We are gratified to learn that an ordinance wu passed last evening by Connell, raising the ■alary of the Judge of the City Court, to >igtoo per annum. The increased jurisdiction civil, and criminal of this Court, has made it an linportanttribu- nalto our community, and when wo remember that daring the past year there was upon its dooket, upwards ot 800 cases, and that tho re venue derived from this Court to the city, much exceeds the Judges salary, no one wc think will regret that this has been done by our pre- aent board. Tho same salary is paid the Judge of tho City Court in Augusta. A court of tho Banjo Juris- diction, over a mach smaller population. This increase takes nothing from the City Treasury, the revenue derived from its tax fees &c., more than defraying its expenses. A Court of Justice ahould never be mado a source of revenue. The ordinance was supported by a memorial signed by the members of the Bar, represent ing it as but right and proper, and praying it might pass. We only regret that tho same spirit of liber ality cannot prompt our Legislature to increase the {miserable stipend that is now paid the Judges ot oar Supremo and Superior Courts to inch an amount as would recompense them for the discharge of their arduous aud responsi ble duties. All in this circuit must find a deep sourco of rtgnt in the thought, that whilst our Bench is graced by one so able, learned and dignified as thi Hon. Wm. B. Fleming, he yet receives an lnoome inadequate to his support. Let this narrow-minded policy exist no longer. Let the people feel ready and willing to so compensate their public officer that the ofloo may command those able to discharge ttc duties, and raise them above the contin gencies of fortune. Professor John LeCoue To-Night. Mturt. Editor*:—It is earnestly hoped that wbsnthe "Young Men's Christian Association” have succeeded in securing the services of an •mtnent and distinguished lecturer, that the oitiaens will, at least, show their appreciation of tbe effort by giving tbeir presence. It proposes a uniform reduction of 20 per cent, on the duties levidjby the tariff of 1840. Also, the transfer of manufactures of silks to the schedule now paying 30 per cent.; raauu- factuersof flax, and blankets of all kinds, to tbe sohedule now paying 25 per cent.; unman ufactured wool to the 10 per cent, schedule and the raw silks, most of the crude dye-stuffo, unmanufactured vegetable dye stuffa, dye-woods two, seeds, auimato, Ac., to the free list. It also provides tor additional duties of 10 E er cent, on all foreign importations In foreign ottoms not exempt from snob discrimination by treaty or by act of Congress. It also makes the decision of the Collectors conclusive as to the liability of goods to duty, unless a written notice of dissatisfaction shall be given within ten days, and an appeal be made within thirty days to tbe secretary of the Treasury, whose decision shall be final and conclusive, except a suit to recover duties be brought within tbltty days. The act to take effect on the 1st of July Blit* Kings—the former demanding supplies of gunpowder which the other refused to grant. From words they came to blows, aud almost the whole city of Nanking waa soon in an uproar. The demi-official note we aro notable to pnb- lish; it purports to have come from the magis* trate of tho city of Tanyang; and the foots de tailed to have been gained by a trusty spy, to the effect that there nad been au old qoarrel between tbe eastern and northern kings, that the eastern had installed his own son lu the place of tbe western king, whose death be bad oau3cd some three or four years ago; and that now he was plotting to usurp the throne af tbe heavenly king, vizHung Sultatuen. Ib goes ou to state that Yang Siutsing bad been ttlzed, condemned, and bis body drawn asunder bv five buffaloes—ono being fastened to hto head, one to each arm, and oue to each leg, and thou heavy rockets set on fire at their tail*; and, moreover, that the imperial troops, under Chang Kwoiisnge, were on their way, as far as Keuyung, to recover Nanking. Nanchtaug, tbe capital or Klangse, is, we hear, very closely invested by the Tnsnrgetits, and must, it to believed, soon fall Into their Tanyang, by latest accounts from the north, was in the possession of the Insurgents.
