NEW SERIES— VOLUME 11. GEORGE \V. TOWNS, Goveroor of said State. To the Electors Lhtreof— Greeting : Having been officially informed, that the Con gress of Hie Cnited States has admitted California into Ihe Union of the States of this Confederacy, upon equal terms with the original States, a duty devolves upon me in the performance of which, 1 shall tiespass upon the public but briefly. An unfeigned deference for public opinion, | and tin- profound regard 1 entertain fur the wi* j doin, firmness, and patriotism ol my fellow citi zens of Georgia, will not justify me, in a paper | of this character, in repeating my knuwn and ] unrJianged opinion as to the duty of the South in repealing tree-soil encroachment, and arrest ing,by all proper means, usurpation by Congress. Whatever is compatible with the honor and obligations of the People of Ibis State to the ' country, its laws, audits institutions, I doubt j not, will receive their warm support, j Hr an flour of danger—when your institutions are in jeopardy—your feelings wantonly out raged, your social organization d'l.ded, your honor (li eply wounded amt llir. Federal Consti tution violated by a series ol aggressive measures all tending to the eorisumiualiou of one object, the abolition of slavery—v. hen yout equal right to occupy and enjoy the common territory ofall, has been denied you, in the solemn form of law, under pretences the imsl shallow, it well be comes you to assemble, to deliberate, and coun sel together for your mutual preservation and safety. Whatever course the extraordinary events by which we are encompassed, will demand orjus tify, must be left, as it should be, to the patriot ism, firm ness and prudence of the people them selves. Upon them devolves the duty of re dressing present wrongs, and providing other safeguards, for future security • Neither the one nor the other of which, however, will ever be effectually accomplished, until, by patriotic ef forts, perfect harmony and concord of feeling are restored, and confidence and concert of ac tion producep among the people of ihe South. In view, therefore, of the atrocious free soil sentiment and policy, not merely of the nou slaveliobling Elates, bit ', of the Government—of the imminent peril to which the institution of slavery is reduced by tho act of Congress admit ting the State of California into Ihe U nion, with a Constitution containing the principle of the Wilmoi Proviso, in defiauce of our warning and earnest remonstrance— in view of the deplorable suet that siime diversity of opinion exists in some ot* tile Southern States as to the proper mode of redressing the wrongs, and averting the dangers whieh ill must ace and feel, let me, fellow ci i zens, earnestly entreat you to cultivate for each oth r a deep and abiding sentiment of fraternal regard and confidence. Approach the task, from which there is no escape, ofdeeiding upon your duty to Georgia and the country, with a firm step, but not without calm, deliberate and pa tient investigation, consulting neither fears nor dangers on the one hand, nor permitting your selves, from exasperated feelings of wrong on 1 be oilier, to be rashly urged to extreme measures I which have- not received ilie full sanction ofyour judgment Then I shall not despair of seeing the whole Mute, as one man, proposing nothing bev find wliat the emergency may demand, or failing to perform whatever patriotism, honor and right, may require at your bands. The General Assembly of this Stn'e, by an net approved Bth February, 1850, having requir ed me, upon the happening of certain events, one of which is the admission of California as a State into the Union, to issue a proclamation, ordering an election to he held in each and every county for Delegates to a Convention of the People of this Slate. to take into consideration such meas ures ns comport with the extraordinary posture of our relations to our co-Siates, and to decide ii poll what step* are necessary arid proper to lie taken eompatilile w ith our honor ami constitu tional ohligiitiorts, as well as more effect unity to secure our right ol pioperty in slaves, and to ar rest all spgressionk, hv one section of the Union, upon tint Itee enjox ment of the constitutional lights of the other, and lastly to preserve invio late the equality of the States of the Union, as giiai untied under the (’onsljlnlion . Therefore, lie it known, that I, George W. Towns, Gov ernor of the Slate of Georgia, iiy the authority and mandate of thn law, do issue this my I’ro. ( Intnation ordering and directing that the quali fied Voters for the mos' numerous branch of the General Assembly, do meet at the several places of holding Flections, as fixed by law , in the sev eral Counties of this Slate, witlirrt the hours fixed for voting, on JiOXDAY, the Twen.y-fifth day of NOVF’MBEK IScxt ; and then and there, by ballot, eleet two Delegate* in each of the Coun ties now entitled to one Representative in the Genera! The scene in the immediate vicinity is picturesque, being near Kennesaw Mountain. The scenery, pure water, the great elevation above the level of the ocean, (being 450 feet above even the Tennessee line on the Western and Atlantic Railroad,) the convenience of access by Railroad, the refined and intellectual society, and pure atmosphere, l ave all most admirably conspired to render the I local ion suitable for an establishment of the kind. The Proprietor deems it needless to say arty tiling relative to the curative powers of either Water or Electricity, as the general mas* of the people in this country have attained a knowledge of their great value ir. removing disease. lie flatters himself that he is able with pure Water I and Electricity, to remove any character or des- I eription of disease that could, under othor treat- j nient or circumstance*, possibly be removed— j together with a numerous host, that all other j remedies must necessarily fail to remove. Thk Sooth and North.— The follow ing, which we find tinder the head of “A Compromise.” is given as an illustration of the relative positions of itie South and North; One cold night, Quashec woke from his sleep, and addressed his shivering bed fellow “Hallo, Sambo ! I want half do coub boring.” “Ha! Quashee —you got more nor half already.” “Humph ! den link dis nigger to ax for what he got already, eh! 1 w ant l udder half, you fool!" “Jimho! den I quit, for no see what business I got in dis bed !” “No, you won't quit neider, my brudder —you surb bery wcl! for keeping my back warm, so just keep quiet an I lay whete you is, if you know what is good for yi'Usclf, you nigger.” L 7 Wk ha'e, within the last few day*, seen a letter fiorn a sensible gentleman ot New York, from which we make (his ex tract : “The North is delighted at (he late settlement of the shtvety question. They wiU encroach as long as you submit. •Hs point ofyour resistance* will be (he point of her cessation. Satisfy iier, by (he ac tion of your Convention, that you yield no more and then, and not till then, will you enjoy peace and quiet. The great ditiicul. ty here is, that llieie may atise nt the South, a party equally intent with the North upon the abolition of slavery. In that event, a long farewell to Southern power and Southern prosperity. It is a matter of daily boast here, that the North will, if necessary, buy up your politician# with office, and your influential prrese* with money.”— Sou. Herald. C alifornia. - Some of the smart suV>mis<- sionists ask with triumphant shake of the head and a very wise look, “what clause io the Constitution has been violated by the admission of California ” “Point oa.” say they, “to the clause.” We will give them a Yankee answer, by asking gnother question. Suppose Congress should abol ish slavery in Georgia, what clause in the Constitution would be violated by \tt— They cannot show any clause forbidding Congress to abolish slavery here; does it therefore follow that Congreve hse the Coatitutiona! power to do it!
