Georgia exporting
five hundred thousand bales of cotton, need
care little whether other slave States do, or do
not, join In this action. Let her secure for
herself the trade appertaining to her own ex
ports, and she will H an Immense gainer.
And lastly, If It be true that we have not on
our coast, any port, fitted for direct trade,
should suppose that a poor port,might be rondo
a good one. If not, less money than the State
has given to the Main Trank Railroad, would
excavated harbor, broad enough, and deep
enough, to bear the Navy of all America In se
curity. Truly, Augustus Cicaarcrcatedahaven,
and why not we. A channel two hundred yardn
wide flve thousand long—clrcnlarorsemleular,
with two entrances to the sea, and receiving
Into Its water some neighboring river, thirty

a notice of the proceedings of the Conference
of the Hethodlst Episcopal Church which re
cently assembled at Tuskeogec, Ala., which
concludes as follows!
We condudo this hasty notico by recurring
to one of the mo* Impresslvo and thrilling
scenes ortho Conference, and to which wo
have heretofore slightly alluded. Mr.HIUIard
had been alluded to In connection with a prop
osition, which was before tho Conference, to
establish a Methodist newspaper In Montgom
ery, as its probable editor; and the prospect
or acquiring him as a memberof the Conference
was urged as a reason for the establishment or
the paper. The argument was responded to
by tho Rev. T. 0. Summon, In a seeming spirit
of lovity. Mr. Hilliard aroso und announced
to the Bishop of the Conference, and tho whole
audience, a life-long purpose to return to tho
work of tho ministry; and turning to Bishop
Fierce, said, with deep emotion, solemn, mov
ing, and pathetic emphasis;
"I give you my hand, my brother, in this

He Is not dead—be lives. I mean not tho

which cheers add sustains tho brave, and wise,
and good, the champions of truth and humun
dnd, through all their labors—that life is his

He needs no statute; he desired none. It was
tho image or tho souls ol his countrymen.
Not all the marbles or Garrsll, fashioned by
the chisel of Angelo into tho mimicry of
breathing life, could convey to the senses n
likeness so perfect or himself as that which he

In youth he laid tho base broad us his whole

Near,-lister,
European diplomacy is concerned at this
time with tills little Swiss province of scarcely
sixty tlunsnnd population, that with wonder
ful pluck and courugo defies the puwer of the
monarch of Prussia. Originally an indepen
dent State, afterward acknowledgingul!egiancc
to Prussia, now undor tho power of tbo Empe
ror of France, and then again passing under the
Prussian duminlon, until after other vlc'ssi-
tudes, It became, In 1848 by its own declara
tion, an independent State, with a republican
form of government, affiliated to thut ol tbo
sister Cantons of Switzerland. Last year an
insurrection against the government, Instigated
doubtless by the King of Prussia with a view
to restoring hla authority over the province,
wus suppressed, and tho Icadors arrested and
thrown Into prison, to be tried for treason
against the Swiss Government. Among these
leaden were members of enlment families in

fact that it would be a monstrous interference

where his claims have l>een successfully resisted,
and his authority denied an outbreak of war
there would be the opening to a grand Continen
tal contrest. All Switzerland' would unite
with her confederated Cantons, and bring into
the Held an army approachiug 230,000 of the best
fighting men in Europe—an atmy that even
King of Prussia would find it impossible to
overthrow, while defending with a courage that
haslxtcomohistoric, the soilof their native
land.
It is said that the diplomatists, who are reso
lute that there shall tie no war, wUl counsel the
King of Prussia to renounce all pretensions to
the Hoveri'gnty ofNenfchntel, and then in re
turn the government of that province will re
lease from imprisonment tiie traitors who
sought Pi overthrow.
