E Ji. or People’s Party Paper: Since the Populist S-ate conven tion adopted the anti-barroom plank, there has been quite a stir among time of the Democratic boys. I see f that Governor Atkinson claims that that he has always been a prohibi tionist. The Const'iution says that the governor is not very,noisy about it, but he is a very ardent- prohibi tionist. Seeing all of this, and know ing that the Populist or Alliance legislature of 1890-91 had up several measures connected with the whiskey question, I concluded to examine The House Journal for those two years' and sea how the governor voted upon these questions. It strikes mo that a ma.i who is for prohibition wil ! , when an opportunity presents itself, generally vote in the interest c-f temperance, but I find that the governor did not do the. The House Journal for 1890, on page 605, will show that the bill known as the “Three Mile Lrw,” was u,>on its pas sage. and it strikes me that this was a very good law even for ‘Coweta coun • ty,’ but you will find that the governor is recorded as not voting. He can hardly claim that he was not present, for the Journal shows that ho ans wered to roll call that morning. Now p- get House Journal for 1891, and turn I to page 295, “A bill to prohibit the I sale of whiskey in less quantities than ! a quart in this State,” was upon J its passage. A motion was made to indefinitely postpone—thia of course meant the death of the bill, but the governor is recorded as voting for the motion. On page 527 of same Journal you will find a bill to pre vent the violation of the prohibition laws tn counties that have adopted the same by election or otherwise ia this State, A motion was made to indefinitely postpone the bill. O i page 1181 you will fi’td a bid to preterite a penalty for any person or persons who shall sell any intoxica'ing liquors in any county in this State which has by vote of the people, or by special set of the legis lature prohibited the sale thereof in such county. The governor is re corded as not voting for this bill, though he was present. Ido not publish the above record because Governor A'kinson is a Democrat, I do go simply because he claims to have always been for prohibition. It strike* me that it would be rig dt hard to find any prohibition in the above votes. Now suppose we examine and see how the last legislature stood upon this question. The measure kno vn as the “B ish Bill” was before the house. Doctor Candler and other prominent gentlemen made fine argu ments before the members. They said “that if that legislature failed to pass the Bush bill that they would see that a legislature was elected next time that would pass the b..L.” Be sides all the speaking there was a small car load of petitions sent up by the Methodist and Baptist demonina tions, asking tbo me nbers to pass the bill. House Journal for 1895, page 605 will show what effect this had upon the members. Out of 132 Dam ocrats in the house, “Only 47 voted for the bill.” Out of -10 Pcpulists in the house, “Only 3 voted against the bill.” There wan only one negro in the house and he voted for the bill judging from the a dove vote, let me ask our prohibition people if they believe that they cm ever get whis key reform through the Democratic party ? Thu Repub licans are for gold, and in the state they wanted gold men elected. Many Democrats and Populists were .like wise for gold, and they voted aa a unit, Republicans, Democrats and Populists,for the thing they wanted.” Tee prohibitionists of Georgia must pursue the same course. Above all things now, the anti-barroom bill is to be desired. Let us act ae a unit in voting for only the men who will help to pass it, Let the majorities in the 105 dry counties close up, and in solid column, with their vote?, put whiskey cut of the. State, only as its existence is provided for in the anti-barroom bill. Why Fight Local Option? This is the Constitution’s question, likewise the enquiry o’ some of the slump-speakers who are dying about in the State-scared. Wc will answer the question as it has been answered before. First, when the people ia any county have an established loeal option system, the anti-barroom bill does not disturb it. Why then will the Constitution, and prominent State officials insist that it is unwise to give up a system which has given to Georgia 105 dry counties,in trying to get a State law. We repeat, local option will not be disturbed in the 105 counties, but kml option can nev -r dislodge whirkey in the cities, where the whole force of the whiskey rings and whiskey money and whis key politicians are lodged. We want a State law passed which shall give to the people—a majority of the white people in all the cities—-rest from the tyranny of whiskey mon and the curse of the stuff they sell. We do not, as prohibitionists, fight locil option, but loeal option is not the gun needed now to dislodge the enemy in their strongholds. It takes the anti-barroom bill to do that. The Constitution says local o; lion has driven whiskey into the cities and left nearly all toe counties dry. Now we are, as prohibitionists, still pursuing, and will not rest until we break down the strongholds and drive it from the cities and the en tire State. Where are We At? In front of Republican headquar ters floats the banner of McKinley and Hobart. In front of Demoora’i? headquar ters hangs the banner of Bryan and Sewall. Where, oh where is the emblem representing the candidates of the People’s party? Where are the 120- 090 voters who are pledged to sup port Watson? Are they organized and have they a state central com mittee? If ec, why is no Bryan and Watson banner Boating on Kansas avenue? If the chairman has no lima to attend to the matter, let him get some one who has. The Co Operator and Press is for Bryan and Wa son and every true Populist will stand by the ticket as nominated at the St. Louis conven tion.—Topeka Press.
