But, while we recount the glories of the
past, and congratulate each other upon our
piMtct happy condition, let us also remem
ber, there ts a wrestlessncss tn all human
government, which hurries on with equal
rapidity from evil to good, and good to evil.
The past tells many a tele f freedom lost,

course rolls over Empires and leav
ing no traces of their fotraer renown, but
broken columns and fragments innumerable.
The spirit of change is ever active. Espe
cially, is this snia a government like ours.—
Public opinion by which we mean, uot the
opinions of those who sit in the high place*
of power, or the cool shades of philosophy,
but the separate and individual opinions of
the toiling millions, whuswarm in our towns
aud villages, field* auil wotkshops, all con
centrated in the Ballot-box i tho ocean on
which Republican, Freedom floats. The

and corrupt, ltl then, the individual opin- j

ened with rntelligunce, and subordination toj
law, it will rage with tempests, and boil 1
with whirlpools. In view of this, wo who :
are now the acton, on the stage of life turn
to our achuuls and places of instruction. —
In them, history unfolds the causes of na
tional greatness, end decline; in tliem, man's
position on the map of existence, is pointed
out to the eager and curious gaze, and our
general and State governments illustrated
and explained, in all their pails. From
them annually go- forth Into all the apart
ments of life, young men clothed with the
rich panoply of cultivated intellect, who wdl
support the fabric of government, when the
present generation have passed away. 3uch
school* aud Colleges of my country, are your
blessings. Who, worthy TO Fe a legislator
or a freeman, can besitste to increase your
pecuniary endowments, when necessary to
extend-your usefulness.
But, fellow citizens, that education which
is addressed entirely to the head, dues not
meet the want* of society. We are well
aware of the tendency of intellectual cutfuie,
to elevate and purify the moral feelings.—
Let us not. however, place tou much reliance
on this fS&t of the mental constitution. The
proudest minds the ivurld has ever pro
duced have been darkened, as with a fear
ful eclipse, by perverted re a aim, and mis
guided ambition. Our own observation
furnishes instances of ibis character. Mind
unregulated by moral principle, is a curse,
instead of a blessing. It makes tire rogue
and scoundrel, whom you can buy with a
dollar, the successful cheat and swindler,
whose price rises a little higher, and dema
goguesoti the political common “ a countless
throng,” bankrupt in character and fortune.
The heart must be educated, as well as the
bead. Asa means of doing this, we pos
sess an efficient auxiliary in the religion we
constantly hear proclaimed from the sacred
desk. It is not my province to speak of its
divinity or power in the regeneration of
man’s fallen nature. I refer to it as a teacher
of morality. By the principles it proclaims
and inculcates, the minds of alt are insensi
blv impregnated wit!) it* elevated morals,
ind the foundations of the social state are
continually renovated and strengthened.—

In conclusion, permit me to address a few

and I am authoiised to say, they all believe

he considered romantic, or what is worse,
a little love lick, view the subject in the
light of a coid aud prosaic philosophy.—
Thus viewed,'who on earth exerts so much

await tho fulfillment of this promise with

THE GEORGIA REGIMENT.
Our latest accounts of the Georgia Regi
ment are up to Friday night last. They
arrived at Montgomery on that day, ar.d
were to have left for Mobile, by boats, on the
next. Officers and men oil well and in
good spirits.
In consequence of the many errors in the
paper from which we copied a part of the
members of lire Regiment, in our last, we
have determined to republish it entire this,
week.
The FOURTH OF JULY.
This glorious day of our National Jubilee
was celebrated by the “ Morgan Rifles” and.
their invited friends, with appropriate cere
monies. At 9 o’clock the corps paraded*
and, after firing n salute, marched to a Spring
about one mile from town, on lire premise*’
of our whole-souled fellow-citizen Lancelot
Jo .nston, where, at 11 o’clock, a fervent ap
peal to the Throne of Grace was made by
Pev. .T W Tait-j , -Ciar rvhich the Declar
ation of Independence was road by Private
Thomas D. Hollingsworth, anti a chaste and
practical Address delivered by Ensign T.P.-
Safluid. At 1 o’clock, the ‘■Rifles.” togeth-r
er with their invited guests—in all about’
three hundred, among whom were upwards
of one hundred of Georgia’s fairest daugh
ters—partook of a most inviting repast, in
the shape of a “ Pic Nic,” which, being in
terpreted, means a plenty of every thing good*-
from the substantial Ham to tho most deli
cate sweet-meat. Dinner over, the corps,
witlr such of their fellow-citizens as felt dis
posed to do so, drank the following Toasts,
regular and volunteer, with much spirit (not

many of the volunteer toasts—being the in)
spiratinns of the moment—have flown be
yond our reach, and their lost to our spice
readers. Captain Foster presided at the tft
ble, assisted by Lieutenant J. H. HoliiOfti

In the afternoon, the ‘‘Rifles” fired for
a beautiful Medal, which had been precured
and presented by Captain Foster, and a
Bead Pouch, presented by our • better half,” ‘
