„.u over the Territories of this country, involving the
sHedged right to exercise powers over the same not ex
>es4y given by the Constitution, has on several oc
casions, making important events in our history, serious
jv menaced the stability of the Union. We have just
j used through such another crisis as that of 1820, and
though something like tranquility has been restored,
the danger to our institutions is not wholly removed.
xj 0 form of government founded originally in the com
mon consent of the several parties to the compnct, can
for any great length of time survive such assaults ; the
thing is impossible. .
The future peace of the country will depend upon
the manner i:i which the Compromise Measures are
sustained. These have already become a pledge of the
fidelity of the States to each other. The ob
jections which have been made to those measures, in
different sections, furnish no reasonable groaiul that 1
can discover, for any attempt to overthrow the lute pian
of adjustment, or by withdrawing from the Union on
that .account. The right to discuss with fervency and
leal every question which arises under our free insti
tutions, is not only the privilege, but the duty of an
American citizen. But higher and more transcend
ent still, is the duty to maintain the laws
1 say, therefore, that the measures of which I have
spoken,one and all, must be supported in go.>d fault,
or we cannot hope to see this form of government con
tinue. That part of the recent series of Statutes, which
comes nearest home to us, and grates harshly perhaps,
on the feelings of the North, has a firm constitutional
basi*, and is equally entitled to the support of this and
every other section of the country. It is designed to
carry out that provision of the Constitution which
originally met with no opposition from any quarter
whatever.
Passing over what has already been done to keep the
peace of this country, may I not say that one thing more
is wanting,—a return to that spirit of conciliation
which, in the early days of the Republic, gave to the
Union its greatest strength and only security for the
future. Whatever action, then, the Legislature may
feel called upon to take upon any of the question, to
which reference has been made, I feel at liberty to
indulge The hope that its course will be such as to place
the State of Connecticut on patriotic and dignified
ground, in presince of its sister States, and the Nation,
and the World.

IN consequence of the numerous complaints made to
jne, of the violations of the Laws and Ordinances pro
hibiting slaves from living on lots detached from their
owners or employers, within the limits of the eity.
This is to notify all whom it may concern, that after
the Ist dav of June next, said Laws and Ordinances
will be strictly enforced against all offenders.
It is hoped that all good citizens will cliee fully com
ply with these salutary regulations, and thus save tin
city authorities from the trouble of investigating frivo
ilons and evasive pleas, which will not be regarded.

INDIAN SPUING.
TIIE undersigned begs leave to state to
** * * the public generally, that he is yet the
jjTjJg} proprietor of the INDIAN SPRING
HOTEL at this place, and is now ready
to receive company. The virtues of the Indian Spring
Waters, have been so long known and so generally
tested, that 1 presume it is not necessary here to say
any thing in their praise. The proprietor of this Hotel
has only to add that in addition to these fii
of the Indian Spring as a summer residence, that he
has since the last season largely added to the Indian
Spring Hotel by extending his dining room, so as to
make it equal to any thing of the kind soulhardly.and he
has also added many fine rooms for families, as well as
for persons without families, he also assures those who
may be pleased to call at this old established Hotel that
the best of every tiling the country afl'ords, shall be
provided for their accommodation, and returns his for
mer pledge that no Hotel shall surpass the Indian
Spring, and no pains spared to make all comfortable.

WILLOUGHBY'S TELEGRAPH
WATER CARRIER.
r IMIIS Machine is constructed by stretching a wire
X from the house to the spring or well, and sup
porting it by poles similar to the Telegraph. A small
car is then made to run on the wire by means of a cord
and wheel. The wheel is placed in some convenient
situation near the kitchen, or on the porch if desired,
and by an ingenious arrangement of machinery, a
bucket that will contain from three to six gallons, or
more if required, can be sent and returned lull of wa
ter a distance of three hundred yards in two minutes.
This machine lias been pronounced by persons who
have witnessed its operation in every portion of the
country, where it has been evhibted, the most inge
nious, simple, and generally practicable machine for
raising and conveying water ever invented.
It possesses many advantages over other machines
used for conveying water, some of which are as fol
lows :
1. The water is conveyed from the fountain to
the place desired in a few seconds without passing
through either wooden or metallic pipes, in which it is
gencrallv acknowledged that it loses much of that
freshness and purity it possessed at the fountain.
2. The practicality of adapting it to any situation,
(it requiresno head or fall,/ either over level ground,
across hr inches, roads or ravines, and up the most rug
ged hills to any required height.
3. The small amount of labor required for their erec
tion ; their non-liability to get out of repairs, combin
ed with their cheapness, which is about one-half the
usual cost of most any other hydraulic machines in
use ; makes i( one of the most desirable means of

This machine'cau be used with equal facility for
raising all kinds of materials used in the erection of
buildings.
