LONDON, May 3.
WE hear that at a general meeting of the proprie
tors of the Canada bills, and others interelied
in the honour of this nation, tkc. on Monday
last, it was relolved, that a letter of thanks
should be sent by a committee, to his Excellency Gen. Con
way, for his spirited and fuccefsful negotiation with the court
bf Fraftcc for the final payment of the Qinada bills, and on
Wednesday a number of gentlemen, deputed for that pur
pose, waited on his Excellency with a letter of thanks ac
cordingly.
The Manilla ransom, we are told, is to be infilled upon
immediately, and our mifiifters, it is said, are determined to
put up with no further procrallinations.
It is said, for the greater security of our African settlements,

A letter from France of the 21st ult. fays, “ You must
have heard, I suppose, of the mfurreftions in Spain, on ac

May 13. We are well aflurcd, that fome very favourable
jmotions,have been made lately in behalf of a certain popular
gentleman now abroad, from whence there is great reason to
-imagine he will soon be recalled,
Last night arrived in town from France, John Wilkes, Esq.
Letters from Paris fay, that they have received fcveral
private letters from Spain, importing that frelh troubles
•were breaking out in different parts of the kingdom, on ac
count of the farms lately eftablilhed by his Catholick Majesty.
It is confidently asserted, that the Duke of Grafton is to
retire immediately, and will be succeeded by the Duke of
Richmond. Lord Shelburne will go Ambassador to Paris.
“Mr. Oswald and Lord Barrington are to retire on pensions.
.Lord George Sackville will be made Secretary at War. And
Col. Barre and Mr. Burke will be made Joint Vice Treafur
*ers of Ireland.
May 22. Yesterday his Grace the Duke of Richmond
kissed his Majesty’s hand on being appointed Secretary of

DOMINICA, June 27.
THIS 'day arrived the Ihip Royal Charlotte, Capt. TIIO
- mas Harrison, in 39 days from Cork, who has fa
voured us with the following letter from Peter Fear
on, Esq. dated London, May 10, 1766.
“ Captain Thomas Harrison,
“ Sir,
“IF this happens to.find you at Cork, you will have the
pteafure of carrying out moft news to the island
of Dominica, for last Thursday night the House of Com
mons refolded to grant a free trade to that island for the
■French, &c.— and to the Spaniards at Jamaica. A great
part of thefugaraft 1763, refpefting coffee, melaffes, indi
go, See. will be “repealed, and anew aft take place, grant
ing a tree trade under proper care and reftriftions.— Cotton
wool, of the growth of the islands, of what nation soever,
will for the future be free of all duties, both in the islands
.and here,, if legally laden in any Britifli ship bound to Eng
land;—ln ihort a glorious opening for trade will soon bedif

WHEREAS by an aft of the General Aflemblyof province, paf*
fed the eighteenth day of June last, intituled, ** An Aft to pro*
Mbit fora certain Time the Exportation of Clean Rite, Rough Rice.
Wheat, Flour, Ship Bread, and Peafe, from the Province of Georgia,
the exportation Ot clean rice, rough rice,, con, wheat, Bout, ship bread,
and peafe, was prohibited for a certain time therein mentioned AND
WHEREAS in and by the said ait authority was given to the Governor
or Commander in chief for the time being, by Sind with the advice and
consent of his Majesty Y Council, by proclamation, to take off the said
prohibition, when it Ibould appear that a fufticient quantity of rice and o
therprovifions was in the province to answer the neceflities of the inhabi
tants : AND WHtREAS it appears to me that there is now in the pro
vince a fufficient q uantity of rice and other provifioris to answer the necef*
fities of the inhabitants Until the present crop is gathered in; I HAVE
THEREFORE thought fit, by and with the advice and Cota fen t of his
Majesty's Council, 10 i/Tue this my proclamation, and do hereby, by vir*
tue of the powers and authorities given in and by the said aft of the Ge
neral Aflembly above recited, take oft the prohibition therein and thereby
intended and made. -
Given under mv hand, and the peat seal of his Majesty's said province,
at the Council-Chamber in Savannah , theJfth day ts Aug*ft, in the
year of our Lord one thoufakd/even hundred and Jixty-fix, and in the
