ENDLESS MERCHANDISE CHAINS
The Atlanta Journal prints as a
matter of news the information that
the city council of Atlanta has just
made it illegal to hold “endless chain”
sales in that city.
The local account of the action of
council says:

Mayor Sims on Wednesday ap
proved the ordinance adopted Mon¬
day by general council making it il¬
legal for any person, firm or corpo
| ration chain” to operate a so-called “endless
system of merchandising in
Atlanta. It becomes effective imme¬
diately.
1 Mayor Sims signed the ordinance
after the city attorney had ruled that
it was entirely legal, and asserted
that it could not be successfully at
j tacked in the courts. Mayor Sims said
he was in favor of such a law, hut
that he hesitated to sign it until its
legality had been determined.
The ordinance specifically pro¬
vides that hereafter any person
found operating a so-called “endless
chain' system of merchandising,
would be guilty of violating the laws
of the city, and would be subject to
punishment by fine or imprisonment
or both upon conviction.
C. V. Hohenstein, secretary of the
Retail Merchants’ Association, who
launched the fight to have such mer¬
chandising outlawed in Atlanta, de¬
clared the passage of the measure
would mean the savings of thousands
of dollars to Atlanta buyers, and
would rid the city of an underisable
system of selling goods to retail
buyers.
Similar laws are being adopted in
cities all over the country, Mr. Hohen¬
stein said.

the council of Savannah here. There
are several of these endless chains
in operation in Savannah. One can
buy almost everything from hosiery
to dresses in this way. It is unfair
competition to the merchants whu
pay taxes as retailers in Savannah.—
