SAVANN AH, October 31.
ON Thursday last the General Aflembly of this provinre
met here, when his Excellency the Governor made
the following SPEECH to both Houfcs.
Honourable Gentlemen ,
Mr. Speaker and Gentlemen of the AJfembly ,
B MIDST the bleflings of peace, let us give
our attention to such objects as may bell
encreafe the strength and wealth of this
valuable and thriving colony. We have
good lands, but want inhabitants to cul
tivate and improve them ; every poflible
means and aflillance therefore (hould be
used and given to attain this definable
end, and invite good settlers to come among!! us: And it
gives me great pleasure to have it in my power to inform you,
that, in confoquence of a reserve made ofland fora townlhip
on Grcat-Ogechee river, about 140 miles from Savannah,
a considerable number of indullrious, reputable, protestant
families, are willing and ready to come over from Ireland
to this province, to fettle on those lands, provided they
can be assisted towards paying their paflage out, and in fome
other little matters, also have their lands exempted from the
provincial tax for a reasonable time.
; The many and great advantages that will result to the
province, by having a settlement of a number of sober, re
gular, and industrious families, in that part of the country,
are so evident, that it is needless for me even to hint at them.
I (hall lay before you a (ketch of the expence, and propose a
method by which I hope the affiftancc desired may be cafily
given, and doubt not but you will go as far on this occasion
as the nature of itdeferves, confident with the present fitua
.tion and circumstances of the people.
The encouragement and case of trade and navigation also
deserves our serious attention, in so far as lies in our power
to give aflillance; I must therefore recommend to yOurconfi
deration the improvement of the navigation of our river, at
.lead that you will fall on effe£lual means to prevent its grow
ing worse, by the great quantities of earth and sand, that
in rainy feafons walhes and breaks down ini') it, from the
blolT before the town, and which must in a (hort time confi
dcrably afieft and injure the navigation. It likewise seems
‘expedient to make fome addition to the law for regulating
pilots, by which the commiflioners may be further empow
ered and enabled to compel them to be more attentive to
and vigilant in the difeharge of their duty. Tbefe and any
other proper measures that may appear neceflary or ufelul
towards the advancement of the publick weal, I (hall moil
heartily concur with you in, and am certain I need not use
any arguments to induce you to set about them with a be
coming fpitit, nor mention on this occasion harmony and
temper; but give me leave to recommend dispatch, which
must doubtlefc render the fefiion more agreeable and jdea
iant to every person concerned.
Gentlemen of the AJfembly,
’ I (hall direct an account of the produce of the last year’s
tax to be laid before you, and the usual eftimatc tor the ser
vice of the current year, which I must request you to provide
for. in such manner as you may judge moll agreeable to
yourconftituents. JA. WRIGHI.
