joint session of the legislature Tues
day has the ring of sincerity about

For years this newspaper has main¬
tained that if property escaping tax¬
ation were brought out and placed
on the tax books, Georgia’s problem
of taxation would be more nearly
equitable and just than it has here¬
tofore been. It is both fair and just
that intangible property bear its
proportionate part of the expense of

Railroad profits are limited by law, and rates
are fixed by the Government. In no other
large business is so great an amount of capital
risked for so small a return as in railroad
transportation.*
The new money put into a railroad, therefore,
must be profitably employed, either in in¬
creasing capacity for service or in effecting
economies of operation.
The Southern, never yet able to control all

pleased to invest, necessarily has to give
preference to productive improvements, such
as yards, shops, engines, cars and tracks.
But it is because it has devoted its resources
4 to necessities—rather than non-productive
improvements like monumental passenger
stations—that the Southern has been able to
keep its service abreast of the demands of
the territory it serves. _ ,

Let’s get away from the income
tax idea! There is a better way, and
it is a more just way, for, say what
you will, the income tax, linked to
the classification tax, inevitably
means double taxation, no matter
what is said or done. The classifica¬
tion tax is the better way, because
it will bring to the tax books a spe¬
cies of property heretofore not pay¬
ing any tax at all. Surely this is also
I the just way. Who is there to com¬
plain at a law that seeks to make all
classes of property pay its propor¬
tionate part of the taxes necessary
to run the state government?
The state institutions must be kept
up and permitted to expand with the
growth of the state, the expansion at
all times keeping step with the
growth. With our present tax system
this is impossible. We have gone
about as far as we can get in our
present rickety-rackety tax wagon.
The legislature doesn’t meet for
two years in regular session after
the present one expires.
Boys, do the right thing and see
the great majority of the people rise
up and call you blessed. The people
want a revised tax system, good
roads and good schools. With
