ral, Governor , mud Commander in Chief, in an(i over bit MajeJl/t Province
* of South Carolina, and Vice Admiral of the fame.
rWThe humble ADDRESS of hi* Majelly’s Council,
May it flea ft yc nr Excellency,
E hi* Majefly’s dutiful and loyal fuhjcfls, the Council
of this ( province, met in General AlTembly, return our
thanks to your Excellency for your fpcech delivered yc
flerday to both Houses.
We bee leave to afl'ure your Eyccllcrcy, that nothing
can give us a morefcnfible fatisfaflion than to have it soon in oUr power
to give that redress to the inhabitants of the back parts of this province,
which they so much (land in need of, by doing all that is in oui power to
pro'mofe the palling such laws as may be conducive to that purpose.
As the potting the Indian trade under a proper regulation may be of
the greatest consequence to this province, sour Excellency may depend
upon our utraoft endeavours towards the palling of such laws as may tend
to keep up a good harmony betwixt the Indians and us.
The bounty granted on the importation cf fi!k from the colonics to
Great Britain cannot fail of giving us arcat pieafure, as it will probably
be of great service both to the mother country ai.d the colonics; to the
mother country, by keeping that calh amongtt her own fubjefU that would
otherwise go to foreigners ; and to the colonies, by giving them another
staple commodity.
We do notin the lead doubt your Excellency’s inclination to do every
thing that lies in yopr power for the gO'd of the province; and we hope
your Excellency will do us .the juitice to believe, that we (liall always with
the greatest pieafure join our endeavours with your Excellency fed that
good purpose. ,

so hit Excellency the Right Hon. Lord Charlet Grenjille Montagu, Captain Gene
ral Governor, and Commander in Chief, in and over bit Alajeji/s Province
of Soutb-Carolina.
The humble ADDRESS of the Commons House of AlTembly of the said
Province.
May t it pitafe your Extellencyi
t 1/E his Majelly's mod dutiful and loyal fubje&s, the Commons
VV* House of Alfembly of South. Carolina, beg leave to return your
Excellency our thanks for you* speech delivered in General Alfembly on
Tuesday lad, particularly for the afTuranccs there given us'of your Excel
lency’s concurrence and support in every measure calculated to promote
the true welfare and happiness of the province.
We are extremely concerned, that the oeccilary and conltitutiona! reso
lutions of the late Commons House of AlTembly Ihould have given such of
fence t 6 government, as to occalion the late long discontinuance of the
fitting and holding of the General AlTembly, when the circumftinces of
the province absolutely required their meeting j but more especially, when
we confider that the said discontinuance was extended b-yond the timeex
prcfsly limited, both by the dedlion law paired in the year 1721, and by
the coodant usage and cudoin from that time.
As we are wilting to believe that your Excellency did not mean, by this
step, to infringe a right of the people of this province, which we, their
rfeprefentatives, can upon no coniideration give up; so we hope, that
What has been done on this occafton will neither be drawn into precedent,
c repeated for the future.
r Your Excellency may depend upon our proceeding on the buftnefs re
commended to us with the utmost diligence, though wedefpair of carry
ing 00 the fame with greater temper, prudence, unanimity, or expedi
tion, than the last House seemed inclined to have done. s
We are sensibly affected with the and Hrcfics of our fellow fubjeltsin the
bslclt settlements, for wart of that speedy and easy access to juflice which
the/haVe a right to, under the British confutation: Happy are wc, that
their diftrefles'eannot be imputed to the representatives of the people, who
■jMjpeJbcen always ready to hear their complaints, and to redress their erie*
Vances; and who, notwithstanding the little fucccfs their repeated at
tempts have been attended with, will, with alacrity, resume the confi
deration of that matter; as well as of the regulations neceflary for con
ducing the Indian trade.
’ We adore your Excellency, that we will make ample and speedy pro
•▼ifion for the payment of the publick febts. ‘
We are truly fcnfibleof, and grateful for, all the favours conferred on
vs by the mother country, and we finCerely wiftwhe bounty lately granted
bn silk may operate so as to produce such a q entity of that commodity as
may be beneficial to this colony, and may prevent Great-Britaih being o- #
kliged to seek a precarious supply of that necefiary article of her manufac
tures from foreigners.
In the Comment House of AJfnnlly , By Order of the House,
the \JI day of July, 1769. PE I‘ER MANIGAULT, Speaker.
To which his Excellency was pleased to give the following ANSWER.
Mr. Speaker, and Gentlemen of the Commons Houfcof AlTembly,. k
