Another Witness.— The Baltimore American,’
an able Journal, thus speaks of the unsoundness of
both the old parties at the north, on tho slavery ques
tion :
“ It is out of the question, at this stage of affairs, to
attempt the vindication of the whig or the democratic
party, as such, in connection with the slave question.
Thev have both become, in some quarters, sectional;
and they have both stopped to conciliate the abolilionist
faction. They arc about equally in the mire, we be
lieve, and they arc not worth quarrelling about. The
country must look to other organization, yet to arise, in
which the conservatism of the Republic will avow itself
and stand ready to meet all issues.”
Free Soilism in Pennsylvania.
The notorious Wilmot of Pennsylvania, a Demo
cratic Free Soiler was elected Judge, at the late elec
tion, bv a majority of 2381, over his opponent! Be
ware of the “cat iu the meal tub,” yo people of the
South!

Sonth Western Railroad.
Dear Sir ; —lt is evident that the Commerce of
Macon will languish if a good market is built up at
the village of Oglethorpe or at any other point within
the sphere of the iniluence of your city. It behooves
her merchants and others interested to take steps at
once for the security and extension of her trade. Cir
cumstances are now transpiring at the Capital to give
great weight to tho action of Macon. A donation for
the extension of the South Western Railroad is asked
and it is so reasonable and just, that the legislature
will scarcely refuse to grant it, if proper action is taken
by the friends of Macon and the S. W. Railroad.
Every practical mind know? that a good market will
spring up at the tTtninus of the S. W. Reilroad, be
that place wherever it may—whether at Oglethorpe or
Fort Gaines, and it is equally clear that while at the
former it will destroy the present trade of Macon, at
the latter it would more than double it. It is there
fore of vital importance to the prosperity of Macon,
that her friends and those of the S. W. Railroad enter
prize should hold a public meeting with the hope of
conciliating the enemies and of encouraging its friends
in the legislature. $250,000, is asked and it is hard
ly to be presumed, after the State has spent 4 millions
of dollars to open a great Appian U ay, $20,000 to the
‘MilleJgevillo and Gordon Railroad, that she can re
fuso to grant so moderate a sum to connect the waters
‘of the Gulf and Atlantic.

As you were furnished the list by myself, I

the contrary notwithstanding.

Cotton Market.
Macox, Nov. 20. — On the eve of our last number
going to press, we received the Cambria's accounts of j
the 4th instant, showing a downward tendency in the
Liverpool market, and sellers pressing sales. Tlieseac
counts produced no preemptible change in our market.
Monday there was no change in prices, yet the market
was not so active. Tuesday it was ascertained that
the late rains had swollen the rivers, and buyers, fear
ing a heavy increase of receipts at the shipping ports,
caused them to pause, and the market to close dull.
Wednesday the market opened freely, and news of an
advance in freights from Savannah to New Yotk caused
the market to elos'e with 1 8 decline.
Early Thursday morning, wo received late intelli
gence from Liverpool of an advance of 1-8 on the
lower qualities of cotton. Tills produced an active de
niund and full prices say 6 1-2 to 7 3-8. A planter’s
lot of 179 bales was sold at our highest figures. Me
cannot encourage the hope that the Planters will be
able to obtain higher prices than are uow paid, nor do
see any reason why cotton should seriously decline.
It is true we may look for a large crop, and some per
sons anticipate a rupture in Europe. To offset this, the
Liverpool market is healthy. The stock cannot be
considered large for the season, money is plenty and
easily obtained on moderate terms. A good crop in
England (which they now have) always insure a heavy
home consumption of coarse cotton goods, for, when
provisions are cheap in England tho working classes
can clothe themselves better than at other times, and
they always prefer a heavy article of cotton goods, and
the demand for the raw material will keep pace with
*hs consumption. The increased receipts in all the
ports ill the IT. S. compared with last year up to the
tte*t date is 53,645. Trices 6 1-2 to 7 3-8, extremes.
Prom the .V. O. Bulletin.
We noticed in our last review, sales during the early part of
th** week of 17,.M)0 bales, at prices towards the close about id
in favor of factors. On Wednesday a violent rain storm, which
Slmost completely suspended out-door ojierations, and prevailed
until late in the afternoon, restricted the business to 400 bales,
I it on Thursday, buyers again came Toward w ith renewed spir
it, and took 6250 hales at full prices. There was no material
rhanee yesterday. The demand continued steady and prices
continued firm, the sales amounting to 4100 bales, making an
aggregate for tile three days of 10,750 bales, and for the week
of-‘8,250. The market closed with increased firmness at our
quotations.
The receipts since the 12th inst. comprise 12,657 hales, a
*’hnt 9503 during the corresjionding period in 1850, and the
sports 5010, embracing 177 to Bremen, 450 (900 half
biles) to Vera Cruz, 2741 to Boston, 1603 to New York and 39
( o Baltimore. Weeks receipts 30,002 bales. Exports to foreign
Prts 22,743 hales, coastwise, 9289, total 32,032, leaving on
hand a Stock of 120,597 bales, against 107,408 at the corres-
P"(idine date last year. The entire receipts of this port since
®®Pt. Ist. embrace 277,718 hales, against 195.974 during the

years his residence was at Genoa, Christian Cos. Ky.

RAIL-ROAD CONVENTION.
New Orleans, Nov. 4, 1851.
To thr Prnplr of Oenrgio :
The people of Louisiana and Mississippi, propose a general
Rail-Road Convention of the Southern and Western States, to
be held in New Orleans on the Ist Monday in January next.
The objects of this Convention, are, as far as possible, to
bring about a concentration and unity of effort in all these
Stales, in the extension of their Rail-Road system, arid in bring
ing into more immediate and active connection their popula
tion and industry. It is desirable that every section of the
South and West should tie represented by their most intelligent
and practical citizens; and delegates have already been appoin
ted in many of these States.
The people of Georgia are earnestly invited to take part in
the proceeding of the Convention.

IT is the duty of ail people, and especially of a people
enlightened by the instructions and institutions of Christian
ity, to recognise the being, providence and perfections of Al
mighty God, the great ruler of nations and of men. The fact
that he has not dealt with us after our sins, nor rewarded us
according to our iniquities, demands our heartfelt acknowledge
ment and adoring homage. That his mercies, too often obscur
ed and perverted may notin righteous judgment be withdrawn,
the sentiment of devotion shouid find expression in the language
of humilation, penitence and prayer. For the unnumbered
blessings which distinguish us as a people. Thanks-oivino is a
duty, imposed by gratitude and enforced by our dependence
and ever recurring wants.
In conformity therefore with a resolution of the General As
sembly, I, HOWELL C< )P.B, Governor of the State of Geor
oiA. issue this my proclama i >n and appoint Thursday, the 27th
day of this month, as a day of Thanks-oivino, and request that
all religious denominations in the State will, on that day, meet
at their respective places of worship and acknowledge the di
vine goodness, and supplicate the blessings of Heaven upon our
beloved land.

State, held this day, the first Common law rule of Court
was amended, by adding thereto the words, “nor shall more
than two counsel be permitted to argue any cause for each par
ty, except by express leave of the Court.”
The 17th Equity rule was amended by striking out from the
first sentence the words, “deeds, writings and other,” so as to
make the same read, “copies of all exhibits shall be filed with
the bill or answer.”
The convention adjourned to meet on the first Mondav in
