Iff*} it fltOJi yttur Excrilffrty,
T I AVING duly considered your fpeecb at the evening of this feflioa,
11 the House of Representatives beg leave, with great sincerity, to
my, that there i# nothing which they more ardently wilh for than a mu
tual confidence in the fevcral branches of the General Affemblv, and a
happy unanimity in such meafurcs as (hall best promote the proiperityof
his Bftfjcfty's government, and the p-ace and welfare of his fnojcdsof this,
province; At the fame time we must freely declare to your Excellency,
that during foe wtool • period of that general calamity and distress, which
yon chufe to demoniLalc * a popular uneafineft, w we do not recoiled a
tingle & done by the representative body of this province, which could
have the lea ft tendency to interrupt a general harmony, so essentially n*-
teflhry for thk valuable purpofos of government; nor can it, uiour opl
nidn. Without great lnj office, be supposed, that had there been in reality
nothing more than a groundless popular uneasiness, it would have been
fuffrred to intermix with their pobhek councils, nod occafiona breach of
confidence.'’
We arc obliged to fay, thit there is the deepest concern ambng the peo
ple of this province, that after they have (hewn every possible mark of
loyalty, it has yet been rcprefcnted to his Maiefty, that a degree of ill
temper remains in colony of Maffachofetts Bay. , The letter from the
Secretary of State, which yoor‘ Excellency communicated to the sass as
sembly, leave* no room to doubt hut that such a reprefen cation has bees
made. Permit us, Sir,’, just to obfitrve, that nothing will tend more m
conciliate the minds of this people, than to give us the opportunity to
make it evident to our conihtuents, that you have had no hand in such
representation. Such a measure might teud to remove the concern, and
k> restore a unanimity to this General Court: And we rely upon that as
surance you have given us, that you will heartily concur with us in all
meafurcs which ffiail be conducive ipso salutary a pttrpofe. w
Yon are pleased to make an open [and express declaration, that you do
not mein to decline the full cxercife of the conftitational powers with which
you ire veiled. We are fully convinced of it r Nor have wq the least de
sire that you Qtould ever decline a deliberate and wife exercise of those
power*. —Your Excellency wifi however allow us to fay, that thto is such
a thing as an indiscreet use of legal power,’ of which this Aoofo have 1
right to form their own judgment.
Your Excellency tells ns, mat you desire to temper jtonr authority with
all poffibte moderation ; Whether yon have not already, since the open
inn of this feffioa, miffed the faireft opportunity Os making evident such a
ditpofitiop, is a matter that is sow open to the judgment of fofo world.
You have not been pleafod to point ot the business of this n*/Eon ; but
strongly recommend to us tp foorten it, as the foafon of the year requires :
We are sensible, there sre matters that immediaerty concern hit |lajcffy’<
government of this province, which properly now come befofe os: Thfe
we foall dispatch in as foort a time aa will admit of a due deliberation
upon them : Unneceftary difoutation we foall avoid. Your Excellency
tells us we tnUft have oMerved hour very ex pen five U is t If you refer to
the disputes of lift year* we do net judge them, so far as we have observ
ed, to have been unnecessary or protrafted beyond dee bounds : We are
sorry there was occasion given for them t but in oar opinion the late hos ft
of representatives are not chargeable with it. As the rights of this people
are now entrusted to us, it is our indifpehfibfe doty to maintain and de
fend them: We hope none of them will bedrefcu intoqueftioe; bat&ould
that be the case, we art bound in conftience to contend for them, an!
therefore we (hall not think the dispute On our part wutsceffary, or the
time employed ia it miflpeat 7
